PurposeThe purpose of this paper is to increase awareness of the critical role of “managerial leadership” in total quality management (TQM) implementation in UK higher education institutions (HEIs), and to encourage further research on how to sustain management and leadership best practices for total quality improvement in higher education.Design/methodology/approachA critical review of the literature on managerial leadership provides the theoretical scope which led to the setting of research objectives. The objectives were achieved through a survey of academics and non‐academics responsible for teaching and research quality improvement in a sample of 42 UK HEIs between the period 2000 and 2005. A mix of questionnaires, interviews, inductive analysis and hypothesis testing, was used to explore, describe and to explain the nature of the relationship between the degrees of efficiency and effectiveness of quality management practices in the participating UK HEIs.FindingsThe analysis of the survey results revealed “weak” associations between the degrees of efficiency and effectiveness in the quality management practices adopted by participating UK HEIs. It provides examples of weak quality management practices as empirical evidence of “weak” association between “management efficiency” and “leadership effectiveness” in UK HEIs.Research limitations/implicationsInternational generalization of findings requires the sample size to be increased to include more HEIs from the UK and other countries with similar educational systems. Further quantitative research is needed to provide in depth explanation of the nature of the functional relationship between the degrees of effectiveness and efficiency of quality management practices in higher educational settings.Practical implicationsUnderstanding the nature of the association between the degrees of effectiveness and efficiency of quality management practices would provide a conceptual framework which would enable academics and practitioners to reflect critically on the “efficiency” and “effectiveness” of teaching and research quality improvement decisions and actions to ensure successful implementation of TQM best practices.Originality/valueUses the degrees of efficiency and effectiveness as criteria for evaluating managerial leadership in UK higher education, and recommends strengthening of the association between the criteria through continuous improvement in the efficiency and effectiveness of teaching and research quality improvement practices.

Purpose – The purpose of this paper is to examine the extent of total quality management (TQM) practices implemented in Palestinian hospitals and their relationship to organizational performance using the Malcolm Baldrige National Quality Award criteria. Design/methodology/approach – A survey of 51 hospitals operating in the West Bank of Palestine was conducted in order to test the validity and reliability of TQM constructs and their relationship to organizational performance. Findings – The results showed that TQM constructs used in this study are positively related to hospital performance and for the most part the relationship was significant; they were capable of explaining a significant portion of variance in performance. Three elements were found to be strongly significant predictors of performance- people management, process management, and information and analysis. Research limitations/implications – Although hospitals operating in the Gaza Strip were excluded from the study, this research promotes critical management practices that help channeling organization resources into areas aimed at improving quality and performance. Practical implications – The study showed that there are certain areas where administrators or managers need to focus on should they aspire for better performance. The constructs used in this study can be used to assess the implementation of quality practices and highlight areas for movement. Originality/value – This paper provided practitioners, administrators, and academics with a fresh perspective on quality management practices and their impact on organizational performance. It also served as a foundation for future initiatives and programs aimed at improving quality in hospitals.

Purpose The purpose of this paper is to investigate the relationship between total quality management practices and the organizational performance in the Jordanian construction chemicals companies. Design/methodology/approach In this research, ten constructs were used to measure TQM practices, whereas six constructs were used to measure the organizational performance. A total of 160 questionnaires were distributed to 28 companies. Of these 131 questionnaires were completed and used for the analysis, representing a response rate of 81.9 percent. Findings Analysis has shown that TQM practices positively affect the organizational performance, with a significant value for top management commitment, customer focus, supplier management, process control and continuous improvement. Research limitations/implications Results were based on perceptual data provided by participants working in different sectors of the organization, which may not provide a clear picture. It would be appropriate to consider collecting information from several stakeholders such as customers and suppliers. Willingness of respondents and delivering data within time were a big challenge though efforts were made to guarantee the confidentiality of the respondents. Practical implications Results from this research points out that TQM is considered as a key-contributing factor to firm’s survival. It also provides empirical support that TQM implementation in manufacturing organizations contributes to the performance and survival of such organizations. This research also provides an understanding of the dynamic role of TQM practices that would help managers pay attention to the fundamental practices that have a direct impact on the firms’ performance. This will help the organizations to dedicate efforts and allocate resources to get the best long-term outcomes and to figure out their strengths and weaknesses to develop and implement a new strategy to enhance their competitive position. Originality/value Construction sector in Jordan is a competitive sector. Therefore, quality in such industry is vital. Many companies in Jordan have much interest in implementing TQM practices. However, research efforts related to this field are rare. No research papers investigating the relationship between TQM practices and performance in Jordanian construction chemicals companies have been found. This research, therefore, seeks to examine the relationship between TQM practices and the construction chemicals firms’ performance in Jordan.

Purpose The purpose of this paper is to examine the mediating effect of learning organization dimensions on the relationship between the implementation of total quality management practices and companies’ operational performance improvement. Design/methodology/approach The authors carried out a cross-sector survey with 135 Brazilian manufacturing companies that have been implementing total quality management as an organizational strategy for at least five years. Collected data were analyzed using multivariate data analysis techniques. Findings The findings provide guidelines for manufacturers to increase their learning capability by reinforcing the implementation of total quality management practices, whose synergistic effects may be currently neglected. Results show that an enhanced organizational learning capability can significantly impact the improvement level of operational performance through the application of total quality management practices. Originality/value Several authors have investigated the relationship between total quality management implementation and learning organization aspects. However, most studies examined their relationship from a narrow perspective or under specific contexts, lacking empirical validation of their concurrent effect on operational performance improvement. The study aims at bridging this gap.

Purpose This paper aims to investigate the effects of quality management practices (QMPs) on innovation in higher education (HE), and how organizational innovation (OI) may influence technical innovation. Design/methodology/approach The hypotheses were tested with partial least squares structural equation modeling on a sample of 449 valid responses by faculty members in Naples (Italy) public universities. Findings The findings support the interdependent relationships between QMPs and their positive impact on innovation. It was found that some QMPs impact on innovation through people and process management, and that OI predicts the technical one. Practical implications Directors should recognize the differences between QMPs to implement effective quality management (QM) strategy. Furthermore, they should combine technical and OIs. Originality/value Despite the existence of several studies on QM and innovation in manufacturing and services, there are only a few in HE. Based on a multi-dimensional QM approach, this paper investigates the different effects each QMP has on both the other QMPs and innovation in HE.

The purpose of this paper is to develop a model of Total Quality Management (TQM) that does not damage the scholarly values of higher education and which enhances professional autonomy, including academic freedom and academic quality in teaching and research. The theoretical framework includes an interpretive study that examines the functional, structural, and cultural aspects of implementing TQM concepts in higher education and the concepts that should be modified. The paper follows the qualitative approach based on the interpretive epistemological paradigm. This research uses empirical data on higher education quality management practices in their natural setting through an interpretive study. The logic of inquiry adopts inductive reasoning that constructs or evaluates general propositions that are derived from specific examples. Empirical data is collected from faculty members from a sample of two universities, including one public university and one private university in Dubai, the United Arab Emirates (UAE), in order to study academics’ perceptions of TQM in higher education. The methodology involves document analysis and collecting interpretations and narratives in order to study the positive and negative influences of quality management practices on, academics, research and the teaching process. The methodology also includes quantitative analysis using the survey instrument for the sake of triangulation. The designed management model which is the result of this paper takes into consideration the issues caused by TQM as a form of new public management, including overload in teaching, administrative tasks, faculty turnover and the reasons behind this along with the quality of teaching and research. Inapplicable TQM concepts are modified based on traditional university management models in order to fit the higher educational context, taking into account higher education leadership and the cross-cultural context that universities operate in especially in Dubai.
