The Vietnam War is the subject of hundreds of scholarly studies, policy reports, memoirs, and literary titles. As America’s longest and most controversial war, it coincided with domestic turmoil in the United States and in Southeast Asia, led to the displacement of large numbers of people, and strained the social fabric of Cambodian, Lao, and Vietnamese societies. The complex nature of the war means that despite the many books that have been written about it, much remains to unfold, in particular the experiences of ethnic minorities in Laos who became entangled in Cold War politics during the 1960s and 1970s. This book fills the gap by exploring the dramatic forces of history that drew several dozen young Hmong men to become fighter pilots in the United States’ Secret War in Laos, which was in direct support of the larger war in Vietnam. They transformed from ethnic minorities who mostly lived on the margins of Lao society to daring airmen working alongside American pilots. After four decades in exile, surviving pilots, families of those killed in action, and American veterans who worked with them collectively narrated their version of the historical events that resulted in the forced migration of nearly 150,000 Hmong to the United States. By privileging Hmong knowledge, this book begs us to reconsider the war from overlooked perspectives and to engage in the ongoing construction of meanings of war and postwar memories in shaping ethnic and national identities.

The lives of Latin American Japanese were disrupted during World War II, when their civil and human rights were suspended. National security and continental defense were the main reasons given by the American countries consenting to their uprooting. More than 2,000 ethnic Japanese from Peru, Panama, Bolivia, Colombia, Costa Rica, Cuba, Ecuador, El Salvador, Mexico, and Nicaragua were transferred as “illegal aliens” to internment camps in the United States. Initially, US and Latin American agencies arrested and deported male ethnic Japanese, regardless of their citizenship status. During the second stage, women and children joined their relatives in the United States. Most forced migration originated in Peru. Brazil and Mexico established similar displacement programs, ordering the population of Japanese descent to leave the coastal zones, and in the case of Mexico the border areas. In both countries, ethnic Japanese were under strict monitoring and lost property, employment, and family and friend relationships, losses that affected their health and the opportunity to support themselves in many cases. Latin American Japanese in the United States remained in camps operated by the Immigration and Naturalization Service and the army for the duration of the war and were among the last internees leaving the detention facilities, in 1946. At the conclusion of World War II, the Latin American countries that had agreed to the expulsion of ethnic Japanese limited greatly their return. Some 800 internees were deported to Japan from the United States by the closure of the camps. Those who remained in North America were allowed to leave the camps to work in a fresh produce farm in Seabrook, New Jersey, without residency or citizenship rights. In 1952, immigration restrictions for former Latin American internees were lifted. Latin American governments have not apologized for the uprooting of the ethnic Japanese, while the US government has recognized it as a mistake. In 1988, the United States offered a symbolic compensation to all surviving victims of the internment camps in the amount of $20,000. In contrast, in 1991, Latin American Japanese survivors were granted only $5,000.

As global sea levels continue to rise, atoll countries—facing persistent and imminent risk—are expected to become source nations of climate migrants in the foreseeable future. This special issue features 10 academic articles, which examine if residents in Pacific atoll countries were, are, or will be ready to re-establish their livelihoods after relocation. The topic of migration is akin to a kaleidoscope, with continuously evolving shapes and colors, necessitating a broad spectrum of approaches across various disciplines. The authors of these articles thus examined the topic through mathematics, civil engineering, cultural and disaster studies, economics, education, geography, international relations, language, law, sociology and politics. The methodologies applied range from policy analysis to structural equation modeling. Migration driven by climate change takes place gradually, even over a few decades. Unlike forced migration due to causes such as war and conflict, future climate migrants have the short-term advantage of time to ready themselves for displacement from their homeland. Preparation prior to relocation may include enhancing one’s language or vocational skills. One of the focal points of this special issue is therefore the preparedness of migrants, both past and future. Case studies were carried out across Fiji, Kiribati, the Marshall Islands, Micronesia, and the United States. We also considered how migrants are received following resettlement, both in terms of legal instruments and assistance given by the public and private sectors. Case studies conducted in Austria and the United States address this aspect. Yet another focus is to identify prevailing factors through which people develop their perceptions of climate change and its implications, for such perceptions are a driving force for migration. Case studies in Kiribati and the Marshall Islands contribute to this understanding. We hope this special issue sharpens the vision of climate change and migration, and serves as a stepping stone for further research in the field.

As a result of industrialisation, urbanisation, and mass migrations, the problem of homeless and abandoned children emerged in urban centres. Identified by some as dangerous and threatening to the existing social order, solutions to rescue or control the children were sought, including placing-out through forced migration and immigration programs, with no plan or intention of family reunification. This article examines two experimental programs that took the form of forced migration/immigration between the mid-1800s and mid-1900s – the “Orphan Trains” in the United States and the British “Child Migrant Programme”. The dire consequences of these programs gained public attention and had a profound impact on the development of the global emerging child welfare movement and concerns for the rights of children.

Labeling a refugee migration as a “crisis” is not an inevitable action to large-scale forced migration. It is a choice that is steeped in racial, gender, and colonialist politics. The choice to label a situation a crisis might have underlying it good intentions for highlighting migrants’ dire situations, but it can also have negative discursive (and potentially material) consequences. Discursively, labeling a crisis could justify a more defensive stance than a humanitarian approach, leading to greater border enforcement and less willingness to provide protection and assistance to refugees. This chapter outlines some of the negative responses that are typical in US discourse on refugees, and how those responses tend to misinterpret the real nature of refugee crises, using the situation of Central American asylum seekers entering the United States in the mid-2010s as an exemplar.

Mass incarceration maps onto global neoliberal carceral formations that, in turn, look very much like a visual iconography of social suffering. Camp or prison-like conditions define the daily life of many of the world’s inhabitants caught in contexts of detention, incarceration, forced migration, and population displacement. Often depicted as abject subjects, actors in carceral contexts and the people who organize with them seek to find strategies of representation that humanize and politicize their existence. This essay attempts to gain a sense of the visual struggles at the heart of these carceral scenes by way of an analysis of the use of images and new media by current and former prisoners, community members, artists, and scholars to counter mass incarceration in the United States. Such scenes are significant sites for examining how a visual criminology might reveal and participate in the contestations and interventions that increasingly challenge the project of mass incarceration.

“Indian Removal” refers to the forced migration of Indigenous communities from their homelands in what is currently the United States. It is often connected to a particular era (the 1820s and 1830s), federal policy (the Indian Removal Act), or event (the singular Trail of Tears). Yet dispossession from ancestral lands has been persistent and pervasive and is an ongoing, lived reality for many Indigenous people. From the first moments of their arrival in what they would call the Americas, Europeans expelled Native Americans and confiscated their lands for themselves. Natives lost not only land but also familial bonds, historical information, sites of religious significance, and ecological knowledge. Beginning with the Louisiana Purchase of 1803, in which the United States acquired a vast territory west of the Mississippi, federal efforts to compel Indians to exchange land holdings in the east for lands west of the Mississippi intensified. This practice developed into a political program of ethnic cleansing during the 1820s and 1830s, particularly under the presidency of Andrew Jackson. The Indian Removal Act of 1830 targeted the large southeastern nations (Cherokees, Chickasaws, Choctaws, Creeks, and Seminoles), but since those nations were forced into western territories its effects spread immediately across the Mississippi to tribes such as the Osages. Removal of western tribes onto reservations continued into the 20th century. Many lesser-known communities in the north, such as the Delawares, experienced multiple removals over centuries. The Delaware Tribe currently resides within the Cherokee Nation in Oklahoma, a forced positioning that has made it difficult for the Delawares to gain federal recognition. Today, the erasure of Indigenous presences and histories from the United States’ national consciousness contributes to public sentiment supporting ongoing forms of removal. Racist sports mascots, stereotypes in film and television, and societal ignorance of specific Native histories and cultures perpetuate the political and cultural marginalization of Indigenous people. It is thus important to recognize the “removal period” as one of immense suffering for the more well-known tribal nations, while also acknowledging removal’s deeper history and ongoing effects. Equally important, Indigenous communities and individuals have always protested and countered the many forms of removal with their own writings, media, cultural practices, and legal and political actions. As it documents scholarship and creative work on Indian Removal, this bibliography also attends to what Anishinaabe author Gerald Vizenor has termed “Native survivance . . . an active sense of presence over absence, deracination, oblivion.” It highlights the voices and presences of Indigenous authors, scholars, and activists who work to reclaim the past and reimagine the future.

Honoring the voices needing to be heard, the research investigated the lived experiences of six Syrian Muslim refugee women who resettled in the United States after the 2011 Syrian War. Data analysis was informed by qualitative research methodology and narrative inquiry. The stories of Syrian women in this study highlight the complexities of forced migration and intersecting subordinations that refugee women experience. By adding to our understanding of refugee experiences, the study contributes to one of the major populations that adult educators serve.

This introduction to this special issue of the Journal on Migration and Human Security discusses the background and focus of two meetings precursory to this collection, considers refugee resettlement and integration in the United States within the broader framework of the literature on migrant integration, and reflects on the role that population research can play in promoting successful and healthy refugee resettlement in the United States. Other contributions to the special issue are based on five of the presentations at a scientific workshop held in May 2019 in Washington, DC, entitled, “Forced Migration Research: From Theory to Practice in Promoting Migrant Well-Being.” A sixth article evolved from a virtual stakeholder meeting held as a follow-up activity in December 2020, entitled, “Refugee Resettlement in the United States: The Role of Migration Research in Promoting Migrant Well-being in a Post-Pandemic Era.” Both the workshop and the virtual meeting were hosted by the Committee on Population of the US National Academies of Sciences, Engineering, and Medicine, with dedicated support from the Robert Wood Johnson Foundation and the Andrew W. Mellon Foundation.
