The growth of container flows that is not supported by infrastructure needs has caused goods congestion at Tanjung Perak Port. The situation has an impact on the flow of goods and makes container mobilization stop flowing. Railway infrastructure construction is expected to overcome the problem of goods congestion, especially because this project will be integrated with other transportation at the Port in an intermodal transportation system. The Delphi method is used as an approach to get the dominant aspect to be analyzed in a feasibility study of a railway construction project at the Port of Tanjung Perak. Delphi method results show that the financial aspect and market aspect are the dominant parameters to be analyzed in the feasibility study of a railway construction project. The results of the market feasibility analysis showed that 87.67% of stakeholders agreed with the railway development project plan, with a target market of 19.99% of the number of containers and absorption of around 84% of the target market. The results of the financial feasibility analysis are obtained, the Net Present Value (NPV) is 1,184,370> 0 (profitable project), the Benefit-Cost Ratio (BCR) is 1.39 ≥ 1 (the project is feasible), and the value of the Internal Rate of Return (IRR) is 13%> MARR, (investment is feasible). From the results of the financial feasibility analysis, the railway construction project is categorized as possible. Meanwhile, the break-even point for this project is in the 12th year with the results of a profit-loss analysis showing that in the fourth year, the railway operational activities have shown a positive trend/profit.

Highway construction project requires very large investment costs. Oftentimes, the highway construction encountered many obstacles, including external factors such as land acquisition which have an impact on a construction time regression, decreasing income, alteration of interest rates, and escalation of operational and maintenance costs. This study aims to determine the how much external factors influence on the financial feasibility of the highway construction.Financial analysis uses investment costs data, operational and maintenance costs, investment period, interest rate, the amount of private capital and loans, as well as the highway’s income. Determining financial eligibility criteria are based on following parameters; PP (Payback Period), NPV (Net Present value), BCR (Benefit Cost Ratio), and IRR (Internal Rate of Return). The sensitivity analysis was performed to determine the sensitivity level of external factor to financial feasibility, and impact analysis using linear regression analysis.The result of this study are as follows: 1) Judging from the financial aspects, highway construction projects are feasible due to PP < 18 years, NPV > 0 year, BCR > 1, IRR > MARR. 2) The external factor which have high level sensitivity and have positive influence (feasible) to the financial feasibility is the escalation of toll rate, while the factor with high level sensitivity yet have negative influence (infeasible) are the construction time regression, the decreasing income of land acquisition, as well as either the fallen or rising interest rate. Keywords: eexternal factors, financial feasibility, higway, influence, sensitivity level

The tourism sector is one of the important sources of state revenue. The arrival’s number of foreign tourist to Bali is increasing both of quantity and quality, therefore the improvement of tourism facilities is needed. One of the example is  providing good  accommodation (rooms) in accordance with the needs and expectations of guests, but to provide accommodation services through the development of a lodging should give attention to aspects of the feasibility study. The results of this feasibility study will show the project / investment is feasible or not feasible. This research was conducted in Payogan village, Ubud district, Gianyar regency, Bali, which is the investment / construction project of The Gangsa Ubud Private Villa & Spa located. Data analysis methods used are more focused on the analysis of market and marketing aspects, and analysis of financial aspects. Research result indicates that business idea for gangsa Ubud Private Villa & Spa is feasible based on market and marketing aspects and financial aspects.

Using Analytic Network Process (ANP) to determine the index weight of sustainable comprehensive evaluation of highway construction project and Fuzzy Comprehensive Evaluation (FCE) to evaluate synthetically,the ANP-FCE model is discussed. The method of sustainable comprehensive evaluation of highway construction project based on the ANP-FCE model is proposed, and the applicability in sustainable comprehensive evaluation of highway construction project is verified.
