Purpose – The purpose of this paper is to reflect on “Finding the sparkle: storytelling in the lives of people with learning disabilities”, Nicola Grove's paper highlighting the power of the story as one approach to empower people with intellectual disability. Design/methodology/approach – This commentary reflects on the power of personal story sharing as a way to empower people with intellectual disability, value their experience and promote inclusion. Findings – Personal stories are important because they help both ourselves and others understand who we are. Stories are not static and stories can be told from different perspectives. Telling stories can be protective and healing. Originality/value – Communication that develops social closeness is important and can be undervalued. There needs to be a greater focus on ensuring people without words can tell their stories and on services recognising the importance of this.

Purpose In the Netherlands, the Screener for Intelligence and Learning Disabilities (SCIL) was developed to aid recognition of mild to borderline intellectual disability (MBID) early in the criminal justice system or health-care trajectory. In situations where physically meeting the suspect or client is not feasible, administration of the SCIL using a video-link might be a solution. This paper aims to examine whether the SCIL is still reliable when administered remotely instead of face-to-face. Design/methodology/approach The SCIL was administered twice to a total of 89 respondents: once face-to-face, once using a video link, in varying order and with an interval of at least six weeks. A laptop with a Skype connection was used for the remote administration, while an assistant was present to make sure the respondents did not have to perform technical actions. After the second SCIL administration, respondents were asked to answer a series of evaluation questions. Findings Respondents were generally satisfied with both methods of administration of the SCIL. However, they were in general more positive about face-to-face administration. Nevertheless, most respondents would be willing to undergo administration through video-link in future. On average, respondents scored slightly lower on the SCIL when administered remotely (µ = 16.31, SE = 0 0.77) than with face-to-face administration (µ = 16.94, SE = 0.78), t(88) = 2.47, p = 0 0.015. Calculation of the reliability of the assessment “suspected MBID” showed a (linear weighted) Kappa of 0.77, p = 0.000, 95% RI: 0.64-0.90. Originality/value The results of this study show that with some caution, the SCIL can be administered remotely. When doing this, the SCIL will only lead to a small number of respondents being wrongly labelled as “suspected MBID”.

Purpose – The Dutch Custodial Institutions Agency has commissioned a number of research projects on offenders with intellectual disabilities (ID) in prison. A continuing problem has been that it is not known what the prevalence of ID in Dutch prisons is, and how to identify ID in individual detainees. The paper aims to discuss these issues. Design/methodology/approach – With this in mind a screening instrument (screener for learning disabilities and intelligence (SCIL)) has been developed that screens for IQ < 85. This instrument has been piloted in four different penitentiary institutes. Findings – The papers briefly describes the results of the studies preceding the pilot before turning to the pilot itself. The pilot shed light on what considerations need to be taken into account when implement screening for ID in the current prison system, and on the potential added value for prison staff of knowing whether a detainee possibly has an ID. In addition, the pilot gave some insight into the characteristics of Dutch prisoners. Originality/value – The main conclusion is that the SCIL can be successfully implemented within these settings, provided that sufficient attention is being paid to the advance instructions to staff and to the introduction of the screening to the detainees.

Purpose This commentary takes the article, “Participation of adults with learning disabilities in the 2015 United Kingdom General Election”, as a jumping-off point for considering a tension between the aim of full and equal equality for all people with disabilities as set out in the Convention on the Rights of Persons with Disabilities and more traditional beliefs, that on occasion, it is necessary to deny legal autonomy of men and women with intellectual disabilities in order to protect them. The paper aims to discuss these issues. Design/methodology/approach This issue is explored by reviewing the multiple and often conflicting ways in which disability and intellectual disability are conceptualised. Findings Given the multiple and contradictory ways in which both disability and intellectual disability are understood, any discussion of the rights of persons with disabilities is going to be highly problematic. Originality/value Equal recognition before the law and the presumption that all persons with intellectual disabilities can – with support – make autonomous decisions could be treated as an empirical question.

Purpose – The purpose of this commentary is to reflect on the implications for practice and lessons that can be drawn from the case study presented. Design/methodology/approach – The commentary is based on a review of the case study and tools available to support practice. Findings – The case study highlights weaknesses in the way that access to healthcare is currently facilitated for people with learning disabilities. Originality/value – The commentary explores the lessons to be drawn from the case study in the wider context of health facilitation.

Purpose – The purpose of this paper is to draw readers’ attention to the myriad ways to find out about abuse towards people with learning disabilities. Design/methodology/approach – Whilst acknowledging the continued importance of research studies specifically focused on the topic of abuse, this commentary reviews information about abuse of adults with learning disabilities from other sources, e.g., through service audits, studies on sexual and personal relationships. Findings – Having many sources of information about abuse against people with learning disabilities is a good thing, but there are some problems associated with this. First, some forms of abuse appear to be easier to find out about than others, and second, the difficult question of how the information can be used to improve the lives of people with learning disabilities. Originality/value – This commentary encourages readers to take a broad view of abuse of people with learning disabilities and to use all the knowledge available to support individuals, whilst at the same time demanding social changes.

Purpose The purpose of this paper is to provide a commentary on the article by Rachel Forrester-Jones on the experiences of older carers of people with learning disabilities. Design/methodology/approach The commentary reflects on the themes identified in the original article, comparing its findings to the lived experiences of those taking part in older carers’ projects in Oxfordshire, England. Findings Similar broad themes were identified in both samples. Given these findings, the extent to which matters have changed, since the Valuing People work on older carers is considered. Originality/value The paper discusses policy and practice implications to improve the quality of life of older carers and their families and explores how the voice of older carers can be strengthened to enable them to shape practice and policy.

Purpose – The purpose of this paper is to provide a commentary on Mander's paper on people with learning disabilities’ first-hand experience of accessible information. Design/methodology/approach – The commentary reflects on some of the findings presented by Mander and builds on these, with particular emphasis on what it means to understand information. Findings – Everything from initial product design to building capacity and constructing knowledge requires expertise and attention to detail. Originality/value – There are no easy fix solutions to achieving understanding of information for people who have learning disabilities.

Purpose The purpose of this paper is to provide a commentary on the paper titled “The Zone of Parental Control, The ‘Gilded Cage’ and The Deprivation of a Child’s Liberty: Getting Around Article 5”. Design/methodology/approach This paper uses the original article as a jumping off point to assess what aids advocacy organisations and human rights instruments can give to children with learning disabilities who enter legal procedures. Findings Existing human rights laws such as the UN Convention on the Rights of the Child and the UN Convention on the Rights of Persons with Disabilities provide innovative principles to reviewing existing policies, but little practical guidance is given to real implementation. Disability advocacy is ambiguous towards the question of representation of children with learning disabilities. Originality/value Literature on self-advocacy and especially on the self-advocacy and self-representation of children with learning disabilities is very limited. Access to justice for children with learning disabilities is similarly under-researched and is rarely addressed in disability advocacy.

Purpose The behavioral phenotype of fragile X syndrome (FXS) and intellectual disability (ID) proposed by Hagerman et al. (2009) was primarily based on data from male children and teens. The purpose of this study was to promote a better understanding of how this condition manifests in adults. Design/methodology/approach A total of 18 men of FXS were paired with men with Down syndrome on the basis of age and level of ID. A screening checklist was created on the basis of existing scales and the Hagerman et al. (2009) behavioral phenotype and completed by care providers. Findings Five of the 12 features of the phenotype were significantly more present among men with FXS than in men with Down syndrome. Originality/value This study provides partial confirmation for Hagerman et al.’s (2009) behavioral phenotype of FXS among men with moderate ID and identified some traits that warrant further investigation.

Purpose The purpose of this paper is to use Bates’ paper as a springboard to consider the potential impact of the internet on the personal and intimate lives of people with learning disabilities including opportunities to gain support. Design/methodology/approach Key literature is reviewed alongside the author’s experiences in working with people with learning disabilities on sexual issues. Findings The literature prioritises internet safety for people with learning disabilities. There is limited attention to how people can be supported to use social media to enhance their social and/or sexual lives. Originality/value The commentary challenges the reader to consider how the internet and social media can be used to help people with learning disabilities develop and maintain relationships including sexual relationships.
