In the aftermath of the 2003 U.S.-led invasion of Iraq, scholars of international relations debated how to best characterize the rising tide of global opposition. The concept of “soft balancing” emerged as an influential, though contested, explanation of a new phenomenon in a unipolar world: states seeking to constrain the ability of the United States to deploy military force by using multinational organizations, international law, and coalition building. Soft balancing can also be observed in regional unipolar systems. Multinational archival research reveals how Argentina, Mexico, and other Latin American countries responded to expanding U.S. power and military assertiveness in the early twentieth century through coordinated diplomatic maneuvering that provides a strong example of soft balancing. Examination of this earlier case makes an empirical contribution to the emerging soft-balancing literature and suggests that soft balancing need not lead to hard balancing or open conflict.

If the neutrality of Chile be considered with calm judgment in the light of historical reality, it offers no occasion for surprise during the period that extended from the breaking out of the European War until the date at which the United States entered it as a belligerent, that is, from August, 1914, until April, 1917. It is in no wise surprising, I say, since the unneutrality of Chile would be inconceivable at that stage of the war, owing to the circumstances that existed at the time in our hemisphere. Beginning with the latter date, the neutrality of Chile, if, indeed, much less onerous, stands out as a more significant fact, because several of the Latin-American countries “theoretically” adopted the attitude of the United States by declaring war upon the German Empire, while another group of these countries confined itself to breaking off diplomatic relations with that Power. Of the five republics that maintained their neutrality until the end, Chile was, without doubt, the one that had to show greater zeal to keep within the law and to retain the confidence that had always been reposed in her by the most powerful nations of the world.I have said that the neutrality of Chile, up to April 6, 1917, does not constitute a strange historical phenomenon, because the entire American continent decided frankly in favor of neutrality from the breaking out of the war. No authority upon international law could condemn this attitude by germane arguments, nor would all the eloquence of sentiment possess weight against it.

To students of international relations it has become almost a commonplace that among the most significant and permanent results of the World War has been the changed international status of the republics of Latin America. As a result of the war and post-war developments in these states, the traditional New World isolation in South America, as well as in North America, is a thing of the past. To our leading sister republics is no longer applicable the half-contemptuous phrase, current in the far-off days before 1914, that Latin America stands on the margin of international life. The new place in the comity of nations won by a number of these states is evidenced—to take one of the most obvious examples—by the raising of the legations of certain non-American powers to the rank of embassies, either during or immediately after the war. In the case of Brazil, for instance, where prior to 1914 only the United States maintained an ambassador, at the present time Great Britain, France, Italy, Belgium, Portugal, and Japan maintain diplomatic representatives of this rank.Yet all things considered one of the most fruitful developments in the domain of international relations has been the share taken by our southern neighbors in the work of the League of Nations. All of the Latin American republics which severed relations with Germany or declared war against that country were entitled to participate in the Peace Conference. As a consequence, eleven of these states affixed their signatures to the Treaty of Versailles, an action subsequently ratified in all cases except Ecuador.

Abstract Background The objective of this paper is to analyze the prices of biological drugs in the treatment of Rheumatoid Arthritis (RA) in three Latin American countries (Brazil, Colombia and Mexico), as well as in Spain and the United States of America (US), from the point of market entry of biosimilars. Methods We analyzed products authorized for commercialization in the last 20 years, in Brazil, Colombia, and Mexico, comparing them to the United States of America (USA) and Spain. For this analysis, we sought the prices and registries of drugs marketed between 1999 and October 1, 2019, in the regulatory agencies’ databases. The pricing between countries was based on purchasing power parity (PPP). Results The US authorized the commercialization of 13 distinct biologicals and four biosimilars in the period. Spain and Brazil marketed 14 biopharmaceuticals for RA, ten original, four biosimilars. Colombia and Mexico have authorized three biosimilars in addition to the ten biological ones. For biological drug prices, the US is the most expensive country. Spain’s price behavior seems intermediate when compared to the three LA countries. Brazil has the highest LA prices, followed by Mexico and Colombia, which has the lowest prices. Spain has the lowest values in PPP, compared to LA countries, while the US has the highest prices. Conclusion The economic effort that LA countries make to access these medicines is much higher than the US and Spain. The use of the PPP ensured a better understanding of the actual access to these inputs in the countries analyzed.

A survey was conducted on the promotion of 28 prescription drugs in the form of 40 different products marketed in the United States and Latin America by 23 multinational pharmaceutical companies. Striking differences were found in the manner in which the identical drug, marketed by the identical company or its foreign affiliate, was described to physicians in the United States and to physicians in Latin America. In the United States, the listed indications were usually few in number, while the contraindications, warnings, and potential adverse reactions were given in extensive detail. In Latin America, the listed indications were far more numerous, while the hazards were usually minimized, glossed over, or totally ignored. The differences were not simply between the United States on the one hand and all the Latin American countries on the other. There were substantial differences within Latin America, with the same global company telling one story in Mexico, another in Central America, a third in Ecuador and Colombia, and yet another in Brazil. The companies have sought to defend these practices by contending that they are not breaking any Latin American laws. In some countries, however, such promotion is in clear violation of the law. The corporate ethics and social responsibilities concerned here call for examination and action.

Following the collapse of the Soviet Union, many observers predicted a rise in balancing against the United States. More recently, the U.S.-led invasion of Iraq in 2003 has generated renewed warnings of an incipient global backlash. Indeed, some analysts claim that signs of traditional hard balancing can already be detected, while others argue that in the aftermath of the terrorist attacks of September 11, 2001, U.S. grand strategy has generated a new phenomenon known as soft balancing, in which states seek to undermine and restrain U.S. power in ways that fall short of classic measures. There is little credible evidence, however, that major powers are engaging in either hard or soft balancing against the United States. The absence of hard balancing is explained by the lack of underlying motivation to compete strategically with the United States under current conditions. Soft balancing is much ado about nothing: the concept is difficult to define or operationalize; the behavior seems identical to traditional diplomatic friction; and, regardless, specific predictions of soft balancing are not supported by the evidence. Balancing against the United States is not occurring because contemporary U.S. grand strategy, despite widespread criticism, poses a threat to only a very limited number of regimes and terrorist groups. Most countries either share U.S. strategic interests in the war on terrorism or do not have a direct stake in the confict. As such, balancing behavior is likely only among a narrowly circumscribed list of states and actors being targeted by the United States.

Maritime piracy is an activity that was considered defunct long ago and that Latin American countries experience it again in the 21st century. Since 2016 the number of attacks has increased dramatically involving armed robbery, kidnapping and massacre. Modern day piracy has nothing to do with the romantic illusion of the pirates of the Caribbean, this phenomenon is associated with the governmental, social or economic crisis of a state. When it appears, we can make further conclusions regarding the general conditions of the society in these states. But do these attacks really constitute piracy under international law? Does Latin American piracy have unique features that are different from piracy in the rest of the world? The study attempts to answer the questions why piracy matters in Latin America and how it relates to drug trafficking and terrorism. Apart from that, the study presents a legal aspect comparing the regulation of international law to domestic law, especially to the national law of Latin American states.

Introduction: Bibliometric analysis demonstrates that the virology research in Latin America has increased. For this reason, the objective of this study was to evaluate Colombian publications on viruses and viral diseases in indexed journals during the period from 2000 to 2013. Methodology: The bibliographic data were collected from MedLine, SciELO, LILACS and Scopus databases. The database was constructed in Excel descriptive statistics. The SCImago Journal Rank (SJR) was evaluated using the SCImago Journal & Country Rank in 2013 and was used as an indicator of the quality of the journals used by the Colombian researchers. Results: The total number of papers published was 711, of which 40.4% were published in local journals, and 59.6% were published in foreign journals. Most (89.2%) were original papers. Moreover, 34.2% of the papers were published in collaboration with international researchers, with the United States being the most represented. Of the journals used, 85.6% had an SJR, and 14.4% did not. The median SJR of the papers was 0.789, and the median of the papers with international collaborators was higher compared to the SJR of the papers without international collaboration. Papers were most frequently published in journals whose categories were medicine (miscellaneous), virology, and infectious diseases. The viruses that appeared in the papers more frequently were HIV, dengue, and papillomavirus. Conclusions: This study provides data for use in research, health planning, and policy analysis as it relates to virology in Colombia and other developing Latin American countries.

This paper describes and analyzes the state of research in Voice User Interfaces (VUIs) in Latin America based on the review of scientific documents published in SCOPUS from 1999 to June 2020, through a bibliometric analysis. We analyzed 419 academic papers. Although a gradual increase is observed over the years, the number of published documents has increased considerably since 2014. Brazil (44%) and Mexico (28%) are the countries with more documents published. Co-authorship occurs between Latin American countries (Brazil, Argentina, Mexico, Ecuador, and Costa Rica). However, the mayor collaboration from Latin American countries occurs with the United States, France, Germany, Spain, Portugal, the United Kingdom, and Japan. The main researched topics are studies of automatic speech recognition, artificial intelligence, speech processing, and human-computer interaction, which have grown over the past few years. Natural language processing, conversational agents, user experience, and chatbots are keywords related to more recent studies. Our analysis reveals that the primary active research developed in the short-term future are personal assistants and assistive technology using voice user interfaces.

Better regulation is a public policy that governments implement to improve the quality of life of their citizens. These policies bring significant benefits to all market players, among the most palpable are innovation, administrative simplification, a clear commitment by the government, and competitiveness. A fundamental entity for the development of this type of regulation is the Organization for Economic Cooperation and Development (OECD), whose main objective is to create policies that improve the quality of life of citizens around the world. Among the members of this organization are first world countries such as the United States and Spain, as well as third world Latin American countries such as Mexico and Colombia, whose government administration serves as a model for the Ecuadorian people. It is because, without considering that their economies are not as large, developed, and stable, they have managed with the commitment, perseverance, and responsibility to be supported by this international institution. Nowadays, the problem of over and deregulation that has remained in Ecuador. Since the beginning of its history, it serves as an axis of study to propose the implementation of regulatory improvement within its political system. In order do this, it must be considering the principles of governance, proper preparation for its application, and the professionalism of all market players.

Ecuador’s research output relative to other Latin American countries has been low historically; however, over the last 10 years, the government has put various policies in place to help remedy this situation. This is an analysis of Ecuadorian research productivity from 2006 to 2015. The scientific productivity of Ecuador has increased 5.16 times over the past years, exceeding Latin American growth. Over 80% of Ecuadorian publications include international collaboration mainly with the United States and some European and Latin American countries.
