The article considers some aspects of the patronized goods theory with respect to efficient and inefficient equilibria. The author analyzes specific features of patronized goods as well as their connection with market failures, and conjectures that they are related to the emergence of Pareto-inefficient Nash equilibria. The key problem is the analysis of the opportunities for transforming inefficient Nash equilibrium into Pareto-optimal Nash equilibrium for patronized goods by modifying the institutional environment. The paper analyzes social motivation for institutional modernization and equilibrium conditions in the generalized Wicksell-Lindahl model for patronized goods. The author also considers some applications of patronized goods theory to social policy issues.

Resumen: El trabajo se centra en una cuestión poco tratada, como es la renta básica universal y su relación con los actuales programas de los partidos políticos, con los que han concurrido a las elecciones generales, con una doble dimensión: a) lo que cada programa presenta y defiende acerca de esta renta o medidas similares (justificación, alcance y límites), y b) una vez esbozadas la idea y alcance de la renta en cada partido, el análisis comparativo de las diversas propuestas de los partidos, abundando en la cercanía o la distancia de tales propuestas con una renta básica universal Palabras clave:renta básica universal, rentas de solidaridad, políticas sociales, igualdad social, soluciones a la pobreza. Abstract: The work focuses on a little-treated issue, as it is the universal basic income and its relationship with existing programmes of the political parties, which have attended the general election, with a double dimension: (a) what each program presents and defends about this income or similar measures (justification, scope and limits), and b) once outlined the idea and scope of the income in each party, the comparative analysis of the various proposals of the parties, abounding in the closeness or distance of such proposals with a universal basic income. The article reviews key aspects of the Italian presidents' activity under A. Pertini, F. Kossiga, O.L. Scalfaro, C.A. Ciampi and G. Napolitano. Special attention is paid to the comparative analysis of Carlo Azeglio Ciampi's and Giorgio Napolitano's presidency results, as well as of external factors correlating with these politicians' ratings, considering their significant influence on the head of state institute transformation during the period of their tenures. The aim of the paper is to review the examples of initiatives taken by C.A. Ciampi and G. Napolitano, which is necessary for highlighting new trends of the presidency development in Italy. Systematization and sequencing of popular approaches in the research allow to sort out distinctive characteristics of relations among three political actors: the head of state, political parties and the government. The author conducts comparative analysis of the two presidents' tenures results. The study of C.A. Ciampi's and G. Napolitano's ratings is carried out to determine a decision-making pattern. In the article, the examples of an informal instruments usage are considered, and their effectiveness is evaluated. In this respect, it is possible to review the transformation of the role of a president as an actor responsible for the country's political system stability. Relations between the prime-minister and the head of state are the subject for a separate consideration. In this article, the system analysis method together with other universal scientific approaches (comparative historical, institutional and structural-functional) are used. The contribution of this research consists of defining the role of informal instruments in the decision-making process. Unfortunately, in Russian bibliography, only limited attention is paid to domestic policy issues of the Second Italian Republic. However, the research conducted by the author should elucidate the specificity of presidency and its relations with other public institutes. This paper is addressed to scientists devoting themselves to the South Europe political research, particularly Italy, as well as to anyone interested in the Italian domestic policy issues. Additionally, it may be used in further comparative politics investigations, for the analysis of presidential activities in other European states.

The socio-economic characterisation of resettled small-holder farmers under the Fast Track Land Reform Programme (FTLRP) in Zimbabwe has blind spots in relation to the emergent transformative social policy features such as ‘social cohesion’, ‘cooperation’, ‘protection’ and ‘accumulation’ which are equally important among land beneficiaries. Using the Sangwe farm, this article departs from the conventional use of the political economy, sustainable livelihoods, human rights-based and neo-patrimonial approaches to experiment with the transformative social policy approach. Using both quantitative and qualitative data in an exploratory research design, the article shows that viewed from the transformative social policy approach, the FTLRP was neither a resounding success nor a complete disaster. The programme actually produced mixed results. The article thus, recommends the use of in-depth, ideologically free and neutral approaches in its analysis so as to reveal its detailed outcomes. Additional studies in which existing land reform policies can be considered in the collective efforts of improving the transformative agenda of the FTLRP across the country are needed.
