Beyond Orthodoxy: Asserting Latin America's New Strategic Options Toward the United States

Abstract This essay explores the possibility that Latin America may deploy new strategic options in its relations with Washington at the beginning of the twenty-first century. It starts by evaluating what have been the five major foreign policy models of the region with regard to Washington since the end of the Cold War. It proceeds by evaluating the recent dynamics of Latin American insertion into world affairs. Then it introduces three new alternatives for handling U.S. Latin American relations in the coming years. It concludes by pointing out the importance of understanding the scope of the hemispheric challenges for both the region and Washington.

This chapter explores Haya’s changing relationship with the United States. As an exiled student leader he denounced “Yankee imperialism” and alarmed observers in the U.S. State Department. Yet once he entered Peruvian politics, Haya understood the importance of cultivating U.S.-Latin American relations. While in hiding he maintained relations with U.S. intellectuals and politicians and sought U.S. support for his embattled party. His writings increasingly embraced democracy and he maneuvered to position APRA as an ally in the U.S. fight fascism during the 1930s and 40s, and then communism during the Cold War. The five years he spent in Lima’s Colombian embassy awaiting the resolution of his political asylum case, made him into an international symbol of the democratic fight against dictatorship. He would always remain a critic of U.S. support for dictatorships in Latin America.

The Cuban Revolution Generated a New Communist Paranoia in the United States. Interest in Latin America Grew Dramatically after Castro's rise to power in 1959 and was partly responsible for the explosive growth in the number of scholars specializing in hemispheric issues during the 1960s. Latin Americans, in turn, saw this phase of the Cold War as a furthering of imperial aggression by the United States. The Eisenhower administration's authoritarian diplomatic maneuvers to isolate Guatemala by accusing the country's democratically elected president, Jacobo Arbenz (1950-54), of being a communist and by pressuring members of the Organization of American States to do likewise had already alarmed intellectuals and artists in Latin America five years before. On 17 June 1954, Carlos Castillo Armas and a band of a few hundred mercenaries invaded the country from Honduras with logistical support from the Central Intelligence Agency in an operation code-named PBSUCCESS, authorized by President Eisenhower in August 1953. By 1 July 1954 the so-called Movement of National Liberation had taken over Guatemala. Angela Fillingim's research evidences how the United States officially viewed Guatemala as “Pre-Western,” according to “pre-established criteria,” because the Latin American country had failed to eliminate its indigenous population (5-6). Implicitly, the model was that of the nineteenth-century American West. As a solution, the State Department proposed “finishing the Conquest.”

It is often argued that the first and most visible impact of the terrorist attacks of 9/11 has been the reordering of Washington’s priorities in its relations with Latin America. The United States (U.S.) has focused its attention outside the hemisphere and placed Latin America at the “bottom of U.S. terrorist agenda” (Youngers 2003). Various scholars argue that the U.S has returned to its Cold-War stance, in which it only notices those developments in Latin America that directly challenge U.S. interests (Hakim 2006). Accordingly, after 9/11 U.S. security demands have overshadowed other issues that Latin American countries consider priorities (Youngers 2003, 2). Susan Kauffman (2002), for instance, posits that: “once again the United States is looking at Latin America through a security lens, while Latin America wants the emphasis to remain on economic development.” The effects of U.S. foreign policy towards Latin America after 9/11 have not repeated the pattern of the Cold War. Although Latin America no longer is the overriding priority of American foreign policy, the U.S. has not neglected the region, nor, as many analysts have argued (Shifter 2004; Youngers 2003; Hakim 2006; Roett 2006), has it become disengaged from the hemisphere. The terrorist attacks did not introduce a different agenda for U.S.-Latin American relations from that of the post-Cold-War period. Free trade, illegal migration and the fight against drugs have continued to be the main issues of U.S.-Latin American relations. Even the trend towards militarization of U.S. foreign policy began in Latin America long before the terrorist attacks. U.S.-Latin America relations have been affected significantly not by the consequences of 9/11, but rather by the negative effects of the U.S-promoted economic model in the region. The failures of the so-called Washington Consensus are not linked to the terrorist attacks.

This article uses realism to explain past US grand strategy and prescribe what it should be today. Throughout its history, the United States has generally acted as realism depicts. The end of the Cold War reduced the structural constraints that states normally face in anarchy, and a bipartisan coalition of foreign policy elites attempted to use this favorable position to expand the US-led ‘liberal world order’. Their efforts mostly failed, however, and the United States should now return to a more realistic strategy – offshore balancing – that served it well in the past. Washington should rely on local allies to uphold the balance of power in Europe and the Middle East and focus on leading a balancing coalition in Asia. Unfortunately, President Donald Trump lacks the knowledge, competence, and character to pursue this sensible course, and his cavalier approach to foreign policy is likely to damage America’s international position significantly.

This chapter examines some of the competing theories that have been advanced to explain U.S. foreign policy. In trying to explain the foreign policy of the United States, a number of competing theories have been developed by International Relations scholars. Some theories focus on the role of the international system in shaping American foreign policy while others argue that various domestic factors are the driving force. The chapter first considers some of the obstacles to constructing a theory of foreign policy before discussing some of the competing theories of American foreign policy, including defensive realism, offensive realism, liberalism, Marxism, neoclassical realism, and constructivism. The chapter proceeds by reviewing the theoretical debate over the origins of the Cold War and the debate over the most appropriate grand strategy that the United States should follow in the post-Cold War era.

This chapter examines US foreign policy in Latin America and the historical evolution of US relations with the region. It first considers the Monroe Doctrine and manifest destiny, which sought to contain European expansion and to justify that of the United States under an ethos of hemispherism, before discussing the projection of US power beyond its frontiers in the early twentieth century. It then explores the United States’ adoption of a less unilateral approach during the depression of the 1930s and an aggressively ideological approach in the wake of the Cuban Revolution. It also analyzes US policy towards the left in Central America, where armed conflict prevailed in the 1980s, and in South America, where the Washington Consensus brought an end to the anti-European aspects of the Monroe Doctrine by promoting globalization. Finally, it looks at the impact of the Cold War on US policy towards Latin America.

This article explains how Latin American governments responded to the Cuban revolution and how the “Cuban question” played out in the inter-American system in the first five years of Fidel Castro's regime, from 1959 to 1964, when the Organization of American States imposed sanctions against the island. Drawing on recently declassified sources from Argentina, Chile, Mexico, Uruguay, and the United States, the article complicates U.S.-centric accounts of the inter-American system. It also adds to our understanding of how the Cold War was perceived within the region. The article makes clear that U.S. policymakers were not the only ones who feared Castro's triumph, the prospect of greater Soviet intervention, and the Cuban missile crisis. By seeking to understand why local states opposed Castro's ascendance and what they wanted to do to counter his regime, the account here offers new insight into the Cuban revolution's international impact and allows us to evaluate U.S. influence in the region during key years of the Cold War.

China has had a significant incidence in various sectors of African and Latin American politics, economy, and trade. There is no denying that its foreign policy has strategic interests in both regions. One of the most outstanding features of Chinese politics is its desire to promote cooperation to foster a renaissance between Asia and Latin America and Africa. Unlike the old colonial masters, China is committed to providing these regions with new opportunities for development. Bearing in mind Alfred Mahan’s theory of naval power, and the strategic rearguard that, at a given time, it allowed the United States, China is attempting to maintain the strategic center of gravity, which the economic control of Latin America and Africa and its surrounding resources provides to generate a strategic expansion that would ensure its interests and power in the hemisphere. In exchange, China strives to promote economic, commercial, political, and social development in African and Latin American societies.
