The 7E framework to evaluate sustainable higher education proposed in this article is a new and comprehensive one and enjoys the simplicity to remember and spread. This article selects regions of China and compares the development status and coupling coordination level of sustainable higher education both temporally and spatially from the aspects of expenditure, existence, efficiency, effectiveness, economy, equity, and equality based on the 7E framework with the combined method of information entropy weight analysis and technique for order preference by similarity to an ideal solution and coupling coordination degree model. Applicable, generalizable, and constructive countermeasures of sustainable higher education for different regions are also proposed according to the analysis results, which are also references to other places with similar conditions in the world. The framework and the methods are proved effective and useful in evaluating sustainable higher education.

The results show that the comprehensive development degree (CDD) of the tourism-air environment system mainly maintains stable with fluctuation and the gap among different reaches in the Zone is declining; the coupling coordination degree’s (CCD) tendency in most regions remains similar as in the previous decade. The results illustrate that the method combing information entropy weight and the technique for order preference by similarity to an ideal solution (IEW-TOPSIS), coupling coordination degree model (CCDM), and gray GM (1, 1) prediction model is effective in evaluating the coupling coordination relationship between the subsystems of tourism and air environment and in proposing specific countermeasures for tourism development and air environment governance.

The interaction between water governance and tourism is complicated and significant so that the study of the coupling coordination between these two subsystems is important. This study analyzes the correlation mechanism of the water governance-tourism system, constructs the composite and aggregated evaluation system which consists of 5 dimensions and 15 indicators, uses information entropy weight technique for order preference by similarity to an ideal solution method to evaluate the development degrees of both water governance and tourism growth of the 11 regions in the Yangtze River Economic Zone, analyzes the two subsystems’ relation of coupling coordination temporally and spatially with the coupling coordination degree model, predicts degrees of coupling coordination of the regions for the next 4 years with gray system prediction model, and proposes specific and generalizable countermeasures. The results show that these methods can provide an effective reference to evaluate the coupling coordination development of water governance and tourism and to provide scientific and generalizable countermeasures for enhancement.

After decades of rapid development, there exists insufficient and contradictory land use in the world, and social, economic and ecological sustainable development is facing severe challenges. Balanced land use functions (LUFs) can promote sustainable land use and reduces land pressures from limited land resources. In this study, we propose a new conceptual index system using the entropy weight method, regional center of gravity theory, coupling coordination degree model and obstacle factor identification model for LUFs assessment and spatial-temporal analysis. This framework was applied to 17 cities in central China’s Hubei Province using 39 indicators in terms of production–living–ecology analysis during 1996–2016. The result shows that (1) LUFs showed an overall upward trend during the study period, while the way of promotion varied with different dimensions. Production function (PF) experienced a continuous enhancement during the study period. Living function (LF) was similar in this aspect, but showed a faster rising tendency. EF continued to increase during 1996–2011, but declined during 2011–2016. LUFs were higher in the east than in the west, and slightly higher in the south than in the north. The spatial coordination was enhanced during the study period. (2) The overall level of coupling coordination degree continued to increase during 1996–2016, while regional difference declined obviously, indicating a good developing trend. However, the absolute level was still not satisfactory. (3) The obstacle degree of PF was always dominant, and LF showed a downward trend, while EF showed an increasing trend. Benefit index (A2), Comfort index (B2) and Green index (C1) constituted the primary obstacle factor for each dimension. Added-value of high and new technology industry (A2-3) and land use intensity (A3-2) were key factors restricting PF. Number of medical practitioner (B1-4) and internet penetration rate (B2-3) were key factors restricting LF. Air quality rate (C3-1) and wetland coverage rate (C1-4) were key factors restricting EF. This study can help to give a more detailed understanding of sustainable land use for the particularity of China from a land function perspective and provide lessons and suggestions for other developing countries in the world.

Abstract:All students in the world of education in the learning process are not separated from the various rules and regulations that apply or are implemented by the school and it is mandatory to be obeyed by every student. With this, it is intended that every student knows about discipline. At SMP Negeri 1 Bosar Maligas presence, tidiness, personality and order are aspects of discipline which are used as references to measure the level of student discipline. The mechanism for measuring the level of discipline of each student is measured manually, namely by accumulating points of violations committed by students, then determining the sanctions that will be given. The purpose of this study is to analyze and design a decision support system to determine the level of discipline and sanctions for student violations using the TOPSIS (Technique Order Preference by Similarity To Ideal Solution) method and implement the system to assist counseling teachers in monitoring student discipline levels, and can be effective and efficiently find the number of points of violation committed by students. The system is designed using the MySQL database, PHP programming language, and Macromedia Dreamweaver application software. Keywords: Discipline, TOPSIS, Macromedia Dreamweaver, Hypertext PrePocessor, Decision Support Systems.  Abstrak: Semua siswa di dalam dunia pendidikan  dalam proses belajar tidak ada yang  terlepas dari berbagai tata tertib dan peraturan yang berlaku atau di jalankan oleh sekolah dan memang wajib harus di taati oleh setiap siswa. Dengan adanya hal tersebut bertujuan supaya setiap siswa mengetahui tentang kedisiplinan.  Di SMP Negeri 1 Bosar Maligas kehadiran, kerapian, kepribadian dan ketertiban  merupakan aspek kedisiplinan yang dijadikan sebagai acuan untuk mengukur tingkat kedisiplinan siswa. Mekanisme pengukuran tingkat  disiplin dari masing-masing siswa diukur dengan cara manual, yaitu dengan mengakumulasi point pelanggaran yang dilakukan siswa, kemudian ditentukan sanksi yang akan diberikan. Tujuan dari penelitian ini untuk menganalisis dan merancang sistem pendukung keputusan untuk menentukan tingkat kedisiplinan dan sanksi pelanggaran siswa menggunakan metode TOPSIS (Technique Order Preferenceby Similarity ToIdeal Solution) dan mengimplementasikan sistem tersebut untuk membantu guru BK dalam memantau tingkat kedisiplinan siswa, dan dapat dengan efektif dan efesien mencari jumlah point pelanggaran yang di lakukan oleh siswa.Sistemdi rancang menggunakan database MySQL,bahasa pemrograman PHP, dan software aplikasi macromedia dreamweaver. Kata Kunci :Kedisiplinan, TOPSIS, Macromedia Dreamweaver, PHP, Sistem Pendukung Keputusan.

Coordinated Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is a significant improvement of TOPSIS, which take into account the coordination level of attributes in the decision-making or assessment. However, in this study, it is found that the existing coordinated TOPSIS has some limitations and problems, which are listed as follows. (1) It is based on modified TOPSIS, not the original TOPSIS. (2) It is inapplicable when using vector normalization. (3) The calculation formulas of the coordination degree are incorrect. (4) The coordination level of attributes is interrelated with the weights. In this paper, the problems of the existing coordinated TOPSIS are explained and revised, and a novel coordinated TOPSIS based on coefficient of variation is proposed to avoid the limitations. Comparisons of the existing, revised, and proposed coordinated TOPSIS are carried out based on two case studies. The comparison results validate the feasibility of the proposed coordinated TOPSIS.

This study aims to explore whether higher education and science popularization can achieve coordinated growth with temporal and spatial characteristics. Selecting the provincial regions of the Yangtze River Economic Belt in China as cases with data from the national statistics administrations (such as China Statistical Yearbook), this study uses entropy weight analysis, TOPSIS, GM(1,1) gray prediction methods and coupling coordination degree model to evaluate the coordinated growth status. The key findings are: (1) the annual budget per student, and the number of science and technology museums affect both systems more obviously; (2) the overall performances of science popularization fluctuate more obviously than those of higher education; (3) the coordinated growth performances of the two systems in most regions remain mild fluctuations and keep relatively stable coordinated status, however, temporal and spatial variation tendencies do exist among regions. Therefore, corresponding countermeasures should be implemented: generally, national authority needs to involve in coordination activities among regions; the regions with satisfactory coordinated growth performances need more creative approaches to maintain the coordinated growth interactions; the regions at the transitioning status need to prevent the grade decline and upgrade the performances; the regions with lagging performances need to stop the decline and reduce the gaps with others. The novelties include analyzing the coordinated growth interaction mechanism between the two, selecting indices to assess the abstract interaction mechanism precisely, proposing suggestions based on temporal and spatial comparisons of the coordinated growth performances, etc.

Beasiswa Peningkatan Prestasi Akademik (PPA) sebagai salah satu bentuk dukungan pemerintah Republik Indonesia terhadap dunia pendidikan. Beasiswa yang disalurkan oleh pemerintah melalui Perguruan Tinggi yang ada di Indonesia ini, penyeleksian dan penetapan penerimanya sepenuhnya diserahkan kepada pihak Perguruan Tinggi yang bersangkutan. Tahap inilah yang sangat rentan terjadinya kecurangan. Pada objek penelitian  yang diteliti hingga saat ini proses penyeleksian masih dilakukan dengan menggunakan Microsoft Excel, hal ini tentu saja kurang efektif dan efisien, serta rentan akan terjadinya kesalahan bahkan kecurangan. Untuk itu, diperlukan suatu metodologi dan aplikasi yang tepat dalam melakukan penyeleksian penerima beasiswa tersebut. Decision Support System digunakan sebagai solusi untuk melakukan perekomendasian penerima beasiswa, khususnya dengan menggunakan Metode Technique  for  Order  Preference  by  Similarity  to  Ideal  Solution  (TOPSIS)  dan  Analytical  Hierarcy Process (AHP). Penggunaan kombinasi dua metode tersebut dilakukan agar memiliki tingkat akurasi yang baik jika dibandingkan  dengan menggunakan satu metode. Hasilnya,  aplikasi  decision support system dengan penerapan kombinasi metode Topsis dan AHP berhasil di rancang dan di ujicoba, serta sukses dalam perekomendasian penerima beasiswa PPA dengan menghasilkan data alternatif mahasiswa yang terurut mulai dari nilai preferensi yang paling tinggi 0.764 hingga terendah 0.189. Hasil ini dapat menjadi rekomendasi bagi pengambil keputusan dalam mengambil keputusan yang efektik, efisien dan dapat dipertanggung jawabkan.
