Electricity access is vital for alleviating poverty, and reversing the past and current negative economic and social trends in developing countries. However, despite efforts undertaken so far, the technological accomplishments and so-called breakthroughs, as well as global wealth, the population without electricity access in developing countries is still tremendous. In Sub-Saharan Africa, at least three-quarters of the population currently have no access to electricity; and over the past three decades, the number of people without access to electricity in this region has doubled. Moreover, if we applied the electricity connection rates of the past decade, one must wait until at least the end of this century, before achieving the electricity access objective set for the region. Some experts contend that electricity reform options experienced in Africa have not yet reached the expected beneficial effects, in terms of improvement of the electricity access rate for the poor, and that they were not designed to address the energy problems of the poor, but were explicitly aimed at achieving other objectives. It is thus well founded to raise the following questions: Is the WSSD objective of energy access realistic or utopian, particularly for Africa? Is the UN Millennium Development Goal of halving the number of African poor by 2015 a ‘white vow’? How can we reverse the past and current negative trends and move towards the achievement of ambitious yet realistic objectives of widespread energy access?

In sub-Saharan Africa, Ghana is considered a beacon of success because of its high electricity access rate: 84.3 per cent as at 2018. Despite this success, the sector is entangled in a crisis. Crisis as used here refers to the crisis of electricity supply where supply deficits results in prolonged periods of blackouts and load rationing. Between 2012 and 2016, blackouts christened dumsor (Twi word for off/on) became a regular experience in Ghana with more blackouts than electricity supplied: 24 hours lights out, 12 hours light supplied. Using a historical narrative, this article provides a summarized account of how dumsor unravelled- the momentous cascading socio-economic interruption dumsor caused, the dramatic user responses it evoked and the ways in which it became the subject of intense political debate. Primary data was gathered from ethnographic fieldwork and secondary data from online and archival sources. This narration reveals the generative potential of uncertain infrastructure and its ability to foreground the “under the radar” interdependences between infrastructure and political power. It details how an “imperfect” electric infrastructure produced new user subjectivities, challenged the conduct of electricity governance and revealed electricity provisioning to be a starkly contested technopolitical process. The article proposes a methodology for assessing the innovative activity of a company, one of the areas of values of state corporations: «Innovation, innovative development, the ability to upgrade». To evaluate the effectiveness, the principle of decomposition of a global goal was used with its replacement for individual specific tasks according to the designated functional subsystems and objects (blocks) of assessment, which together give a generalized description of technological, technical innovations, their development and use, implementation of the latest digital information technologies, results intellectual research, the development of new business processes, management methods, organizational forms in business practice, as well as ability to sustainable renovation, improvement and prospects for innovative growth of the company and its sustainable renewal.The scoring methodology using the developed criteria boundaries of efficiency from ambitious to low efficiency and with assignment of significance scales by expert means involves the inclusion in each assessment block of six to fifteen traditional and composite author’s indicators, the complexity of which is determined by the complexity of the subject of the study and the described process. The methodology is universal in nature, can be used for large corporations and small companies according to a reduced set of indicators, it can be used in determining ratings.

In Nigeria, an estimated 170 million people depend on less than 4,000 megawatts of electricity from the grid for economic and social needs. Since 2000 the country has embarked on an ambitious power sector reform programme, the main objective of which is to ensure adequate, available, and reliable electricity. The power sector reform adopts a neo-liberal development model that is based on the triple strategy of liberalization, commercialization, and privatization. This strategy has relied heavily on the reform of the existing legal regime of state institutions so as to attract foreign private capital to increase capacity, expand connection, and improve reliability. This chapter reviews the incompletely theorized neo-liberal assumptions in the reform policies and shows how these assumptions have undermined the efficacy of legal reform in the electricity industry and resulted in failed expectation.

The United Nations Sustainable Development Goals (UNSDGs) elaborately encompass a global goal for sustainable consumption and production (Goal 12: SDGs), thus providing potential drivers and/or pathways to attaining sustainable consumption. In view of this global goal, this study examined the role of real income per capita, urbanization and especially inbound tourism in domestic material consumption for the panel of OECD countries. The study is conducted for the period of 1995 to 2016 by employing the panel quantile approach. Interestingly, an inverted U-shaped relationship between outbound tourism and domestic material consumption is established across the quantiles, thus indicating that sustainable domestic consumption is achievable after a threshold of domestic material consumption is attained. In addition, achieving sustainable consumption through economic or income growth is a herculean task for the OECD countries because the current reality indicates that income growth triggers higher consumption of domestic materials. However, the results suggest that urbanization is a recipe for sustainable domestic consumption since there is a negative and significant relationship between the two parameters across the quantiles. Nevertheless, the study presents relevant policy for efficient material and resources utilization and that is suitable to drive the SDGs for 2030 and other country-specific sustainable ambitions.

An agent-based Virtual Organization is a complex entity where dynamic collections of agents agree to share resources in order to accomplish a global goal or offer a complex service. An important problem for the performance of the Virtual Organization is the distribution of the agents across the computational resources. The final distribution should provide a good load balancing for the organization. In this article, a genetic algorithm is applied to calculate a proper distribution across hosts in an agent-based Virtual Organization. Additionally, an abstract multi-agent system architecture which provides infrastructure for Virtual Organization distribution is introduced. The developed genetic solution employs an elitist crossover operator where one of the children inherits the most promising genetic material from the parents with higher probability. In order to validate the genetic proposal, the designed genetic algorithm has been successfully compared to several heuristics in different scenarios.
