Purpose – The purpose of this commentary is to reflect on the implications for practice and lessons that can be drawn from the case study presented. Design/methodology/approach – The commentary is based on a review of the case study and tools available to support practice. Findings – The case study highlights weaknesses in the way that access to healthcare is currently facilitated for people with learning disabilities. Originality/value – The commentary explores the lessons to be drawn from the case study in the wider context of health facilitation.

Purpose – The diagnosis and management of cancer in people with intellectual disabilities (PWIDs) are fraught with difficulties. The purpose of this paper is to present a case study to highlight these difficulties. Design/methodology/approach – The present case analysis describes the presentation of a 56-year-old man with a profound intellectual disability, who developed recurrent chest infections and died as a result of obstructive pneumonitis. Findings – Despite a presentation over several years and numerous chest X-rays demonstrating a consistent lung abnormality, it was only on postmortem examination that a right-sided lung carcinoma was detected. Originality/value – The papers have provided an update on the topic in light of recent legislations and management strategies which need to be applied to clinical practice if any improvement is to happen in the care of PWID.

Purpose In the Netherlands, as in England, concerns exist about the extent of and frequency with which freedom-restricting measures are applied. The view is that use of these measures needs to decrease. The purpose of this paper is to outline new legislation that is expected to come into force in the Netherlands in 2020. Design/methodology/approach This paper provides a description of legislation entering into force on 1 January 2020. Findings Many of the new legislation’s practical implications remain unclear, including the definition of involuntary care. Research limitations/implications The new legislation will start being monitored directly after coming into force, and only then the authors will make out what works well and what does not. Practical implications Introducing new legislation on coercion is not sufficient. Careful implementation of the legislation is important, including the way it defines involuntary care. Originality/value In 2020, the Netherlands is introducing new legislation on involuntary care for people with an intellectual disability. This includes a definition of involuntary care.

Purpose This paper aims to focus on the banking industry and its hackathon formats, which have been created by various banking groups. Other industries can learn from these findings and adopt best practice solutions. Design/methodology/approach A multi-case study was conducted with three hackathon formats (Collabothon, GENOhackathon and Symbioticon) from the banking sector in which qualitative interviews with members of the organization team were held and used to summarize the differences and similarities of hackathon formats in the banking industry. Findings A model was developed to demonstrate how the different hackathon formats in banking overlap and what differences exist. Originality/value This study used a cross-case analysis to summarize differences and similarities of hackathon formats in the banking industry in Germany.

Purpose – The purpose of this paper is to reflect on “Finding the sparkle: storytelling in the lives of people with learning disabilities”, Nicola Grove's paper highlighting the power of the story as one approach to empower people with intellectual disability. Design/methodology/approach – This commentary reflects on the power of personal story sharing as a way to empower people with intellectual disability, value their experience and promote inclusion. Findings – Personal stories are important because they help both ourselves and others understand who we are. Stories are not static and stories can be told from different perspectives. Telling stories can be protective and healing. Originality/value – Communication that develops social closeness is important and can be undervalued. There needs to be a greater focus on ensuring people without words can tell their stories and on services recognising the importance of this.

Purpose – The purpose of this paper is to provide a commentary on Clare Mander’s paper entitled “An investigation of the delivery of health-related accessible information for adults with learning disabilities”. The commentary discusses issues identified by the author in the field of accessible information and, more generally, inclusive communication practice. Design/methodology/approach – This commentary reviews factors which influence the communication accessibility of services and the policy, legislative and economic case for mainstreaming inclusive communication approaches. It highlights diversity in the definition of inclusive communication and the scope of its necessary implementation before proposing an approach to establishing consensus on the way forward. The commentary suggests how the task of mainstreaming inclusive communication throughout public services could be addressed, reflects on progress to date and proposes next steps for the growing numbers of those with an interest. Findings – Many factors influence communication accessibility. The communication attitude, knowledge, skills and resources individual providers and recipients bring to each interaction are as important as the whole organisation’s approach towards and investment in inclusive communication approaches. Legislation, policy, demographics and reducing budgets increase the requirement to mainstream inclusive communication approaches. Achieving this objective is an enormous task. Originality/value – Reflecting on all the drivers and influences on the objective of achieving mainstreamed quality inclusive communication practice throughout public services, the author offers potential suggestions for starting to address this enormous but worthwhile task with a view to generating discussion and collaboration among those with an interest.

PurposeThis paper investigates how an externally imposed programme with the objective of improving the income of the poor is measured and managed by a public agency in Malaysia.Design/methodology/approachA qualitative case study approach is used in this research. The data were collected over a three-year period with interviews conducted with key officers at various levels ranging from the Ministry to the agency responsible for implementing the programme.FindingsThe introduction of the programme into the organisation's activity was loosely coupled, reflected by the way in which the programme was being implemented. There was some inter-dependency between the three hierarchical levels in terms of their performance measures and targets, responsibilities and reporting. There were no significant changes to the organisation's practices and weak linkages between the programme's objective, the formulation of indicators and the way the information was used in performance assessment. The lack of integration of the programme resulted in high importance being attached to measurement and reporting, rather than focusing on the achievement of the programme objective.Originality/valueThis paper contributes to understanding the performance management issue regarding the vertical and horizontal coupling of a system in relation to an externally derived programme.

PurposeThe purpose of this paper is to provide a commentary on the paper “Specialist community teams for adults with learning disabilities: referrals to a countywide service in England” by Isabel Clare and colleagues.Design/methodology/approachThis paper reviews some themes presented in this paper relating to the practice and management of community teams for adults with learning disability within the context of recent national service initiatives.FindingsThere is a limited literature on the practice, purpose and service caseload management of community teams. Taken in the context of recent national service initiatives, the paper by Clareet al.illustrates the gaps between the way community teams are currently processing demands and how these services will likely need to behave in future.Originality/valueThere is little recent literature examining the purpose of, and management approaches in, community teams and this addition should stimulate some further consideration of how community teams need to adjust to meet changing demands.

Purpose Collective bargaining (CB) in China is perceived as inadequate, thanks to the lack of trade union independence and representation. However, there are interesting developments in some parts of the country, including Wenling, a massive manufacturing center examined here. Design/methodology/approach This qualitative case study covers all stakeholders, including the government, trade unions, sweater association, workers and employers. Findings This paper examines initially the way that trade unions are constrained by corporatism in China. Increased industrial conflicts could push employers to become the engine of change. It finds that employers endeavor to use CB as a tool to stabilize employment relations and neutralize workers resistance. A gradual transition in labor relations system is on the way. The “Wenling Way” described here could become more widely used and is seen in some quarters as a possible model. Originality/value This paper offers new insights into the under-reported area of Chinese industrial relations.

Purpose In the Netherlands, the Screener for Intelligence and Learning Disabilities (SCIL) was developed to aid recognition of mild to borderline intellectual disability (MBID) early in the criminal justice system or health-care trajectory. In situations where physically meeting the suspect or client is not feasible, administration of the SCIL using a video-link might be a solution. This paper aims to examine whether the SCIL is still reliable when administered remotely instead of face-to-face. Design/methodology/approach The SCIL was administered twice to a total of 89 respondents: once face-to-face, once using a video link, in varying order and with an interval of at least six weeks. A laptop with a Skype connection was used for the remote administration, while an assistant was present to make sure the respondents did not have to perform technical actions. After the second SCIL administration, respondents were asked to answer a series of evaluation questions. Findings Respondents were generally satisfied with both methods of administration of the SCIL. However, they were in general more positive about face-to-face administration. Nevertheless, most respondents would be willing to undergo administration through video-link in future. On average, respondents scored slightly lower on the SCIL when administered remotely (µ = 16.31, SE = 0 0.77) than with face-to-face administration (µ = 16.94, SE = 0.78), t(88) = 2.47, p = 0 0.015. Calculation of the reliability of the assessment “suspected MBID” showed a (linear weighted) Kappa of 0.77, p = 0.000, 95% RI: 0.64-0.90. Originality/value The results of this study show that with some caution, the SCIL can be administered remotely. When doing this, the SCIL will only lead to a small number of respondents being wrongly labelled as “suspected MBID”.

Purpose – The purpose of this paper is to consider the findings of the research studies on referral to a community learning disability team presented in “Causing trouble: the language of learning disability and challenging behaviour”. Design/methodology/approach – The commentary is based on a review of the article and associated literature. Findings – The studies were undertaken from a social constructionist perspective. It is argued that the use of language in referral texts and the way they represent people with learning disabilities and challenging behaviour is influenced by wider social and historical ideas of what is accepted knowledge. The analysis of these texts contributes to the understanding of how outmoded responses to challenging behaviour are maintained and has potential benefits when used in the context of positive behaviour support. Originality/value – The commentary considers the studies presented from a practitioner perspective.
