This chapter examines the role of the United Nations (UN) in fulfilling the concept of intergenerational equity as it relates to ocean governance. The concept of intergenerational equity is inexorably linked to the principle of sustainable development. Three basic principles underpin intergenerational equity: conservation of options, conservation of quality, and conservation of access. The chapter first considers the concept of intergenerational equity within the context of sustainable development and environmental protection before discussing international conventions and soft law instruments including the principle of intergenerational equity. It then explains how the UN Convention on the Law of the Sea (UNCLOS) takes into account intergenerational equity and goes on to review national and international case-law concerning intergenerational equity and the rights of future generations. It also analyses constitutional and institutional protection of the rights of future generations and concludes with an assessment of UN approaches addressing the needs of future generations.

The global framework set forth by the United Nations 2030 Agenda and its Sustainable Development Goals (SDG) include water resources in their scope, which emphasizes how water assets and society well-being are closely intertwined and how crucial they are to achieving sustainable development. This paper explores the role of hydropolitics in that Post-2015 Development Agenda and uses Brazilian hydropolitics set to reach SDG6 as a case study.

This chapter discusses the contribution of the United Nations Office on Drugs and Crime (UNODC) to ocean governance. Formally established in 2004, UNODC is an office of the United Nations (UN) Secretariat focused on addressing the interrelated issues of drug control, crime prevention and international terrorism in the context of sustainable development and human security. The chapter first provides an overview of UNODC’s history, governance and budget before considering its role in achieving the 2030 Agenda for Sustainable Development. It then examines UNODC’s involvement in ocean governance, particularly in effective prevention and repression of crime at sea, based on the legal frameworks of UNCLOS and the United Nations Convention against Transnational Organized Crime (UNTOC). Finally, it describes two UNODC Programmes that have an impact on the process of ocean management: the Container Control Programme and the Global Maritime Crime Programme.

Abstract The politics of the United Nations aims at sustainable development (i.e., development that can continue with future generations). Andreas Losch has recently proposed to expand our current notion of sustainability to what he calls ‘planetary sustainability’, and he has urged an ethics of planetary sustainability. This comment article discusses these proposals. The proposed conceptual change is assessed, drawing on desiderata suggested by Carnap. To the extent to which the current notion of sustainability has excluded consideration of outer space, we gain in simplicity. To the extent to which it has been unclear about this issue, we gain in exactness. The proposed concept is fruitful because it points to important considerations, in particular if there are extra-terrestrial beings that share moral status with human beings. But to some extent this fruitfulness requires a clear deviation from the anthropocentric outlook of our current notion of sustainability, and costs regarding similarity arise. As far as an ethics of sustainability is concerned, we certainly need to address ethical issues that arise in relation to outer space. However, the notion of planetary sustainability is not likely to figure prominently in related thoughts because the notion of sustainability is not a key concept in known ethical theories.

In accordance with United Nations General Assembly resolution, the year 2019 was proclaimed the International Year of the Periodic Table of Chemical Elements, and the United Nations Educational, Scientific and Cultural Organization (UNESCO) was designated as the lead organization for its implementation. At the present day, the UNESCO is the largest UN specialized agency with broad competence in providing interstate collaboration in the area of science, capable of playing a unique role for promotion of peace and sustainable development. The establishment of UN observances stimulates interest in the activities and programs of the organization in these areas, and also contributes to the intensification of activities at the international level. The proclamation of 2019 as the International Year of the Periodic Table is a recognition of the important role of the basic sciences, in particular, achievements in the field of chemistry and physics, in addressing the numerous development challenges that the world is currently facing in implementing the United Nations “2030 Agenda for Sustainable Development”. The International Year under the auspices of UNESCO provides an opportunity to mobilize all interested parties around the topic of science for peace and development – from government officials to media representatives and schoolchildren.

This chapter examines the role of the United Nations and its related institutions for global ocean governance, including those established by the entry into force of the United Nations Convention on the Law of the Sea (UNCLOS). It first considers the main issues that these institutions have addressed, ranging from sustainable fisheries, via ecosystem protection, to marine biodiversity conservation; and more recently, maritime security. It then argues that the impacts of climate change have arguably not been directly addressed by either the global ocean governance regime, as it is currently constituted, nor by the climate change regime, at least until recent developments through the 2015 Paris Agreement relating to adaptation and mitigation measures in direct response to sea-level rise and the effects of ocean acidification. The chapter proceeds by discussing UNCLOS and its related legal instruments, UN Conferences and Summit on sustainable development, and the role played by the UN General Assembly (UNGA) in global ocean governance.


This chapter discusses the role of the United Nations World Tourism Organization (UNWTO) in global ocean governance. The UNWTO is a specialized agency of the United Nations that serves as a global forum for tourism policy issues and helps to ensure that Member States, tourist destinations and the business community maximize the positive economic, social and cultural effects of tourism and fully reap its benefits, while minimizing its negative social and environmental impacts. It has three primary objectives: to promote safe and seamless travel, enhance the role of technology in tourism, and link growth and sustainability and promote tourism as a tool for development. After providing a general overview of the UNWTO’s aims, structure and governance, and membership, the chapter examines its work with respect to ocean governance and sea-related tourism, along with the ways in which it promotes sustainable development of tourism.

In the article have defined of the role of the principle of the sovereign equality of the states in the system of the principles of international law. The contemporary of the signs of the sovereign equality became aparent the grand total of the development of the international law. Its substance development was under the influence of the different history formations. The Charter of the United Nations there is the basic document of the contemporaneity in which has sealed the principle of the sovereign equality of the states as the part of the system of the principals the modern international law. The legal signs of the sovereignty appears on the supreme sovereignty within the limits of the state, and they must be independence of the state in the international relations. The basic principles of international law there are interdependence. They must be conform to the context each other.

The key purpose of this study is to investigate the potential role of Egyptian rural public libraries, being one of the social agents for development, towards the attainment of the Sustainable Development Goals according to the United Nations Agenda for 2030. To meet the objectives and questions of the study, a multi-faceted research methodology was adopted and conducted in the period from September to November 2017. The study used a qualitative approach in terms of personal interview, discussion and observations of group meetings, and examination of documents to investigate the implementation of community development programmemes and services in 34 rural public libraries representing the four main administrative divisions comprising Egypt. The 17 UN Sustainable Development Goals have been discussed with ways in which Egyptian rural public libraries can include and meet them. Challenges facing libraries in the provision of information (poor infrastructure, inappropriate collections and related facilities and services, high levels of illiteracy, lack of funding and cooperation between related agencies, inappropriate training of library and information professionals, lack of studies and surveys, as well as analyses of information needs of rural communities) have also been emphasized. This study concluded that Egyptian rural public libraries have struggled to be part of the United Nations Agenda for the implementation of the Sustainable Development Goals. They have tried as much as possible to integrate and adapt to the surrounding community in light of the common economic, political and social factors and conditions. Despite these challenges, these libraries showed a good response that is characterized as somewhat positive, though not sufficient, toward the achievement of these goals.

Here we explore the poverty reduction imperative that dominates the current agendas of most international development agencies, question the absence of biodiversity conservation from this agenda, and debate the role of the United Nations Millennium Development Goals in building bridges between the two.
