PurposeEducational management's main task is to achieve learning quality outcomes in acquiring knowledge, scientific skills and social values. This study aims to provide a background on Egyptian thought development in educational management from 1990 to 2020.Design/methodology/approachIn this study, we used the descriptive method to collect and interpret data. This method aims to describe an object of phenomena after data collection, analyze it, identify the conditions and relationships between variables and monitor the challenges arising from Egypt's educational system's problems.FindingsThe results showed the following: (1) the trend toward decentralization of educational management is not fulfill during that period and (2) the district and directorate administration continued to receive administrative instructions from the managerial ladder's highest authorities. The Ministry of Education was in control of policy decision-making processes and administrative and financial responsibilities. Many decisions and laws hinder decentralization, such as centralizing examinations, curricula and teachers' recruitment and transfer.Originality/valueThe challenges of developing educational management are related to the shortage of modern management methods in administrative leadership, organizational behavior and decision-making, such as human relations and decentralized administration. Also, the insufficient material resources, managerial competencies and educational, intellectual stagnation among many leaders and administrators.

Significance The three parties successfully negotiated a coalition agreement with a strong emphasis on modernising Germany’s economy. Throughout the negotiations, the parties presented a public image of stability and harmony, yet several divisive issues will test the new government's stability and effectiveness. Impacts The composition of the new government will make it harder for Berlin to win approval for the EU-China Comprehensive Investment Agreement. Chancellor Olaf Scholz will seek to prioritise more unity at the EU level when it comes to foreign policy decision-making. The spread of the Omicron variant will slow economic recovery and potentially delay the transition to a greener economy.

This study aims at showing the influence of the administrative leadership on the organizational performance of the workers in the Ministry of Education Center in Jordan, which is one of the major successes in any organization. the administrative leadership contributes effectively in reaching the aims of the organization through effective performance which comes from the way any administrative leader treats his staff according to the nature of their task. also, the study investigates the effect of administrative leadership, involving the dimensions of administrative creativity and decision-making ability on organizational performance involving the dimensions of operation efficiency and satisfaction of employees, based on the perspectives of employees in the Ministry of Education Center in Jordan. 420 questionnaires were distributed amongst the study sample, of which 381 were returned and analyzed. This implies that 93% of the questionnaires account for the data generated in this study. Different statistical measures and tools were used to analyze the data. The results of the study showed that the leader has a great role in improving the performance of each worker in the ministry and there is an effect of administrative leadership (administration creativity and the ability to make decisions) on the organizational performance (operation efficiency and employees’ satisfaction) in the Ministry of Education Center in Jordan. Based on the results, recommendations are given by the researchers.

PurposeThis study aims to evaluate the meaningful public participation in activities relating to the master plan development and, at the same time, propose some recommendations for improvement.Design/methodology/approachThe study was carried out with in-depth interviews of 35 key-informants selected from various stakeholder groups involving in public participation activities. The evaluation frameworks for meaningful participation were developed from various scholars.FindingsThe evaluation showed that the public hearings partially met the criteria of information provision and representativeness. However, there are rooms for improvement on participation in decision-making process, social learning and influence over policy decision-making. Therefore, this study proposes two recommendations. First, more flexible form of public participation is needed to enable discussions among various groups of stakeholders. Second, the organizer should communicate with stakeholders about how their opinions influence the final master plan in order to create sense of belonging among community members.Originality/valueThis research developed the evaluation framework for public participation in old town conservation master plan in developing country.

Learning outcomes The learning objectives have been prepared in accordance with the Blooms Taxonomy (Engelhart et al., 1984). After completion of this case, students would be able to examine and expand the concept of institutions (i.e. a sport as an institution in this case) and understand how important it is to incorporate them in the policy level decision-making (Knowledge); understand a different form of the social institution (i.e. Jallikattu) and capture its relevance for all the involved stakeholders by taking into consideration the challenges that could stem from their interplay (Application); analyze the interests of various stakeholders and their concerns that add to the complexity of a socially relevant issue (Analysis); and integrate the developments of an event (i.e. Jallikattu) over its timeline and develop an action plan for being prepared or for resolving such exigencies, especially for public policy decision making (Synthesis). Case overview/synopsis The case is centred on Senaapathy Kangayam Cattle Research Foundation whose primary aim is conservation and breeding of native breeds of cattle. The protagonist of the case, Karthikeya Sivasenapathy, managing trustee of this foundation, has invested significant efforts to create awareness on the importance of Jallikattu. Jallikattu is an ancient Indian sport played in the rural regions of Tamil Nadu state in India and has been in existence for over 5,000 years. This issue has come into limelight due to its initial ban by the Supreme Court of India in 2014 and its subsequent stay on the ban in 2016. While there are several arguments surrounding this controversy, the arguments can be broadly classified under those who support the ban (i.e. oppose Jallikattu) and those who oppose the ban (i.e. support Jallikattu). Due to the involvement of various stakeholders (government supreme court, animal welfare boards and breed saviour groups) with conflicting objectives, the dynamics of decision-making to settle this issue became very complicated, confusing and time-consuming for Karthikeya. By using the lens of institutions and stakeholder theory, the authors explain the issue around Jallikattu in this teaching note. Teaching note also documents the unfolding of events that happened after 12 January 2017 which succeeded in lifting the ban on Jallikattu. Complexity academic level The case is written for undergraduate and graduate-level students pursuing business programmes and for senior management professionals participating in the executive education programmes. The case is suitable for those who are expected to work in an environment where there is a multitude of complex, formal as well as informal institutions. This case can be used to teach the concepts of institutions, the dynamics involved and to give the flavour of the interactions between these different institutions in solving a social issue. Purpose Current approaches to understanding and resolving the problem of poverty have not proved effective. This paper aims to provide a new explanation of why we have failed and what must be done to improve our understanding, decision-making, action and success. Design/methodology/approach Integrative propositional analysis is used to evaluate and synthesize theoretical and practical perspectives on poverty from five academic disciplines and five disparate organizations. Findings Individual theoretical perspectives were found to have low levels of complexity and systemicity. Research limitations/implications Clear research directions are shown to accelerate improvements in understanding. Additionally, results may provide a useful guide for developing computer models of poverty. Practical implications The causal knowledge map of synthesized theories suggests where practice may be relatively effective and where unanticipated consequences are more likely to occur. Social implications Policy decision-making to address the problem of poverty is not likely to lead to successful resolution. Thus, poverty is likely to continue until we develop a more systemic understanding. Originality/value This interdisciplinary paper provides a new structural perspective on why we have not been able to solve the poverty problem – and shows how far we have yet to go to reach success.

Theoretical basis This case has three primary objectives. First, it allows students to think through a conceptual cost and benefit analysis associated with the decision-making process in line with basic economic thinking. Students will revisit core concepts of marginal benefit vs marginal cost, the notion of opportunity costs and the role of sunk costs in this type of analysis, while also highlighting the nature of market structure, oligopolies and competition across firms in an industry. The second goal of this case is to consider the role of business ethics in the DC-10 case: specifically, to consider the potential influence of moral awareness and moral disengagement in unethical decisions made by McDonnell Douglas. Students will develop an understanding of these concepts and solidify their learning by applying them to the case and engaging in active discussion. Finally, the third goal of the case allows students to explore organizational culture and specifically offer recommendations for organizations thinking about the link between decision-making, the role of ethics and culture. Research methodology The technical reports released by the National Transportation Safety Board along with secondary data such as available public data such as news reports were used to round out the synopsis of the case study. Case overview /synopsis This case explores the accidents of two McDonnell Douglas DC-10s in the early 1970s at the onset of the jumbo jet race between Boeing, Lockheed and McDonnell Douglas. It explores the series of events during the “Windsor Incident” in 1972 and the subsequent accident over Paris in 1974. It explores the reasons why the cargo door on the DC-10 was faulty and subsequently why the door was not fixed. It examines the interplay of industry suppliers such as McDonnell Douglas and how they interact with oversight authorities such as the Federal Aviation Authority. The Teaching Note focuses on the economic thinking at McDonnell Douglas, behavioral ethics and organizational culture. Complexity academic level This case is best explored over a 90 min session but could be expanded to take up one 3 h session. The authors have used this case format in an undergraduate organizational behavior class, an MBA Leadership and Organizational Change class, and an MBA Economics of Managers class. It works particularly well in the MBA setting, as students with work experience can see the links between the mistakes made by McDonnell Douglas and their workplaces.

Purpose The purpose of this paper is to provide a comprehensive survey of the literature about the use of agent-based simulation (ABS) in the study of organizational behavior, decision making, and problem-solving. It aims at contributing to the consolidation of ABS as a field of applied research in management and organizational studies. Design/methodology/approach The authors carried out a non-systematic search in literature published between 2000 and 2016, by using the keyword “agent-based” to search through Scopus’ business, management and accounting database. Additional search criteria were devised using the papers’ keywords and the categories defined by the divisions and interest groups of the Academy of Management. The authors found 181 articles for this survey. Findings The survey shows that ABS provides a robust and rigorous framework to elaborate descriptions, explanations, predictions and theories about organizations and their processes as well as develop tools that support strategic and operational decision making and problem-solving. The authors show that the areas that report the highest number of applications are operations and logistics (37 percent), marketing (17 percent) and organizational behavior (14 percent). Originality/value The paper illustrates the increasingly prominent role of ABS in fields such as organizational behavior, strategy, human resources, marketing and logistics. To-date, this is the most complete survey about ABS in all management areas.


Significance Before the inauguration, Congress will focus on confirming Biden’s nominees to key foreign policy and national security posts. Confirming Biden’s picks is now easier since the Senate will soon switch to Democratic control. Impacts Biden will involve Congress more than Trump did in foreign policy decision-making. Achieving consensus in foreign policy will not be easy, for instance regarding re-entering the JCPOA with Iran. Biden will increase the attention paid to non-traditional security threats in foreign policy, including climate change. Unpicking last-minute Trump foreign policy moves will be rapid in some cases, slow in others.

Purpose Currently, the academic understanding of religious accommodation in the workplace is skewed toward a consideration of legal decision making. The purpose of this paper is to move beyond these legal considerations and provide a fresh perspective on antecedents of religious accommodation decisions when managerial discretion is high. To this end, the authors present a model that incorporates psychological and relational processes. Design/methodology/approach This research draws on a variety of theoretical perspectives from psychology, organizational behavior and human resource management to theorize a descriptive model of managerial decision-making regarding religious accommodation requests. Findings The authors develop a conceptual framework and research agenda for examining front-line decision-makers’ responses to employees’ religious accommodation requests. The focus is on characteristics of the decision maker, the requester and the request that can influence the perceived sincerity of a request and the perceived accommodation cost. Research limitations/implications The proposed model moves beyond US-based legal perspectives of religious accommodation and facilitates the identification of novel theoretical perspectives for better understanding accommodation decisions. Practical implications Twenty-first century managers are faced with a wide variety of religious accommodation requests. Identification of underlying mechanisms through which these decisions are made facilitates effective interventions to build and sustain an inclusive culture. Originality/value This work is among the first efforts in the management literature to theorize about the process of religious accommodation decision making. The authors address the paucity of academic research in this area by introducing perceptual drivers of religious accommodation decisions.
