After 390 years of Spanish colonialism, Puerto Rico was ceded by Spain to the United States, as a result of the Spanish-American War and the Treaty of Paris. At the dawn of the 20th century, the situation on the Island was one of extreme poverty, high unemployment, and widespread illiteracy. Federal programs alleviated the situation on the Island but began to institutionalize a major problem: the evil of passively waiting for economic aid from abroad, instead of seeking to solve the problems by its own initiative.

Collaborative programs among Federal agencies, state and local agencies, and private sector organizations are often prescribed to address difficult interdisciplinary and intersectoral problems. Accountability for these efforts is difficult to achieve and has frequently proved elusive. This research explores the nature of the accountability dilemma in collaborative programs and analyzes and illustrates them in the context of wildland fire prevention in the United States. It suggests a multilevel–multimeasurement approach is key to achieving a fuller picture of accountability in collaborative networks.

This literature review provides a framework for understanding the development of residential care in California, including state licensing, federal funding, and state and local planning policies for the development of facilities. It discusses the history, planning, and licensing of residential care as a home and community-based service in California. It examines the historic and innovative federal programs supporting assisted living in public or affordable housing, the public equivalent of residential care. Finally, it describes how the California housing crisis has prompted a new and sweeping set of state and local planning policies encouraging its development.

This research article aims at identifying the impact of establishing flagship universities on the dynamics and structure of their income. The study is based on analyzing the growth rate of total income and income per 1 scientific and pedagogical worker in 2019–2020 as compared to 2015 reference year (taking inflation into account), together with finding out changes in the share of off-budget revenues, revenues from research and development work. There are used standard techniques of descriptive statistics, paired Student’s t-test for related samples, Mann-Whitney U-test, and cluster analysis. The total income of all flagship universities has grown, but, however, show deeper differentiation. The group of leaders have increased their revenues by 0,5–1,0 billion rubles in 2015 prices, but a number of universities face stagnated or declining income. The COVID-19 pandemic has had little or no impact on income differentiation and dyna mics. The by-income stratification per 1 scientific and pedagogical worker is lower, which indicates a personnel decrease in a number of clusters with stable or declining income. Neither institution’s joining the first or the second wave of flagship universities nor the availability of special federal funding has a statistically significant relationship with income dynamics. At the same time, the majority of flagship universities get the same stable share of income from research activities and did not decrease their dependence on the budget system. This indicates either the absence of major chan gesor the simultaneous growth of income from research activities and additional funding like federal programs, projects, grants. Not all flagship universities have been able to increase revenues, so the leaders’ experience requires further analysis. The results of the study may possibly be of interest for managers of both flagship and other categories of universities, as well as for those who are going to substantiate management decisions within the latest Priority-2030 program.

The article considers the place of public spaces in the fabric of panel microdistricts, Pervomaisky and Universitetsky in Irkutsk. It analyses the current condition and problems of public spaces. It gives the examples of improvement of areas under the federal and regional programs on improving the comfort of urban environment. The specific features of the formation of a pedestrian boulevard in the given microdistricts are revealed and the necessary factors for the creation of a successful and frequented public place are identified.

At the present stage of the development of innovative activity of industrial enterprises, it is necessary to implement measures, the implementation of which is, first of all, the creation of an innovative reserve characterized by innovative potential. The approaches presented by the author to the structure of the elements of the innovation potential, firstly, allow us to identify the missing elements in its composition, secondly, to determine the level of development of these elements, and thirdly, to formulate proposals to eliminate the shortcomings. Currently, the state has initiated a number of federal programs that are aimed at forming and supporting the development of innovative potential both at the level of enterprises, regions, and the state as a whole. The key direction that determines the possibility of achieving the goals in these sectors is the development of personnel component of the innovative potential of domestic enterprises. The analysis of the conditions for the formation of the innovative potential of domestic industrial enterprises allows us to judge the unsatisfactory form of its innovative development, in which there is a significant gap between the requirements of innovative activity, as well as the requirements of the external and internal environment, the ability to adequately respond to the factors of influence. In this regard, in order to develop the innovation potential, the author proposes the structure of its elements and the analysis of the factors influencing the innovation activity of industrial enterprises, as well as bringing it into a balanced state of its external and internal environment. As the main tool for the development of innovative potential and bringing it into a balanced state, organizational and managerial factors are used to increase the efficiency of innovation activities and ensure the activation of the innovative potential of industrial enterprises.

The collection and use of empirical data for educational decision-making in the United States is required by the Every School Succeeds Act (ESSA) and the Results Driven Accountability mandate, but there is insufficient data available for one population, in particular: refugee, asylee, and humanitarian migrant (RAHM) students. As a result, the terms of these US federal programs are violated by all states, districts, and campuses who count refugee, asylee, or humanitarian migrant students among their populations. Evidence suggests that almost no standardized, publicly-available educational data is available for refugee, asylee, and humanitarian migrant students in the US, but what publicly-available and reported data is available is either so localized so that it can be neither replicated nor generalized or so aggregated that it cannot be disaggregated for analysis and decision-making.

The article examines the problems of the socio-economic development of Siberia in the aspect of the adopted federal programs and strategies. The views and approaches of many specialists and experts are analyzed both on the quality of the programs themselves, their systemic validity, and on the complex of external conditions that impede their implementation. It is stated that in the post-perestroika period, de-industrialization processes took place in Siberia, socio-economic inequality with the central regions grew, which led to an outflow of the population. In the post-perestroika period, there was a gradual decrease in the weight of the Siberian Federal District in the Russian economy. So far, no progress has been achieved in leveling the level and quality of life of Siberians in comparison with other regions.

The strategic policy of the Russian Federation is structured in such a way that the priority task is to preserve and support economic security, create optimal conditions for the development of socio-economic cooperation and sustainable sectoral development in accordance with the norms of the federal state. Regional economic systems are characterized by a unique combination of economic, social, informational, environmental and other mandatory components; the presence of many different connections; circulation of large flows of financial, material and informational resources, representing in their entirety the socio-economic potential of the region. In order to make better use of all these resources, each region separately must operate on the principles that determine stability and security. The article considers the implementation of targeted programs in depressed regions as one of the ways to reduce the lag in the level of socio-economic development. The article analyzes the experience of implementing federal programs in the Republic of Dagestan as a depressed region of Russia, as well as the tasks that were solved with the help of these regional policy instruments. The author’s view on the strengths and weaknesses of the implementation of a number of federal targeted programs in the region is presented. The aim of the work is to find new forms of interaction between government, business and society for the transition of depressed regions to a new economic level.

The paper is devoted to financial control exercised over the implementation of “megasience” class scientific projects. In order to create an innovative economy, the State continues to develop research and development, in particular the creation of unique projects of the “megasience” class. Funding for such studies is usually carried out from budgets of various levels of the Russian Federation’s budgetary system as part of priority national projects or federal programs. Therefore, state financial control over the effective and targeted use of funds of the budgets of the budget system of the Russian Federation gains importance. The paper discusses the current conditions of state financial control over the implementation of scientific projects of the “megasience” class, defines the list of subjects possessing the powers of both internal and external state financial control, highlights their differences and characteristics. The author carries out the analysis of monitoring as one of the activities of the Accounts Chamber of the Russian Federation, where emphasis is made on budgetary monitoring. The paper analyzes problems and shortcomings in the implementation of state financial control over the scientific projects. It also describes the features of the current state of state financial control and highlights tendencies of its development and improvement.
