Abstract Prior employment imprints nascent entrepreneurs with logics for organizing startups. Within a regional ecosystem, entrepreneurs with different employment backgrounds pursue alternative entrepreneurial pathways, each generating distinct, though complementary, regional impacts. By analyzing diverse pre-entrepreneurial employment experiences, no one pathway leads to superior firm performance; prior industry experience generates strong early performance that tapers off, while prior academic experience engenders slow, steady, long-lasting growth. Our approach is well-suited for theorizing ecosystem development and generating policy recommendations in support of ecosystem diversity.

AbstractThe papers in this special issue explore the rapid growth of venture development organizations globally. A consistent theme that runs throughout the contributions is that, while ecosystem development is necessary everywhere to enhance the economic impact of entrepreneurship, in emerging economies, contextualization is critical. Countries have idiosyncratic histories and development trajectories. Myriad stakeholders participate and shape local ecosystems. To illustrate, this introduction provides an overview of some key venture development initiatives in South Africa, and we consider how venture development organizations, particularly those based at academic institutions, could contribute to the development of the country’s entrepreneurial ecosystem. We provide suggestions for policy initiatives and academic research.

Abstract This paper considers a concept gaining popularity: entrepreneurial ecosystems. It finds a significant lacuna in the concept as it stands as it does not sufficiently consider learning within regional ecosystems. Considering the established centrality of learning for entrepreneurial activity and regional development, it is surprising that the entrepreneurial ecosystem literature does not yet incorporate how learning occurs in time and space within regional ecosystems. This paper presents research conducted in the North West of England over (20) years examining programmes to support entrepreneurial and regional development. It argues that learning, and the pro-active support thereof, is crucial within an entrepreneurial ecosystem and should be fully considered within theoretical frameworks and policy blueprints designed to support and encourage entrepreneurship within regions. As a tangible suggestion of how to theoretically incorporate learning into entrepreneurship ecosystem development efforts, we present an integrated learning model developed by entrepreneurship scholars through collaborations with practitioners.

Abstract Small scale enterprises sector has been recognized as an integral component of economic development and it is advisable and indispensable to integrate the enterprises with Industrial parks for sustainable business operation. IPs plays a crucial role in organizing the resources and innovation of manufacturing operation through business advising, infrastructure provision, technology transfer, and R&D support which advances firms’ capability. In this sense, the objective of this was to investigate the role IPs entrepreneurial ecosystem towards improving the capability of small ventures. Data were obtained from a sample of 245 small manufacturing enterprise owners selected through simple random sampling and analysed using descriptive, multi-level regression analysis and OLS regression analysis. From this, the presence of better and suitable entrepreneurial ecosystem which consists of provision of training, market information, adequate finance, and government commitment positively contributes for improvement of small firm’s capability. Despite of this, the study also found that there are many barriers hindered the development of strong entrepreneurial ecosystem in Ethiopia, such as, human capital, institutional, financial, market, policies and legal procedures, cultural and resource barriers. The entrepreneurial ecosystem influences the resources capability more when academia-industry linkage exists. The OLS regression result also shows that the entrepreneurial skill mediates the influence of entrepreneurial ecosystem on technological capability, while managerial knowledge mediates the influence of entrepreneurial ecosystem on the firm’s resource capability. The implication for policymakers is to develop a policy that supports incorporating small firms in industrial parks entrepreneurial ecosystem and link with academia. The study also forwarded a clue for managers of small firms in improving their firms technological and resource capabilities through building managerial knowledge and entrepreneurial skills.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

From the early seventies the Korean Government has adopted a rural industrialization policy as an important measure for promoting rural development. It has been perceived that through this measure the over-concentration of economic activity would be controlled and dispersed. Development of rural industrialization has passed through three different phases: i) the period of promoting rural cottage-type industries (1960-80); ii) the period of rural industrial park establishment; and iii) a stagnation period after the early 1990s. Throughout the overall period government policy changed from an individual project-oriented approach to a diversified and comprehensive policy program. The policy programs, such as the development of rural industrial parks, off-farm income source development and vocational training programs for farm youths, have helped in promoting rural industrialization. On the other hand, policy programs promoting rural out-migration and unbalanced regional development policy have impacted negatively on rural industrialization. Presently one of the serious policy issues facing rural industries is how to secure a young labor force and how to promote rural entrepreneurship. In addition, rural development efforts by local government and authorities are necessary in order to increase investment from urban-based entrepreneur firms.
