Public Broadcasting in New Zealand: Is State Media Inclusive Media?

During 2013, the New Zealand government heralded the launch of the Ultra-Fast Broadband (UFB) and Rural Broadband Initiatives (RBI) as significant tools across a range of economic and social policy areas, including the delivery of education and health services and the promotion of development policies for Maori. Conspicuously absent in the associated political discussion was the issue of public service broadcasting and the possibility for internet-based technologies to provide an efficient and cost-effective platform for the production and delivery of non-commercial public service media. The reason for this omission may be due to the governing National Party's historic disregard for public service broadcasting, as demonstrated by its disestablishment of a number of public broadcasting initiatives since 1999. Drawing on a Habermasian theoretical framework and Dan Hind's concept of ‘public commissioning’, the purpose of this article is to outline an alternative system for public service broadcasting based on a series of referenda and on open public debate. I begin by examining the present public broadcasting system and the traditional centrality of the state in governance and gatekeeping issues. I argue that the communicative potential of social media, enabled by universally accessible ultra-fast broadband, could provide an adequate platform for public gatekeeping, with the state having a significantly reduced role. I make the argument that the technological and resourcing mechanisms for such a system already exist, and the required shift in audience culture is already present in the consumption of entertainment and reality TV texts.

The formation of a new coalition government in New Zealand in the wake of the 2017 election ended three terms of National-led governments and raised the prospect of a significant shift in media policy. National had insisted that in the digital media ecology, the funding of public broadcasting institutions was no longer a priority and that platform-neutral contestable funding of local content would ensure the quality and diversity of content. This saw the demise of the TVNZ Charter and its two commercial-free channels (TVNZ 6 and 7), while both Radio New Zealand (RNZ) and the local content funding agency, NZ On Air, had their funding frozen. The 2017 election of the Labour-NZ First-Green government came with the promise of an additional investment of NZ$38m in public media, the expansion of RNZ’s remit to include a commercial-free television channel, and the establishment of an independent commission to assess funding needs for public media. However, the media ecology Labour now faces entails new policy complexities. Deregulation, financialization and convergence have not only intensified commercial pressures on the media, they have led to important shifts in the ways audiences discover and engage with media content. In turn, this complicates the traditional models of state intervention intended to deliver public service outcomes. Adopting a critical institutionalist framework this article will highlight key shifts in media policy trajectory since 1999 and highlight some key differences between the public broadcasting initiatives of 1999–2008 and the approach thus far of the incoming government. The article analyses how competing intra-party and inter-ministerial priorities have circumscribed the media policy options available and thereby highlight the way political–economic interests in the media ecology manifest in public policy.

New Zealand has a unique model of public broadcasting for television. The state broadcaster is almost totally commercial, although since 2003 it has been given a charter and some limited public funding. A state agency, NZ On Air, administers funding contestable between national broadcasters for public broadcasting, meaning in essence local (national) content in the threatened genres of drama, documentary, children's and minority programs. But this system is under challenge from the rise of multi-channel and the transition to digital. Audiences are fragmenting and the combined impact of broadband, the PVR and VOD threaten the notion of the broadcast schedule and the viability of commercial free-to-air television itself. The concluding section of this paper examines issues for the New Zealand model in adapting to the digital challenge, and looks at the criteria on which the model's success or failure may be judged.

<p>This thesis examines the political "career" of the New Zealand Broadcasting Corporation from the time of its inception in April, 1962, until the decision of the third Labour Government, 11 years later, to abolish it. In particular, it is a study of the ways in which the organisation's search for autonomy was mediated by evolving relationships among key actors: respective Ministers of Broadcasting, N.Z.B.C. Chairmen and Board members, and Directors-General of Broadcasting; and by the tensions that arose out of the demands of administrative accountability on the one hand and of professional autonomy - especially in respect of the organisation's journalistic staff - on the other. The thesis examines the implications of governmental appointment of the N.Z.B.C.'s Board members, and the problems arising out of the retention of ministerial responsibility for public broadcasting during this period. These aspects are discussed with reference to the theory of the public corporation in general. The thesis also examines aspects of administrative leadership within the Corporation, in particular the definition of organizational mission, and the promotion of institutional identity, both internally and externally. It concludes that the demise of the N.Z.B.C. is explicable principally in terms of conflicts which stemmed from the nature of the tasks the organisation was called upon to perform, especially the introduction and expansion of a television service within New Zealand, and the development of news and current affairs broadcasting; in terms of the political constraints and influences - both real and apparent - that worked upon it; and of shortcomings of administrative leadership within the organisation. The analysis is provided against the background of a review of the history of public broadcasting in New Zealand, from the early 1920's until the advent of the Corporation. This review is organised under five heads which bear upon the content of the main analysis: the control of broadcasting in New Zealand; the development of news and controversial broadcasting; the debate on monopoly and competition; the emergence of a philosophy of public broadcasting in New Zealand, with particular reference to the role of the first Director of Broadcasting, Professor (later Sir James) Shelley; and the advent of the N.Z.B.C.</p>

Our collaboration involves groups in Denmark, the U.S.A. Spain and of course New Zealand. Combining ground-based and satellite (IUEandHST) observations we aim to determine accurate and precise stellar fundamental parameters for the components of Magellanic Cloud Eclipsing Binaries as well as the distances to these systems and hence the parent galaxies themselves. This poster presents our latest progress.
