Doubts grow over reforms for Africa's fragile states

Subject International state-building aid and interventions in Africa. Significance The five most 'fragile' states in the 2014 Fragile States Index are in Africa: South Sudan, Somalia, the Central African Republic (CAR), the Democratic Republic of Congo (DRC) and Sudan. Of these, South Sudan and Somalia in particular have been subject to major international efforts at 'state-building'. Meanwhile the DRC, Sudan and to some extent the CAR have for many years hosted high levels of humanitarian aid and large UN, African Union (AU) or sub-regional peace-keeping missions. Yet doubts are growing over the assumptions and effectiveness of international state-building aid and interventions. Impacts Countries in or emerging from long-running conflicts will remain vulnerable to fragmentation and perform worst on global development goals. Infrastructure development in the most conflict-affected countries will remain stunted, sometimes retarding regional linkage schemes. Despite generalised prescriptions for state-building, the specific context will be the decisive factor in success of any interventions.

PurposeThis paper attempts to discuss the synergies between the sustainable development goals (SDGs) and Ebola preparedness and response – with a specific outlook about how the five (5) targets in SDG.3 can be prioritized and integrated into the measures taken against the battle of Ebola virus disease (EVD) in the Democratic Republic Congo (DRC) as well as any other sporadic health disasters and emergencies elsewhere.Design/methodology/approachThis paper draws on the published literature, including reports, peer-reviewed articles, statistical data and relevant documents identified from authenticated sources.FindingsSustainable development, which is the nitty-gritty of SDGs, is underscored as a germane in almost all regional and international frameworks. However, as traditional natural hazards persist, alongside the persistence of civil conflicts and instability, socioeconomic challenges such as EVD pose serious hindrances to SDGs, and achieving them by 2030 might be a deferred dream, especially in low- and middle-income countries such as DRC.Practical implicationsThis paper will help to inform the decisions of bureaucrats at different levels, especially those aimed at promoting and integrating health into sustainable development.Originality/valueThe recent 2018 EVD outbreaks in DRC, which galvanized the regional and global attention, call for an approach that elucidates an interaction between the SDGs and countermeasures of responding to this deadly disease in the DRC and elsewhere.


Significance However, criticisms of the government’s attitude towards the deal are mounting, among the peace agreement’s signatories as well as international actors. Impacts Non-signatory groups are unlikely to join the deal, but some individuals or sub-groups may be co-opted with offers of money or positions. A UN arms embargo and US and European targeted sanctions will be maintained. Assessed humanitarian aid needs will remain high.

ABSTRACTThis paper aims to contribute to debates about humanitarian governance and insecurity in post-conflict situations. It takes the case of South Sudan to explore the relations between humanitarian agencies, the international community, and local authorities, and the ways international and local forms of power become interrelated and contested, and to what effect. The paper is based on eight months of ethnographic research in various locations in South Sudan between 2011 and 2013, in which experiences with and approaches to insecurity among humanitarian aid actors were studied. The research found that many security threats can be understood in relation to the everyday practices of negotiating and maintaining humanitarian access. Perceiving this insecurity as violation or abuse of a moral and practical humanitarianism neglects how humanitarian aid in practice was embedded in broader state building processes. This paper posits instead that much insecurity for humanitarian actors is a symptom of the blurring of international and local forms of power, and this mediates the development of a humanitarian protectorate.

Pentastomiasis is an emerging snake-borne parasitic zoonosis in the tropics. We describe a molecular and morphological study to diagnose a cluster of asymptomatic abdominal human infections caused byArmillifer grandis.The findings may indicate a silent epidemic in a rural area where severe symptomatic ocular cases with the same parasite species have recently surfaced. Molecular diagnostics are of increasing importance when patient material from remote areas cannot be thoroughly examined locally for logistic reasons.

PurposeThe contribution of the public–private partnership (PPP) model towards the achievement of the United Nation (UN)'s Sustainable Development Goals (SDGs) has been widely acknowledged. However, limited studies have shed light on the connection between PPPs and the achievement of these coveted goals in Ghana. In this study, the authors aimed at analysing and synthesising the existing literature on the use of PPP to achieve sustainability in infrastructure projects in the country.Design/methodology/approachA three-step approach was used to retrieve and review 60 selected articles aided by content analysis.FindingsThe analysis showed that all existing relevant publications on the application of the PPP model to attain UN’s SDGs in the country are organised around dominant themes, such as poverty alleviation, urban development, waste management and risk management. However, the review revealed little studies exist on pertinent issues relating to PPPs and sustainable development goals, such as climate action, critical resilience, sustainable finance and clean energy.Research limitations/implicationsAlthough the study is limited to 60 articles in Ghana, the results reveal pertinent gaps for further research studies to achieve sustainable infrastructural development in Ghana and other countries.Practical implicationsHolistically, the outcome of this study will serve as a guide to project managers to understand essential issues on attaining sustainability on public projects.Originality/valueThis article contributes to the literature and practice on the significance of PPP in mainstreaming UN's SDGs in public infrastructure projects.

This chapter starts with a description of some of the specific steps the Utstein group took to streamline their aid procedures in order to reduce the burdens imposed on partner countries and increase effectiveness in the implementation of their bilateral assistance programmes. This is followed by a similar discussion of U4 efforts to help improve the effectiveness of EU aid in which three of the four ministers were involved. The chapter then turns to a discussion of the U4 aid to Tanzania which four of them visited in 2000 as a showcase of what they had been advocating. They spread their message about a new approach to development cooperation in which the partner country is in the driver’s seat by organizing so called ‘Big Tables’ with African leaders (including Ministers of Finance) that permitted a frank exchange of views on ways to make aid more effective in achieving poverty reduction. The final part of the chapter reviews U4’s support to fragile states, focusing on their joint efforts in several countries, including the Democratic Republic of Congo, Sierra Leone, and Sudan.

South Sudan is situated in north-eastern Africa bordered by Sudan, Ethiopia, Central Africa Republic, Democratic Republic of Congo, Uganda, and Kenya. It is 619,745 square kilometres (km) and has a population of 12.58 million. South Sudan gained independence from Sudan on 9 July 2011, making it the most recently recognized independent country. South Sudan, which is officially known as the Republic of South Sudan, comprises the three former southern provinces of Bahr el Ghazal, Equatoria, and Upper Nile in their boundaries as they stood on 1 January 1956 and the Abyei Area, as defined by the Abyei Arbitration Tribunal Award of July 2009. The capital of South Sudan is Juba.
