Elections will sharpen US focus on Libya

Subject The Trump administration's policy on the Libya conflict. Significance In recent weeks, the United States has pursued a more active foreign policy towards Libya. This is a departure from its position of the past eight years of ‘leading from the back’ on Libya and comes as US President Donald Trump faces an impeachment investigation and elections in November 2020. With the vote approaching, Trump's opponents have increasingly criticised his position on Moscow, drawing attention to the presence of Russian mercenaries in Libya. Impacts Ties with Egypt, the UAE and Saudi Arabia, and the relative influence Russia has with them, will weigh on the administration’s thinking. The State Department may push more actively for a ceasefire when a conference of external actors in Libya takes place in Berlin. A ceasefire could fragment the forces fighting Haftar without robust external guarantees that his forces would not violate it.

Subject Russia's new foreign policy document. Significance A new foreign policy concept presents Russia as a nation facing a range of security threats but nevertheless willing to play a global role in a multipolar, chaotic and unpredictable world. Replacing the 2013 foreign policy concept, the document also attempts to assuage fears of Russian expansionist intent. Impacts Assumptions about the United States may change rapidly under President Donald Trump. Moscow will strengthen its foothold in Syria as a bargaining chip with the West and to show its resolve not to back down under pressure. Russia will refuse to relax control over Ukraine's eastern regions. Asian policy will consist partly of courting China and partly of seeking alliances to counterbalance this. Economic cooperation with Japan will be constrained by lack of a near-term deal on territorial issues.


Significance The advent of a new US administration has presented Egypt with an opportunity to reaffirm its regional strategic importance, but also created new risks. Impacts The United States will remain an important factor in Egyptian foreign policy and military procurement, but it is no longer central. An accommodation between Egypt and Turkey may be feasible, and Saudi Arabia could support it, but the UAE might oppose it. Sisi will ignore Western criticisms of Egypt’s human rights record, calculating that the risk of any effective sanctions is low.


Subject Spanish foreign policy. Significance Spain does not see itself replacing the United Kingdom as one of the ‘Big 3’ in driving EU policymaking and cooperation after Brexit. Instead, the government of Prime Minister Pedro Sanchez will seek to prioritise Spanish interests in the Mediterranean and on Brexit, and will become less preoccupied with EU cooperation and integration. Spain is seeking a more balanced and broader relationship with the United States, but there is tension over the political crisis in Venezuela and trade issues. Impacts Relations with the United States will become more difficult, especially if President Donald Trump is re-elected. Although Spain would like to shift its regional emphasis towards Asia, Venezuela and the coronavirus could nullify that ambition. Immigration is now a priority, as further illegal inflows would fuel support for the far-right Vox party.


Subject Prospects for Russian foreign policy in 2018. Significance Relations with the United States under President Donald Trump have failed to improve in the ways Moscow hoped and sanctions have intensified rather than eased. Moscow is therefore maintaining confrontational strategies towards the West while consolidating existing ties with China, Iran and Syria, and diversifying into new areas of the Middle East and East Asia.


Significance In a speech at the inaugural Islamabad Security Dialogue (ISD), he said his country and India -- long-standing enemies -- should “bury the past and move forward”. He talked about pursuing regional prosperity and drew attention to non-traditional security threats. Impacts Pakistan will double down on its diplomacy in Central Asia to help advance regional connectivity projects. The United States will look to ensure that Pakistan, a major non-NATO ally, continues to support the Afghan peace process. Islamabad’s deep ties with Beijing will rule it out of inclusion in Washington’s Indo-Pacific strategy.

This article reviews three recent books critical of America's new “imperial” foreign policy, examines whether the United States can properly be compared to empires of the past, and identifies three aspects of contemporary American policy that may well be called imperialist. It also addresses some of the main objections to recent U.S. foreign policy made by American realist scholars and argues that traditional interstate realism can no longer readily apply to the problem ofAmerican unipolar preponderance over an anarchical, nuclear-armed world.


Significance Canada’s Liberal Prime Minister Justin Trudeau is preparing to welcome a more predictable and stable partner in Biden than outgoing Republican President Donald Trump. However, Biden is also expected quickly to cancel the Keystone XL pipeline, cutting another lifeline to Canada’s oil industry and creating some strain in Canada-US ties. Impacts Improved Canada-US ties will persist even if Trudeau loses the next federal election to Conservative Erin O’Toole. Canada will re-engage militarily with UN peacekeeping and NATO deployments. Trudeau will encourage Biden to end US prosecution of Meng Wanzhou, allowing Canada to release her; Biden may agree. Canada’s border with the United States will open in stages as COVID-19 recedes. Ottawa will push Biden to end ‘Buy American’ procurement policies, with little success.

PurposeAs an industry, sport business (SB) has seen significant growth since the early 2000s. Concurrently, the number of postsecondary sport management programs has also expanded dramatically. However, there remain concerns about whether these programs are meeting the demands of both employers and graduates. To address these concerns, this study examines the credential and competency demands of the SB labor market in the United States.Design/methodology/approachResearchers conducted an analysis using a broad sample of employment postings (N = 613) for SB positions from two different years, 2008 and 2018.FindingsResults support that a complex set of SB qualifications exist, and the credentials and competencies included in SB employment postings have evolved over the past decade.Originality/valueA noteworthy finding is that meta-skills are found to be particularly important for employability, including items such as communication, emotional intelligence and analytical thinking and adaptability.

On April 30 the United States and the World marked the 100th day in office of Donald Trump as President of the United States. The first 100 days are considered as a key indicator of the fortunes for a new President’s program. This article briefly reviews the 2016 campaign and election, the 11 week transition period, his first 100 days, a brief examination of both American-Russian relations and Sino-American relations, and lastly, what the future bodes for each under a Trump Presidency. The 100 Day period has been chaotic, shifting, and at times incoherent. He has made 180 degree shifts toward many major issues, including Russia and China, which has only confused numerous world leaders, including Presidents Putin and Xi. There has been a definite disconnection between what Trump says about Russia, and what his advisors and cabinet officials say. So far Trump has conducted a highly personalized and transactional foreign policy. All is up for negotiation at this a huge turning point in American foreign policy, the greatest one since 1945. Given all the world’s instabilities today, a rapprochement between the United States and Russia is a truly worthwhile objective, and should be strongly pursued.

This chapter uses the Iran and Russia cases to understand how modern U.S. financial sanctions operate (including how they interact with traditional tools of foreign policy) and how to better incorporate them into the United States’ standing arsenal of foreign policy tools. It does so by considering three broad sets of questions: First, how has the use of financial sanctions evolved over the past fifteen years? Second, what are the main ways in which financial sanctions impose costs on sanctioned countries? Finally, how should U.S. policymakers alter the use of financial sanctions to maximize their impact, sustain their strength, and minimize problematic side effects?
