The introduction provides an overview of the history of musical Americanism, from the 1920s to the 1970s, in tandem with an assessment of changing attitudes toward American identity in the United States. It introduces scholarly debates surrounding the Cold War politicization of serialism and tonality and describes the various opportunities for work with government exploited by American composers during the 1950s and 1960s. These opportunities included serving as advisers to the State Department, the US Information Agency, and organizations funded by the CIA, as well as touring overseas as government-funded cultural ambassadors. These contexts establish the basis for the book’s argument that the Cold War presented both challenges and opportunities for Americanist composers that would ultimately result in a rebranding of their style.

Throughout the 19th and 20th centuries, America’s relationship with China ran the gamut from friendship and alliance to enmity and competition. Americans have long believed in China’s potential to become an important global actor, primarily in ways that would benefit the United States. The Chinese have at times embraced, at times rejected, and at times adapted to the US agenda. While there have been some consistent themes in this relationship, Sino-American interactions unquestionably increased their breadth in the 20th century. Trade with China grew from its modest beginnings in the 19th and early 20th centuries into a critical part of the global economy by the 21st century. While Americans have often perceived China as a country that offered significant opportunities for mutual benefit, China has also been seen as a threat and rival. During the Cold War, the two competed vigorously for influence in Asia and Africa. Today we see echoes of this same competition as China continues to grow economically while expanding its influence abroad. The history of Sino-American relations illustrates a complex dichotomy of cooperation and competition; this defines the relationship today and has widespread ramifications for global politics.

During the Cold War, the governments of the United States and the Soviet Union developed cultural exchange programs, in which they sent performing artists abroad in order to generate goodwill for their countries. Ballet companies were frequently called on to serve in these programs, particularly in the direct Soviet-American exchange. This book analyzes four of the early ballet exchange tours, demonstrating how this series of encounters changed both geopolitical relations and the history of dance. The ballet tours were enormously popular. Performances functioned as an important symbolic meeting point for Soviet and American officials, creating goodwill and normalizing relations between the two countries in an era when nuclear conflict was a real threat. At the same time, Soviet and American audiences did not understand ballet in the same way. As American companies toured in the Soviet Union and vice versa, audiences saw the performances through the lens of their own local aesthetics. Ballet in the Cold War introduces the concept of transliteration to understand this process, showing how much power viewers wielded in the exchange and explaining how the dynamics of the Cold War continue to shape ballet today.

The development of the PRC’s armed forces included three phases when their modernization was carried out through an active introduction of foreign weapons and technologies. The first and the last of these phases (from 1949 to 1961, and from 1992 till present) received wide attention in both Chinese and Western academic literature, whereas the second one — from 1978 to 1989 —when the PRC actively purchased weapons and technologies from the Western countries remains somewhat understudied. This paper is intended to partially fill this gap. The author examines the logic of the military-technical cooperation between the PRC and the United States in the context of complex interactions within the United States — the USSR — China strategic triangle in the last years of the Cold War. The first section covers early contacts between the PRC and the United States in the security field — from the visit of R. Nixon to China till the inauguration of R. Reagan. The author shows that during this period Washington clearly subordinated the US-Chinese cooperation to the development of the US-Soviet relations out of fear to damage the fragile process of detente. The second section focuses on the evolution of the R. Reagan administration’s approaches regarding arms sales to China in the context of a new round of the Cold War. The Soviet factor significantly influenced the development of the US-Chinese military-technical cooperation during that period, which for both parties acquired not only practical, but, most importantly, political importance. It was their mutual desire to undermine strategic positions of the USSR that allowed these two countries to overcome successfully tensions over the US arms sales to Taiwan. However, this dependence of the US-China military-technical cooperation on the Soviet factor had its downside. As the third section shows, with the Soviet threat fading away, the main incentives for the military-technical cooperation between the PRC and the United States also disappeared. As a result, after the Tiananmen Square protests, this cooperation completely ceased. Thus, the author concludes that the US arms sales to China from the very beginning were conditioned by the dynamics of the Soviet-American relations and Beijing’s willingness to play an active role in the policy of containment. In that regard, the very fact of the US arms sales to China was more important than its practical effect, i.e. this cooperation was of political nature, rather than military one.

Among the many issues raised by James Lebovic's perceptive review are two that strike me as crucial: the relationships between intelligence and social science and those between intelligence and policymaking. The first itself has two parts, one being how scholars can study intelligence. Both access and methods are difficult. For years, diplomatic historians referred to intelligence as the “hidden dimension” of their subject. Now it is much more open, and Great Britain, generally more secretive than the United States, has just issued the authorized history of MI5 (see Christopher Andrew, Defend the Realm: The Authorized History of MI5, 2009). Since the end of the Cold War, the CIA has released extensive, if incomplete, records, and the bright side (for us) of intelligence failures is that they lead to the release of treasure troves of documents, which can often be supplemented by memoirs and interviews. But even more than in other aspects of foreign policy analysis, we are stuck with evidence that is fragmentary. In this way, we resemble scholars of ancient societies, who forever lament the loss of most of the material they want to study.

This article uses realism to explain past US grand strategy and prescribe what it should be today. Throughout its history, the United States has generally acted as realism depicts. The end of the Cold War reduced the structural constraints that states normally face in anarchy, and a bipartisan coalition of foreign policy elites attempted to use this favorable position to expand the US-led ‘liberal world order’. Their efforts mostly failed, however, and the United States should now return to a more realistic strategy – offshore balancing – that served it well in the past. Washington should rely on local allies to uphold the balance of power in Europe and the Middle East and focus on leading a balancing coalition in Asia. Unfortunately, President Donald Trump lacks the knowledge, competence, and character to pursue this sensible course, and his cavalier approach to foreign policy is likely to damage America’s international position significantly.

This chapter explores grand strategy as an intellectual and cultural project by considering its willful unseeing of race as a political project. To ignore race is to misapprehend how power works in the United States and how domestic formulations of subjectivity, difference, and racialized power imbue American foreign relations. The chapter focuses on African Americans in the era of Cold War civil rights. For Carl Rowan and Sam Greenlee, the two African American veterans who provide concrete cases for thinking about the United States and the world, their blackness and ambitions for their people would color how they interpreted America's role in political and military struggles in the Third World and beyond. As with other people of color, their encounters with white supremacy shaped their understandings of liberation, violence, and the United States security project. Their perspectives challenge scholars’ conceptions of the Cold War as a period of “defined clear national interests” and “public consensus.” Centering the stories of Rowan and Greenlee highlights not simply ongoing contestation over the myth and history of the Cold War, but, more fundamentally, the unthinking whiteness of grand strategy itself.

This paper examines the formation of transnational subjectivity through Thai political engagements in the United States (US). Thai people in the US participate in Thai homeland politics, while negotiating for a Thai immigrant identity in the US. Thai diasporas exist through political and social experiences, in which Thai communities and persons engage in homeland politics. Political acts and protests by Thais in the United States are not new, but emerged in the aftermath of the Cold War. This paper asks how political exiles, popular protests, film festivals, and satellite television challenge what Benedict Anderson has termed “long-distance” nationalism and Arjun Appadurai’s mediascapes.

This essay examines how the history of the Cold War in Southeast Asia has shaped, and will likely continue to shape, the current Sino-US rivalry in the region. Expert commentary today typically focuses on the agendas and actions of the two big powers, the United States and China, which actually risks missing the bigger picture. During the Cold War, leaders of ASEAN (Association of Southeast Asian Nations) played a critical role in containing Chinese influence, shaping the terms of Sino-US competition and rapprochement, and deepening the US presence in Southeast Asia. The legacy of ASEAN’s foreign relations during and since the Cold War imposes constraints on Chinese regional ambitions today, which militates against the popular notion that Chinese hegemony in East and Southeast Asia is inevitable. This essay underscores that current analyses of the brewing crisis in and around the South China Sea must routinely look beyond the two superpowers to the under-appreciated agency of small- and middle-sized ASEAN actors who, in reality, are the ones who hold the fate of the region in their hands.

Between the autumn of 1960 and October of 1962, the parents of more than fourteen thousand Cuban children made the difficult decision to send their children alone to the United States, where a young Irish immigrant priest, Father Bryan O. Walsh, arranged for them to be cared for by U.S. foster homes and in Catholic children’s homes and orphanages. The Cuban children’s exodus would later become known as Operation Pedro Pan; the federally funded and Catholic Church–administered program that was established to care for these children would be called the Cuban Children’s Program. Their interconnected trajectories are central to the history of post-revolutionary Cuba and of the Miami Cuban exile community, and shed important light on U.S.-Cuba and U.S.-Latin America relations during the height of the Cold War.

This chapter examines dance and gender issues in western musical films in the United States during the Cold War. It explains that most musical films during this period focused on iconic figures of American identity, especially the cowboy and the frontiersman. The chapter utilizes Victor Turner’s theory of social drama to illuminate the ways that musicals functioned within the context of the Cold War. It reviews some of the most popular works, includingAnnie Get Your Gun, Calamity Jane, andSeven Brides for Seven Brothers.This chapter suggests that western musical films reinforced the dominant patriarchal social values regarding gender and family and that the expression of improvisational ingenuity reinforced the gender dichotomy.
