The Food and Agriculture Organization (FAO) strategy for improving information on the status and trends of capture fisheries (FAO Strategy STF) was endorsed by Member States and the UN General Assembly in 2003. Its overall objective is to provide a framework, strategy, and plan to improve knowledge and understanding of the status and trends of fisheries as a basis for policy-making and management, towards conservation and sustainable use of resources within ecosystems. The FAO supports the implementation of FAO Strategy STF in developing countries through a project known as FAO FishCode–STF, and an initiative funded by the World Bank entitled the “BigNumbers project”. The BigNumbers project underscored the importance of small-scale fisheries and revealed that catches by and employment in this sector tend to be underreported. An inventory of data collection systems made under the FAO FishCode–STF project showed that small-scale fisheries are not well covered. Their dispersed nature, the weak institutional capacity in many developing countries, and the traditional methods used make routine data collection cumbersome. Innovative sampling strategies are required. The main priority is a sample frame for small-scale fisheries. Sustainable strategies are most likely to be found outside the sector through population and agricultural household censuses and inside the sector through the direct involvement of fishers.

Governments in industrialized as well as developing countries have adopted policies of assistance for small-scale fishermen. These may be conceived within the framework of social assistance or of purely economic development, but in either case the actions taken need to conform to long-range planning. Care should be taken to see that small-scale fisheries will have a continuing resource base and will complement rather than be in conflict with the activities of large fishing vessels, where the latter exist. In developing countries the objectives and methods used to stimulate the small-scale sector are more varied than in industrialized countries. In the latter, action has been focused mainly on loans and subsidies for modernization of equipment and provision of dock facilities. Less often, roads and even townsites have had to be developed. In developing countries all these may be needed, and they start from a much lower base in terms of equipment and mechanical skill. In addition there is a need for developing marketing facilities, ice plants and refrigeration at major centers, and also training programs, not only for fishermen but also for ancillary services, especially motor mechanics. Frequently the organization of cooperatives is the means by which some or all of these measures are attempted, but here too the necessary managerial skills take time to develop.

Perikanan skala kecil sangat penting di negara berkembang, dimana ketergantungan pada sumber daya pesisir sangat tinggi dan dapat memberikan kontribusi terhadap ketahanan pangan dan peningkatan pendapatan. Permasalahan yang dihadapi saat ini adalah adanya kebutuhan pangan yang sangat penting namun belum tereskplorasinya perikanan tangkap untuk daerah ini. Penelitian ini bertujuan untuk menganalisis karakteristik dan pemanfaatan sumber daya perikanan skala kecil di Kepulauan Kangean. Penelitian ini berlokasi di Kepulauan Kangean, tepatnya di Kecamatan Raas. Pengumpulan data dilakukan melalui wawancara, observasi, dan pengarsipan data pendukung. Analisis deskriptif kualitatif digunakan dalam penelitian ini. Hasil penelitian menyebutkan bahwa karakteristik perikanan tangkap yang ada di pulau-pulau di Kecamatan Raas adalah nelayan skala kecil. Nelayan skala kecil yang ada di lokasi penelitian melakukan aktivitas penangkapan hanya di sekitar pantai dan tidak jauh dari pantai. Alat tangkap yang digunakan oleh nelayan kecil di lokasi penelitian adalah pancing tonda, pancing gurita, gillnet, pancing ulur, dan bubu lipat. Armada penangkapan yang digunakan adalah kapal tanpa motor (sampan) sebanyak 62% dan kapal motor dengan kapasitas <5GT sebanyak 30%. Musim penangkapan nelayan kecil ini sangat dipengaruhi oleh musim dan kondisi ekosistem perairan disekitar.Title: Characteristics of Capture Fisheries In the Kangean Islands of Sumenep, Regency MaduraSmall-scale fisheries play an important role in developing countries where they highly depend on coastal resources. Moreover, small-scale fisheries make a significant contribution to food security and income enhancement. The problem occurs when the capture fisheries have not been explored in this area while there are a significant needs of food. The purpose of this research was to analyze the characteristics and utilization of small-scale fisheries resources in the Kangean Islands. The location of the research was in District of Raas, Kangean Islands. Data were collected from interviews, observation, and supporting data archives. The study used qualitative descriptive analysis. The results of this study identified that the characteristics of capture fisheries in the District of Raas, Kangean Islands, are small-scale fishers. The fishing activities of those small-scale fishers are conducted around the beach. They use trolling, octopus fishing rod, gillnet, fishing line, and folding traps. The fishing fleet used by the small-scale fishers are mostly non-motorized boats (canoe) as much as 62% and motorboats with capacities <5GT as much as 30%. The fishing season of these small-scale fishers is highly influenced by the season and condition of the surrounding aquatic ecosystem.
