Abstract The usual, pessimistic interpretation of Arrow’s General Possibility Theorem (often “Impossibility” in textbooks) is excessive. The impossibility defined by Arrow occurs only in presence of a tie or of a cycle. These cases are rare or very rare, and their presence may be assessed ex post. If they occur it is necessary to resort to a second-best rule, but this two-stage procedure does not induce strategic behavior, nor impeaches the use of the Condorcet rule (in observance of the axioms) in all the others. The paper conclusions sustain that implementation of modern management systems to government’s public institutions should deal with a different behavior used to know at companies. In this respect, the paper high-lights different aspects between companies and public institutions behavior admitting similarities on organizational structure and internal procedures.

To achieve the goal of quality education requires that education management be able to collaborate with all the elements in the education system. That educational management is linked to the management of learners in which it is both management and the accomplishment. Home-management systems are still using conventional means and place more emphasis on developing intelligence in the narrow sense and giving less attention to the development of the creative talent of learners. Whereas creativity aside from good self-development the self-educated is also a need for self-realization as one of mankind's highest needs. The current education arrangement should be worked to provide special services to learners who have creativity as well as different incentives for education to be better directed.

The Internet of Things (IoT) is starting to appear everywhere in many shapes and forms. But security is one of the most crucial thing that could trip up the growth of the IoT. Following security principles used in enterprise computing can help clear that issue. Already there are more connected devices than people on the planet, according to leading researchers in this area. By 2020, there will be 50 billion connected devices, outnumbering people by more than 6 to 1. Most of these devices will be controllable over the Internet, and they will increasingly be responsible for collecting and transmitting sensitive data. Today consumers might own an app that collects information on their exercise routine. In a few years, those same people might have an Internet-enabled medical device that continually delivers data to their doctor. In the wrong hands, data from home management systems could be used to assess user’s whereabouts. Likewise, businesses could be vulnerable when they connect things like HVAC, irrigation, or commercial appliances.
