Recent scholarship has paid considerable attention to the emergence of the citizen-consumer in the interwar era. Drawing on the literature from the fields of ethical consumption and consumer history, this paper opts for a broader perspective on the emergence of the citizen-consumer in historical analysis. It combines the polysemic nature of the hybrid citizen-consumer from food studies and ethical consumption, and the socio-historic analysis concerning political and cultural citizenship, by showing how consumption practices have been used to shape Dutch national citizenship. In the Netherlands, the private association Vereeniging Nederlandsch Fabrikaat (VNF) was one of the earliest and most vocal organisations that linked consumerism with an ideal of citizenship. Scholars typically tend to see the rise of the citizen-consumer as a product of three interest groups: the consumers, the state, or the industry. The VNF did not just appeal to consumers themselves, but also the government, and the business community to play their part in the development of the ideal Dutch citizen-consumer. By studying the practices of this association this paper thus offers a new perspective on the emergence of the citizen-consumer within a transnational perspective.

This article describes how three Asian American elementary teachers in Texas reflected on the absence of Asian American histories in their own educational experiences, which later inspired them to teach Asian American histories in their classrooms. The teachers’ lessons about Asian American history required them to first (re)define the term Asian American with their students, and the teachers also (re)defined what it meant to be American. Ultimately, they promoted cultural citizenship, which is more inclusive and critical than traditional forms of citizenship that are defined by individual acts like voting and following rules. Cultural citizenship promotes difference as a resource; emphasizes the need to respect and humanize others; includes the voices, experiences, and perspectives of People of Color; and emphasizes human rights and agency. Asian American children’s literature was an essential tool in disrupting exclusionary histories and notions of citizenship as equal to whiteness, and the teachers' work demonstrates how educators can move Asian Americans from the margins to the middle of social studies instruction to support better teaching of U.S. history and democracy.

AbstractCitizenship is usually seen as a product of modern nation-states, or of other political entities which possess institutional infrastructures and political systems capable of producing a coherent framework that defines the relationship between that system and its members. In this paper, we show that an early system of modern citizenship was created in the absence of a formal state, notably by the cultural elite of a stateless nation. The Polish case illustrates that an elite may become a dominant class in the given society only later, and institutionalize that early citizenship system within the framework of a newly founded state. As a result of the legacy of the emergence of citizenship predating the restoration of statehood, the contemporary Polish citizenship model is influenced by a strong and largely overlooked cultural component that emerged at the turn of the 19th century. This model uses the figure of the intelligentsia member as its ideal citizen. Despite the dramatic political and economic changes in the decades which have passed since its emergence, this cultural frame, which was institutionalized during the interwar period, still defines the key features of the Polish citizenship model. Consequently, we argue that the culturalization of citizenship is hardly a new phenomenon. It can be seen as a primary mechanism in the formation of civic polities within the imperial context. Moreover, it shows that such processes can have many ambiguous aspects as far as their Orientalizing forces of exclusion are concerned.

As a crucial part of their mandate, public service media have historically used sports to construct and nurture cultural citizenship. In a landscape characterised by dwindling resources and growing competition from pay-TV channels and on-demand streaming services, concerns about how public service media will enhance cultural citizenship through new platforms, including social media, are all the greater. In the digital age, delivering diverse content should remain a foundation of public service media in their countless platforms: public media should not only concentrate on major sports but also provide exposure to traditionally underrepresented disciplines and individuals, including sportswomen and athletes with disabilities. Through content analysis, this research examines the agenda diversity offered by the British Broadcasting Corporation through its sports-centred Twitter account ( @BBCSport). The analysis of 10,821 tweets indicates how the British Broadcasting Corporation's content reinforces, rather than counteracts, the long-standing diversity imbalances in the analogue age. This case study facilitates an understanding of the nuanced relationship among public service media, social media and sports, demonstrating that more content does not necessarily ensure diversity. The football-driven, male-centred and able-bodied agenda displayed by @BBCSport signals that public service media should reframe their social media strategies to adequately contribute to fostering cultural citizenship.
