The organization Community Partners HealthNet (CPH), Inc. is a so-called Health-Center-Controlled Networks (HCCNs) that provide health information technologies, in particular Electronic Health Records and Data Warehouse, to participating community health centers (CHC) and rural health clinics (RHC). All 16 member organizations (CHCs and RHCs) in CPH are non-profit health care organizations providing primary health care to individuals in medically underserved areas. To provide quality and accessible health care to those medically needed, CPH and member organization rely heavily on funding from federal and state governments as well as charitable foundations. The investment in system-wide Health Information Technologies has been financially limited given the nature of the organizations. CPH and member organizations, through visionary leadership and cost-effective execution, have been able to adopt and implement advanced information technologies like EHR and data warehouse since early 1990s. There has been software updates and EHR upgrades, but the original design of the system still serve the information needs of the organization. This case study describes CPH in the health care environment, discusses the collaboration of six original individual CHCs to create CPH, the EHR and Data Warehouse projects at CPH, and then explains CPH’s on-going operations and new challenges in the context of meaningful use and big data movement.

Regional Health Information System (RHIS) is an integrated Health Information System which effectively functions as data communication in a region. This system has been used since 2012. However, it has not shown best performance. Puskesmas (Community Health Centers) send their regular reports in the form of soft copy or hard copy. However, DKK has not verified the reports on the maternal child health regularly. Moreover, they retype the report to be sent to the Ministry of Health. It results in possibility of errors in its accuracy and validity. Thus, it requires further evaluation to improve the implementation of RHIS especially in recording and reporting maternal child health to the Ministry of Health. The objective of this research is to analyze the maternal child health data recording and reporting system in RHIS Surakarta.This is a qualitative research. Data were collected by deep interview and direct observation on the implementation of the RHIS. Object of this research is the recording and reporting system of Maternal Child Health in the RHIS DKK Surakarta. The main informant is the head and the staffs of SIMKES, midwifes coordinators of SIK in 6 Community Health Centers.The results of this study propose that improvement on human resources competences should be done regularly. The data of maternal child health are taken from community health centers. That is why, there should be proper policy on the reporting the data of maternal child health. The report sent should be filed in soft copy and hard copy. Nevertheless, the available data have been processed by community health centers and are accessible for public needs.This study proposes that the recording and reporting system of maternal child health data should be developed by improving the competences of human resources, decreeing operational policy, and providing standard operating procedure.

Abstract. Community Health Centers (CHCs) take the frontline position of health services in Indonesia. To be able to perform their functions properly, CHCs require human resources (HR) as a driving force. One of the human resources required is a general practitioner. The policy of utilization GP sat CHCs in Jakarta provides flexibility for sub-district health centers as the implementing agency in the management of human resources. One of the variables that influence the process of policy implementation is the capability of the implementing agencies indicated through their management capabilities.This study aims to describe the policy implementation on the utilization of general practitioners at Kemayoran sub-district health centers. The research was conducted using a mixed method combining qualitative and quantitative approach. The results confirm that there has been an imbalance proportion between the workload of general practitioners at village health centers and sub-district health centers, due to the absence of standardized rules regarding the placement of general practitioners, in addition to lower capacity of the human resources available. One of the recommendations proposed is the improvement of management using a simulation model of general practitioners based on balanced workload forecasting.Keywords: policy implementation, utilization of general practitioner, forecasting, simulation model
