Spanish foreign policy will concern traditional allies

Subject Spanish foreign policy. Significance Spain does not see itself replacing the United Kingdom as one of the ‘Big 3’ in driving EU policymaking and cooperation after Brexit. Instead, the government of Prime Minister Pedro Sanchez will seek to prioritise Spanish interests in the Mediterranean and on Brexit, and will become less preoccupied with EU cooperation and integration. Spain is seeking a more balanced and broader relationship with the United States, but there is tension over the political crisis in Venezuela and trade issues. Impacts Relations with the United States will become more difficult, especially if President Donald Trump is re-elected. Although Spain would like to shift its regional emphasis towards Asia, Venezuela and the coronavirus could nullify that ambition. Immigration is now a priority, as further illegal inflows would fuel support for the far-right Vox party.

Significance Canada’s Liberal Prime Minister Justin Trudeau is preparing to welcome a more predictable and stable partner in Biden than outgoing Republican President Donald Trump. However, Biden is also expected quickly to cancel the Keystone XL pipeline, cutting another lifeline to Canada’s oil industry and creating some strain in Canada-US ties. Impacts Improved Canada-US ties will persist even if Trudeau loses the next federal election to Conservative Erin O’Toole. Canada will re-engage militarily with UN peacekeeping and NATO deployments. Trudeau will encourage Biden to end US prosecution of Meng Wanzhou, allowing Canada to release her; Biden may agree. Canada’s border with the United States will open in stages as COVID-19 recedes. Ottawa will push Biden to end ‘Buy American’ procurement policies, with little success.


Significance He did not name a new prime minister. Over July 25-26, Saied dismissed Prime Minister Hicham Mechichi, dissolved his government, suspended parliament for 30 days, lifted parliamentary immunity and declared himself chief prosecutor, triggering Tunisia’s worst political crisis in a decade. Impacts The Ennahda party could be persecuted once again, this time on corruption charges, as the reconciliation offered excludes its members. Tunisia may become a new ideological battleground, pitting Turkey and Qatar against the United Arab Emirates (UAE), Saudi Arabia and Egypt. The EU, the United States and Algeria have some influence on Tunisia and could perhaps play a moderating role.


Subject Foreign policy after the attempted coup. Significance Before the July 15 coup attempt, foreign policy was showing signs of turning towards pragmatism from the ambitious positions associated with former Prime Minister Ahmet Davutoglu. Rapprochement was sought with both Russia and Israel, and relations with the United States and EU were relatively stable. The attempted coup introduces considerable uncertainty. President Recep Tayyip Erdogan's insistence that US-based cleric Fethullah Gulen was behind it is drawing the United States into Turkey's most serious political trauma in decades. Impacts Relations with the West are unlikely to return to their pre-coup warmth soon. The most likely result for US-Turkish relations is what may be termed a 'stressed-out partnership of convenience'. How both US-Turkish relations and Turkey's conflict with the PKK develop will determine Turkish policy on Syria and the ISG.


Subject Russia's new foreign policy document. Significance A new foreign policy concept presents Russia as a nation facing a range of security threats but nevertheless willing to play a global role in a multipolar, chaotic and unpredictable world. Replacing the 2013 foreign policy concept, the document also attempts to assuage fears of Russian expansionist intent. Impacts Assumptions about the United States may change rapidly under President Donald Trump. Moscow will strengthen its foothold in Syria as a bargaining chip with the West and to show its resolve not to back down under pressure. Russia will refuse to relax control over Ukraine's eastern regions. Asian policy will consist partly of courting China and partly of seeking alliances to counterbalance this. Economic cooperation with Japan will be constrained by lack of a near-term deal on territorial issues.


Significance The government is aligning itself with the emerging international strategy against ISG in Syria. Its push to participate in airstrikes in part reflects a wish to reassert the United Kingdom's role as an international security partner, especially to the United States and France. Impacts The government envisages airstrikes as being needed for at least 12-18 months. The United Kingdom will be important but secondary in the anti-ISG coalition, with the United States continuing to conduct most operations. In the interests of its anti-ISG strategy, the government will temper its insistence on Syrian President Bashar al-Assad stepping down. The risk of an Islamist terrorist attack in the United Kingdom will increase. If Labour leader Jeremy Corbyn comes to be seen as correct in his anti-airstrikes stance, it will further envenom relations on the left.


Subject Belarus's attempts to court the EU and the United States. Significance The Belarusian government has shifted from an exclusively Russia-oriented foreign policy to a campaign to mend fences with the West. Government statements and a defence policy document speak of equal, non-adversarial relationships, while President Alexander Lukashenka has encouraged greater engagement with the EU and United States. Impacts Western governments will grant more legitimacy to the government. Opposition parties will find it harder to cite international isolation as a failed government policy. The EU's Eastern Partnership may be revitalised by its emerging role as conduit for ties with Belarus.


Significance Trump entered office deeply sceptical of the importance of wars in Syria, Iraq and Afghanistan, but his critics say his troop-withdrawal announcements are timed to distract US public opinion from the Mueller probe into his administration and 2016 election campaign. Other critics -- some of them otherwise Trump’s allies, including Republican senators -- fear the troop withdrawals will raise the terrorism threat facing the United States. Impacts A government shutdown tonight would see a further push for continuing resolutions to fund the government, pending further talks. Mattis had been a quasi-envoy to US defence partners in Asia; they will be concerned by his departure. Resurgence of terrorism in Syria or Afghanistan could undermine Trump politically, if the threat facing the United States rises. Republican Senate control should help Mattis’s replacement get confirmed more easily.


Subject US-Vietnam relations. Significance Vietnam’s Prime Minister Nguyen Xuan Phuc met US President Donald Trump on May 31 in Washington, during a two-day visit in which he also conferred with the US business community and Vietnamese diaspora. Phuc’s visit is part of Hanoi’s plan to forge a relationship with the new US administration. The prime minister sought the continuance of the Obama-era US-Vietnam Comprehensive Partnership and to look ahead to the APEC meeting in Da Nang in November, which Trump will attend. Impacts Even without the twelve-member TPP, Vietnam will improve its intellectual property and labour laws. Increased US security support may see more frictions over maritime issues between Beijing and a more confident Hanoi. Trump’s wish to protect US borders will cause Hanoi concern that Vietnamese student numbers in the United States will fall. If so, this could hit knowledge and technology transfers from the United States to Vietnam.


Significance It is as yet unclear whether the police officer in question acted alone, although he apparently once worked for former Interior and Justice Minister Miguel Rodriguez Torres, who, the government claims, is linked to the CIA and whose arrest has reportedly been ordered. The death toll in ongoing anti-government protests continues to rise, now totalling an estimated 75 since April. The failure of the Organization of American States (OAS) to agree a resolution on Venezuela at its General Assembly has emboldened Caracas while demonstrating the inability of the regional body to determine a course of action that can help to resolve the country’s political crisis. Impacts Violence will continue as the opposition relies on protests to weaken the government and erode participation in the assembly elections. Each protest-related death is serving to entrench a paralysing cycle of demonstration and repression. As the OAS flounders, the United States will likely move unilaterally to impose new sanctions on Venezuelan officials. Changes to military figures in the government will deepen political rifts between different elements and factions in the security sector. Yesterday's attack suggests that, in the event of a serious military intervention, this would be violent and bloody.


Subject The Trump administration's policy on the Libya conflict. Significance In recent weeks, the United States has pursued a more active foreign policy towards Libya. This is a departure from its position of the past eight years of ‘leading from the back’ on Libya and comes as US President Donald Trump faces an impeachment investigation and elections in November 2020. With the vote approaching, Trump's opponents have increasingly criticised his position on Moscow, drawing attention to the presence of Russian mercenaries in Libya. Impacts Ties with Egypt, the UAE and Saudi Arabia, and the relative influence Russia has with them, will weigh on the administration’s thinking. The State Department may push more actively for a ceasefire when a conference of external actors in Libya takes place in Berlin. A ceasefire could fragment the forces fighting Haftar without robust external guarantees that his forces would not violate it.
