In this research work, author focuses on the analysis of the theory of foreign trade policy and important political and economic interests. Realistic point is important trends in the trade regime. The decisions taken by the representatives of the governments participating in the World Trade Organisation (WTO) are, to a significant degree, influenced by various lobbies, such as organisations and unions of food producers or other non-governmental organisations, including trade unions. The main objective of the research task is to give a comprehensive analysis of the international trade policy. The particularly main concern the political economy models of foreign trade policy, protectionistic pressures in different political system, the level of protectionistic pressures, food producer pressures, international trade liberalization and environmental protection, bilateral tendencies in the foreign trade policy. It must be emphasis that on a theoretical level, understanding the choice of trade policies between liberalizm and protectionisme is very important. Despite the undeniable benefits of the multilateral WTO forum for trade liberalisation, the rapid increase of North-South bilateral and multilateral Free Trade Areas (FTAs) begs a systematic explanation for why some forums are prioritized relative to others.

In this research work, the author focuses on the analysis new tendencies in contemporary foreign trade policy. Accordance to the foreign trade policy theory further trade liberalization and improved framework policies would increase trade and promote growth. It must be emphasized that openness to trade is associated with higher incomes and growth and there is the need for new approaches to trade cooperation in light of the forces that are currently re-shaping international business. What indicates the importance and innovativeness of the research is the presentation of the new models of foreign trade policy and trade interests. First of all it must underline that in the new theoretical terms in the demand for trade policy very important is factor specificity. The low specificity of factors means that factor returns are equalized throughout a region’s economy. On the other hand some factors are stuck in their present uses; therefore, factor returns are not equalized throughout a region’s economy but are industry-specific. The main objective of the research task is to give a comprehensive analysis of current trends in foreign trade theory and policy and in particular the models of foreign trade policy, trade interests indicated by export orientation and import sensitivity, foreign trade policy in different types of authoritarian regimes, protectionism pressures in different political system, the level of protectionism pressures, the variation in the foreign trade policy among states, the liberalization of China foreign trade policy and their effects,  the tendencies to international trade liberalization and the problem of environmental protection, and the tendencies to bilateralism in the foreign trade policy. It should be stressed that free trade in itself is not responsible for economic growth, but more significant are the determining macroeconomic stability and increasing investment.

Introduction. Changes in the balance of power in the global economy, the increasing role of the Asia-Pacific countries in international trade, the consequences of the global crisis of 2008–2009 led to a revision of foreign trade policy by both developed and developing countries, to an increased application of protective measures of national economy. Theoretical analysis. State economic policy aimed at protecting and realizing the interests of the national economy is protectionism in a broad sense. In a narrow sense, protectionism is considered as a foreign trade policy. The use of historical and logical methods in the study of the foreign trade policy of protectionism made it possible to identify the main stages of its development and the characteristics of each stage. Empirical analysis. The study analyzes the dynamics of the current and financial accounts of the balance of payments of Russia and the largest participants in international trade, shows the degree of their dependence on international trade and their vulnerability to the strengthening of protectionist measures. The article substantiates the need for Russia to pursue a policy of neo-protectionism, stimulate the generation of its own value chains and join regional chains, and actively participate in regional and preferential trade agreements. Results. At the new stage of the foreign trade policy of protectionism, its measures became more hidden, and the role of customs duties faded into the background. The desire to reduce non-tariff barriers, protect intellectual property rights, remove restrictions associated with manipulating the exchange rate, encourage regional integration, the conclusion of preferential trade agreements. In the future, having fulfilled a progressive role, regional and preferential agreements can be transformed into multilateral ones. The creation of a mechanism for such a transformation may become a new function of the reformed WTO.

Today, within the framework of the functioning of foreign trade policy, there are two main opposing models: protectionism and free trade. Recently, the situation is developing towards the dominance of the policy of protectionism over the policy of conducting free trade, since there is a continuous increase in the number of non-tariff measures and the manifestation of trade wars. This situation leads to the need for a policy of trade liberalization. Implementing a foreign trade policy aimed at eliminating trade barriers is not a quick process and requires a thoughtful scientific assessment. To analyze the criticality of the situation of the absence of a free trade policy and to reflect its validity, a very wide methodological toolkit is used to study various kinds of trade barriers, ranging from the calculation of the simplest indicators to the construction of complex econometric models. This study provides a comprehensive review of the main methodological approaches to determining the impact of tariff and non-tariff barriers on the international trade activities of countries. In the scientific review work, 4 domestic and 24 foreign sources, formed on the basis of 21 resources, were involved in the search for literature. The results of the review analysis of research papers showed that in the study of tariff and non-tariff barriers, researchers mainly use three econometric models, namely gravity model, partial equilibrium model and general equilibrium model. In addition, the study of non-tariff barriers can be carried out in the context of two other methods besides the econometric one: the implementation of the "price gap" method and the derivation of "incidence indicators".

The purpose of the article is to substantiate the systemic principles of implementation of foresight-analysis of international trade as a method of strategic forecasting at the macro level, the formation of its methodological tools and implementation models. Methodology. The article used general and special research methods. Classification of types of foresight-analysis of the development of international trade and their characteristics, the formation of a set of factors influencing it was based on grouping, synthesis and formalization. Economic modeling, scientific abstraction, systems analysis were used in building a model of foresight-analysis of international trade and identified the factors of negative impact on it. Using the method of coefficients, structural analysis and analytical comparison offers groups of economic indicators of foreign trade to analyze the development of international trade in the preparatory stage of foresight-analysis. Results. It is established that the system of classifications of foresight-analysis allows its application not only at the national level of forecasting the development of trade, but also internationally. It is revealed that when applying the methodology of foresight-analysis of international trade development it is necessary to take into account the purposeful influence of endogenous and exogenous factors. The model of providing the methodology of foresight-analysis of the development of international trade is structured, which includes the following components: system methodology, strategic guidelines, information and analytical support, implementation process and a set of methodological tools. It is found that the combined application of methods (quantitative, qualitative, mixed) in the foresight-analysis of the development of international trade provides maximum efficiency. The addition of the structure of economic methods of foresight-analysis by a group of economic indicators that assess the level of development of foreign trade of a country is substantiated and proposed. Practical implementation. Formation of methodological tools and models for the implementation of foresight-analysis of the development of international trade, taking into account the specifics of foreign trade policy of states based on a consolidated group of economic indicators. Value/originality. The proposed groups of economic indicators can be used in the decomposition of methods of foresight-analysis of international trade to confirm the effectiveness of strategic directions of foreign trade policy and sound forecasting of its effectiveness in the future.

This paper analyses whether the developing countries are pursuing an optimal foreign trade policy, given the theoretical and empirical evidence we have. The paper concludes that constraints in imposing other taxes than tariffs in many developing countries may justify having tariffs as part of an optimal taxation policy.
