Structured abstract Rendering digital services have taken centerstage in the current ICT for development discourse. E-Government services are mostly under this discourse with the aim to provide citizen centric services in the public domain. Business and development organizations alike are also investing in developing their own digital infrastructure for rendering services to its stakeholders. This case describes scenario in which a cooperative organization wishes to use digital infrastructure and provide digital services to its farmer members. The cooperative continued investing in ICT since the last couple of decades and constantly upgraded it to ease the transaction and bring efficiency and reduce information asymmetry. This had greatly benefitted the members. However, the cooperative is aware that its communication network built on the wireless medium has its own limitations in introducing new services and integrating its databases and applications. The cooperative took note of “Digital India (DI)” initiatives to provide digital services to rural areas and build an ecosystem to empower the citizens in its governance set up. This DI policy has implicit provisions of better networking protocols with improved bandwidth. The organization has a dilemma to continue with investing its own resources or explore possibility of piggybacking on the DI initiative. The cooperative wished to examine the total cost of ownership in either case and assess the feasibility of converging with the infrastructure created by the government. Case synopsis The Government Information Technology Policies are increasingly favouring citizens and in favour of shared infrastructure and services. It is worth the examination to evaluate strategies to deploy IT infrastructure and services with optimized cost and better returns in an enterprise. This is far more important for a social enterprise like AMALSAD cooperative (user-owned firm) that has deployed its own IT infrastructure and ITeS. AMALSAD cooperative deployed its IT assets long back and in the meanwhile, the Government policy is in favour of providing services over the internet. Leaning objectives The case serves to help students to understand the theoretical concept of Enterprise information systems infrastructure and services. It brings to the students understanding: the drivers of IT infrastructure to provide digital services; challenges that would make the social enterprise (in this case user-owned firm) to understand the opportunities and challenges of deploying the right digital infrastructure and get services on demand. The case presents the scenarios for the students to deliberate and find answers to the right approach for estimating the total cost of ownership (TCO). Social implications The case situation presents a scenario for digital government services. Most of the customer-facing enterprises including social enterprises are also providing digital services. The adoption of Electric Vehicles (EV) is one of the solutions to reduce emission problems. In Indonesia, the government targets 2.1 million Electric Motorcycles (EM) ownership in 2025. One of the keys to encouraging the EV Indonesian market is vehicle cost analysis, like Total Cost of Ownership (TCO). This study developed a TCO model to compare EM with Conventional Motorcycles (CM) in Indonesia.  Data were collected from surveys and information from stakeholders. The proposed TCO model considered a battery replacement cost, which influenced the resale value of the vehicle. As a result, the TCO of EM had a more economical value than CM of 12% (IDR 3 million) on low mobility, 16% (IDR 4 million) on medium mobility, and 18% (IDR 5.5 million) on high mobility. In addition, several scenarios were also analyzed as a study to consider providing subsidies ownership motorcycles in Indonesia.

Cloud Computing offers significant cost benefits for SMEs that often do not manage internal IT infrastructure and start-up companies that do not have their own IT infrastructure. This paper presents a total cost of ownership (TCO) approach for cloud computing services with an emphasis on the infrastructure as a service (IaaS) model. Also, the paper presents a methodology for estimating total cost of ownership (TCO) when running computer instances in the IaaS cloud using the GARCH model to predict transaction volatility. The research results show that it is possible to successfully use GARCH models when there is historical data on the number of transactions. In addition, simulation shows that, when there are large oscillations in the number of transactions, the best choice is to reserve instances according to the Partial-Upfront price model. In contrast, if the transaction number is relatively stable, the best choice is the All-Upfront model.

Purpose – The purpose of this paper is to provide a case study of total cost of ownership (TOC) for Electronic Theses and Dissertations (ETD). Only few articles have been published to discuss the costs associated with repository and/or theses and dissertations (TD). Design/methodology/approach – The paper first provides literature reviews in costs associated with repository and TD. By using the DCC life cycle model, the author presents costs for each actionable category: create or receive, appraise & select, ingest, preservation action, store, access, use and reuse and transform. The paper presents four TOCs to illustrate the changes of TOCs from 2005 to current time. Findings – The paper gives one case study of the TOCs for ETD over the years, and illustrates how the University lowered the TOCs. The current ETD's TOC is on a par with these costs of two other studies published related to repository titles. The TOC has been decreased from the traditional paper-based TD of $75 per title to ETD of $69 in 2005. By removing the ProQuest processing fee of $55, the TOC decreased to $14.37 in 2010. The TOC is currently $6.33 per title after the ETD collection was migrated to the University of Arizona repository. Research limitations/implications – Readers shall be aware that there are no “transform” and little “preservation action” tasks performed. The current cost of “transform” is $0 due to the nature of ETD of its rigid format requirements, Originality/value – The paper fulfills the need to study costs associated with repository titles, especially ETD titles. It also provide a way to estimate costs for institutions planning to start ETD collections.

Purpose Reshoring, whether concerning back-reshoring or near-reshoring, is a quite recent phenomenon. Despite the economic and political interest of this topic, research questioning determinants and results of reshoring remain rare. The purpose of this paper is to help people to better understand reasons for reshoring. Design/methodology/approach To better understand reasons for near-reshoring, the authors conducted a study among 215 French firms in spring 2016, including 197 of them sourcing manufactured goods from China. Findings Near-reshoring is a recent but growing phenomenon: almost half of the companies sourcing in China chose over the past few years to near-reshore the supply of certain products initially purchased in China, and 10 per cent plan to do so soon. The authors determine main motives for near-reshoring and show that companies having reshored are very satisfied in terms of product quality, responsiveness between order and delivery, responsiveness between design and production, and in terms of total cost of ownership too. Originality/value Despite the economic and political interest of the topic of reshoring, research questioning determinants and results of reshoring remains rare.

The procurement of government fixed assets in the form of buildings, business vehicles, and others has not taken into account the entire costs associated with the purchase of fixed assets. The total cost of ownership scheme offers a concept that takes into account the entire costs associated with the purchase, use, maintenance, and disposal of assets.This study aims to develop a conceptual model based on the assumption that the total cost of ownership can be used by the government in implementing fixed asset capital spending. Through this research it is hoped that the government can improve the efficiency of procurement of fixed assets through the implementation of the total cost ownership scheme.The method used in this study is the method of literature study by collecting some of the previous research results related to the theory and practice of total cost ownership. The resulting insights from the previous study were then analyzed using theme analysis for abstraction, thus generating a conceptual model of total ownership cost for the procurement of government fixed assets. The result of this study is a general model proposal for the assessment of total cost of ownership which includes a calculation of the total cost associated with the goods to be purchased by the government at each stage of decision-making, from the search and selection stages to the end of the term
