Fighting for black stone: extractive conflict, institutional change and peacebuilding in Sierra Leone

Abstract Environmental governance reform—especially in the minerals sector—has featured prominently in Sierra Leone's peacebuilding agenda. While reform has enhanced environmental governance capacity in ways that foster peace, it has also exacerbated conflict over the redistribution of extractive rights. This article examines one such conflict over tantalite in northern Sierra Leone. In the chiefdom of Sella Limba, violence erupted as local landowners and a multinational company utilized institutional hybridity—or the blending of informal–indigenous institutions with liberal reforms—to construct competing claims over mineral rights. The resulting uncertainty over the extractive ‘rules of the game’ accelerated conflict as stakeholders attempted to (re)negotiate the distributional consequences of institutional change in real time. International and national actors ultimately rejected hybrid institutional arrangements on the grounds that they distorted post-conflict reforms and undermined peace. Drawing on in-depth fieldwork, I retrace the conflict to provide an alternative perspective. I contend that institutional hybridity served as a necessary component of, rather than barrier to, peacebuilding because it 1) opened space for diverse political participation in post-conflict environmental governance and 2) promoted greater political accountability and integration. These outcomes have been theorized as ways in which environmental reform can facilitate post-conflict peace. This argument aims to advance environmental peacebuilding theory by examining the conditions under which environmental governance reform contributes to post-conflict peacebuilding.

State police forces in Africa are a curiously neglected subject of study, even within the framework of security issues and African states. This book brings together criminologists, anthropologists, sociologists, historians, political scientists and others who have engaged with police forces across the continent and the publics with whom they interact to provide street-level perspectives from below and inside Africa’s police forces. The contributors consider historical trajectories and particular configurations of police power within wider political systems, then examine the ‘inside view’ of police forces as state institutions – the challenges, preoccupations, professional ethics and self-perceptions of police officers – and finally look at how African police officers go about their work in terms of everyday practices and engagements with the public.The studies span the continent, from South Africa to Sierra Leone, and illustrate similarities and differences in Anglophone, Francophone and Lusophone states, post-socialist, post-military and post-conflict contexts, and amid both centralizsation and devolution of policing powers, democratic transitions and new illiberal regimes, all the while keeping a strong ethnographic focus on police officers and their work.

This chapter seeks to focus on ‘peacebuilding’ as a construct of peace among groups that have previously been in conflict. This calls for moving beyond peacemaking and conflict resolution to consider the longer-term efforts at establishing sustainable peace. Notwithstanding the longstanding efforts of UNEP’s Post-Conflict and Disaster Management Branch, there has been very limited development of international normative and institutional structures targeting the process of post-conflict sustainable peacebuilding. How far the current international environmental governance (IEG) regimes are responsive to the specific challenges to post-conflict situations? It seeks to briefly consider four key aspects of IEG regimes: (i) Ad- hoc and subject specific (ii) Incremental and facilitative (iii) Degree of reciprocity and (iv) Science-based.

The article aims to build on current understandings of the experiences and aspirations of technical and vocational education and training (TVET) trainees in conflict-affected countries, focussing on the case study of Sierra Leone. Employing the capabilities approach pioneered by Amartya Sen, it casts light on the different benefits beyond employability which young people acquire through TVET. This includes the development of their ‘capacity to aspire’. At the same time, the article shows the poor conditions and social stigma that continue to surround TVET and the profession of ‘skilled man’ in the country of Sierra Leone. By doing so, the article shows the potential of capabilities approach and the concept of ‘capacity to aspire’ to more systematically look at the wider benefits of TVET to young people. It also reveals the simplistic nature of the international community’s expectations with regards to TVET’s role in post-conflict societies.

This paper examines post-conflict peacebuilding activities in Sierra Leone by critically looking at the role of economic actors in the reintegration process of its post-war Disarmament Demobilization, and Reintegration (DDR) initiative. The civil war that lasted for 11 years in Sierra Leone, put doubts on the national governments ability to effectively provide both victims and perpetuators, the necessary protection and assistance needed to fully assume responsibilities within the communities. Because of this, poverty was further entrenched, thereby increasing the countries susceptibility to return to conflict. Though reintegration processes are continuous, integrative and involve exhaustive budgetary commitments, the process, in Sierra Leone was short-termed, not well coordinated and took time to begin delivering. With the United Nations, World Bank and the weak national government leading the process, financing was often insufficient or late, in combination with the lack of a coherent planning strategy; all these factors contributed to lapses in socio-economic profiling, skills and vocational training and spread disillusionment and resentment among ex-combatants and victims. Using content analysis, the paper argues that, post-war countries need active, equitable and profitable economic sectors if they are to graduate from conflict and from post-conflict aid-dependency. Moreover, as social contracts and corporate social responsibility to communities they govern and operate in, economic actors must create enabling environments and, generate jobs to support legitimate local capacities. The utility of this paper lies in the idea that for any post-conflict country to attain long-term social and economic development, reintegration programme design and activities, must holistically incorporate critical economic actors.

Abstract We often mistakenly assume that institutional design will remain effective indefinitely. Complex long-term environmental challenges illuminate the disparity between institutions and state boundaries. While globalization has challenged monocentrism, we must look beyond traditional measures and design resilient governance systems, such as polycentric governance, that combine trust and local expertise in small-scale governance with the governance capacity of large-scale systems. These harness globalization’s benefits and provide solutions for the effects of ecosystem changes. This work examines the lessons – benefits, challenges, limitations, and unanswered questions – that may be learned from polycentric governance in the case of Persistent Organic Pollutants (POPs) in the Arctic, where a polycentric political system has developed as a result of a mismatch in environmental, jurisdictional, and temporal scales. Section One examines characteristics of polycentricity, focusing on actors, multilevel governance, degree of formality, and the nature of interactions. Section Two concentrates on the tools utilized. Section Three applies the outlined framework. Finally, Section Four examines three lessons that global environmental governance may learn from the case study: (1) Peak organizations are effective tools for managing polycentricity, allowing for the inclusion of non-state actors, such as indigenous peoples organizations (2) and epistemic communities (3), in bridging the human-environment nexus.
