Modern Cambodia Since 1863

Modern Cambodian history begins with the creation of the French Protectorate in 1863. Until the 15th century, Cambodia was a regional great power, but by the late 18th it faced extinction as a sovereign state. Although the Protectorate ensured the country’s territorial integrity, French ideas of governance and philosophy collided with Cambodia’s ancient traditions. By 1897, the French had prevailed: Cambodia had escaped its predatory neighbors, Siam and Vietnam, but had lost its internal and external sovereignty. After independence in 1953, Cambodia sat on the fault lines of the Cold War. Precariously neutral until 1970, it fell into a new dark age of civil war, foreign invasions, saturation bombing, and mass murder. Liberated from the horrors of Pol Pot’s Democratic Kampuchea (DK) by the Vietnamese in late 1978, the regime the invaders installed suffered a period of international ostracism that lasted until the end of the Cold War in 1991–1992. Cambodia is at peace today, but hopes that it would develop as a free, democratic, and more equal society have proved illusory. Cambodia is one of Asia’s poorest states; a kleptocracy ruled by the durable autocrat Hun Sen via a façade of democratic institutions. The economy, according to Sebastian Strangio, “is controlled by … [a] new quasi-palace elite: a sprawling network of CPP politicians, military brass, and business families arranged in vertical khsae, or ‘strings,’ of patronage emanating from Hun Sen and his close associates.”

Ao observar o sistema unipolar que emergiu do final da Guerra Fria, é marcante o sentimento de insegurança geopolítica gerada pela existência de apenas uma superpotência global e as dúvidas da atuação do Estado soberano nessa conjuntura. Nesse paradigma, Capitão América: Guerra Civil é lançado com uma simbologia contestadora do papel do hegemon no sistema internacional. Com isso, inicialmente é exposto o enredo do filme, seguido das teorias liberal e realista das Relações Internacionais e da semiótica greimasiana. Com isso em vista, é feita a análise dos símbolos do longa-metragem e, por fim, se conclui que os autores do texto tinham como objetivo disseminar uma mensagem de união política entre os americanos.     Abstract: Observing the unipolar system emerging from the closure of the Cold War, is remarkable the sentiment of geopolitical insecurity generated by the existence of only one global superpower and the doubts about the role of the sovereign State in such system. In this paradigm, Captain America: Civil War is released with a contesting symbology about the role of the hegemon in the international system. Therefore, first it is exposed the movie plot, followed by the liberal and realist theories of international relations and the French semiotics. With this in mind, the symbols in the feature are analised and, in conclusion, it is stated that the authors wish to convey a message in bipartisan union amongst the American people. Theories of civil war focus largely on factors internal to countries, generally ignoring the systemic effects of superpower rivalry during the Cold War, or great power politics associated with regional rivalries and ambitions. The question of the importance of proxiness of civil wars potentially challenges notions of commitment and time-inconsistency problems associated with explanations of why rational agents fail to find less costly bargains compared with fighting costly wars. Great powers often influence the politics of lesser powers by supporting sides in contentious politics as a means to achieve foreign policy objectives relatively cheaply. Models of civil war that focus exclusively on in-country ills, thus, would have very limited predictive power. It is argued here that great powers influence the politics of other nations without bearing the costs of direct involvement by supplying the logistics that allow the feasibility of rebellions. Examining these issues is all the more critical today because the multipolar world emerging out of the Cold War era promises to generate proxy struggles in many strategic places. While the study of civil war moves in the direction of disaggregating in order to understand micro processes associated with rebellion, it might be prudent to examine the interplay of factors between the micro and macro processes in multilevel models because the feasibility of fighting over not fighting is likely to be decided at higher rather than lower levels of aggregation. How to cauterize great-power machinations in civil war must in turn become a primary focus of international institutions, such as the United Nations, for strengthening instruments that would curtail external influences that propagate civil wars.

The fall of the Soviet Union and the end of the Cold War incited the beginning of a new World order of international relations and the creation of new actor roles in this new stage. In the last 25 years Russia’s role as a great power had a different context, from an empire in free fall to the revitalization of its international role. The main question this work asks is: Which is Russia’s position in the international arena after the disintegration of the Soviet Union? The answer to this question is given by researching under the prism of the creation of a new vision, around what Russia represents in two and a half decades and how its role is represented in a different context of international relations. It will be also researched on the perspective of Europe as an instrument to balance and obstruct the Russian expansion. The work will be based on the analysis of the archival information of the period of time. The methods of historical, logical and comparative analysis have been used, together with various literatures from different researchers and politician. This study aims to explain the forms and weaknesses of the regime and the causes which brought to the disintegration of the Soviet Union, in other words the causes of the fall of the communist bloc: Yeltsin’s presidency (1991-1999); Russia’s new context in the international arena and the role of the new actors will be explained: Putin’s presidency (1999-2008); and the explanation of the revival of Russia’s international role as a great power (2009-2014). This work also highlights the foreign policy, the alterations and the contradictory character of the leadership, the change of presidency between Putin and Medvedev and the problems with Ukraine and Crimea. With the fall of the communism, which incited the divide of the balances from the bipolarity of the Cold War, the changing economic world, in the midst of other alterations, presented a new equilibrium of power. As a descendent of the communist empire, Russia is fully convinced that it has the right of rebuilding of the empire through expansion. It also knows that the main part is not the will, but the ability. If it can, Russia will rebuild the destroyed empire through a constant expansionist policy. And if they can, the USA and the west will hinder the building of this empire.

During the cold war, the Socialist Federative Republic of Yugoslavia was a middle-sized power pursuing a non-aligned foreign policy and a defence strategy based on massive armed forces, obligatory conscription, and a doctrine of ‘Total National Defence’. The violent disintegration of Yugoslavia in the early 1990s resulted in the creation of several small states. Ever since, their defence policies and armed forces have been undergoing a thorough transformation. This chapter provides an analysis of the defence transformation of the two biggest post-Yugoslav states—Serbia and Croatia—since the end of the cold war. During the 1990s, defence transformation in both states was shaped by the undemocratic nature of their regimes and war. Ever since they started democratic transition in 2000, and in spite of their diverging foreign policies, both states have pivoted towards building modern, professional, interoperable, and democratically controlled armed forces capable of tackling both traditional and emerging threats.

Abstract Chi Ki-ch’ŏl’s story reveals a man not driven by ideology, but buffeted by it. He began adulthood as a Korean exile in Manchuria, where the Japanese occupation army conscripted him. After Japan’s defeat in August 1945, he joined a Korean contingent of the Chinese Communist Army and fought in the Chinese Civil War. His unit later repatriated to North Korea, where it joined the invasion of South Korea on 25 June 1950. When U.S.-led forces of the United Nations shattered that invasion in September, he quickly arranged to surrender to U.S. troops. While in custody, Chi worked with Republic of Korea (rok) intelligence to organize prisoner of war (pow) resistance to their being returned to North Korea after the impending armistice. He enjoyed privileges as an anti-Communist in the pow camps, and hoped it would continue. Although an active anti-Communist, Chi judged that he would not be able to live in South Korea as an ex-pow. After refusing repatriation to North Korea, he also rejected staying in South Korea. But Chi would survive elsewhere. He relocated to India, where he thrived as a businessman. He chose the space of neutrality to succeed as an anti-Communist, where life nevertheless reflected the contentious energy of the Cold War. Chi’s decision demonstrated how ideology, despite its importance to him, was not sufficient to translate his rejection of Communist North Korea into a commitment to South Korea.

The Centennial of one of the cruelest of European civil wars fought in Finland between the Reds and the Whites from January to May 1918 has evoked a spectrum of theatre productions illustrating variations of styles and approaches on the events. The turn in the treatment of this cultural trauma occurred with the interpretations and narrative perspectives that were fixed in the 1960s, when an understanding for the defeated Red side was expressed in historiography, literature and theatre. Since that, the last six decades the Finnish theatre and public discourse on the Civil War have been dominated by the Red narrative as the memory of the 1918 Civil War provided an important part in the new identity politics for the 1969 generation. Since the 1980’s the topic was mostly put aside so that before the 2018 revivals of the Civil War topic, the productions seem to have been reactions by the artists confronting the developments at the end of the Cold War. Some theatrical events can even be tied to the cultural trauma of the 1969 left evoked by the collapse of the socialist block. The Centennial productions repeated the Red narrative but they also provided more balanced interpretationson the tragic events.

Since the end of the Cold War Russia has been treated as a defeated state. Western countries usually perceive Russia not only as a defeated state but also relating it to Soviet Union. Beyond that the West has Orientalized Russia, segregating it from the “western club” of developed states. But Russia’s recovery from the collapse of the 90’s made it more assertive towards the West. It’s proposed here that this assertiveness is due to it’s orientalization, it’s inferior status perceived by the West. The inferior perception by the West has triggered a process of identity’s reconstruction which will be analyzed through a perspective of ontological security. The more Russia has it’s great power status denied, the more aggressive it becomes regarding it’s foreign policy. As the international hierarchy continues to treat Russia as that of “behind” the modern states, and the more it feels marginalized, it will double down on efforts to regain its great power status it will have to dispose power. Russia’s ontological insecurity might lead it to a path of aggressiveness.
