Abstract Background Although schools have been identified as significant settings in the response to the HIV/AIDS pandemic, limited research is available on how they can accommodate Youth Living with HIV/AIDS (YLWHA), especially in resource limited countries. In this study, we explored strategies by school stakeholders (school staff, parents/caretakers, and students) in western Uganda to care for and support YLWHA in their schools. Methods The article utilizes data collected between May and October, 2019 from a qualitative inquiry based on focus group discussions and interviews with 88 school stakeholders purposively selected from 3 secondary schools in western Uganda. Textual data was analyzed thematically involving both inductive and deductive coding. Results We identified 7 overarching interrelated themes in which participants reported strategies to care for and support YLWHA: counselling and guidance; social support networks and linkages; knowledge and skills; anti-stigma and anti-discrimination measures; disclosure of HIV status; treatment and management of HIV/AIDS; and affirmative actions for YLWHA. Stakeholders’ strategies often differed regarding what was considered appropriate, the approach and who to take lead in supporting YLWHA. Conclusions Despite the limited care and support strategies specific for YLWHA currently available in schools, our study points to optimism and high potential given stakeholders’ identified avenues for improvement. We posit that promoting HIV/AIDS-care and support in schools is a gradual process requiring each school to develop a strong knowledge base about HIV/AIDS and support needs of YLWHA, develop a coherent and school-wide approach, and collaborate extensively with external stakeholders who are significant in supporting YLWHA.

Limited studies in East Africa and particularly in Uganda have been carried out to determine and map water use and demands. This study aimed at assessing the impact of management options on sustainable water allocation in environmentally sensitive catchments of Mubuku and Sebwe of Lake Edward-George basin in Western Uganda. We used hydro-meteorological data analysis techniques to quantify the available water. We applied Mike Hydro model to allocate water to the different ongoing developments in the catchment based on 2015 and 2040 water demand management scenarios. We used the Nile Basin Decision Support System to assess the sustainability of the different water management scenarios for sustainable water resources use. Reliability computation did not consider hydropower in this study. Results show that water available in 2015 was 60 MCM/YR and 365 MCM/YR for Sebwe and Mubuku, respectively and is projected to decrease by 15% and 11% by the year 2040 under climate scenario RCP8.5. We project water demand to rise by 64% for domestic, 44% for livestock, 400% for industry, 45% for hydro power and 66% for irrigation by 2040. Mubuku water demand is projected to increase from 5.2 MCM in 2015 to 10.7 MCM in 2040. Mubuku available water is projected to fall from 364.8 to 329.8 MCM per annum. Sebwe water demand is projected to increase from 9.7 MCM in 2015 to 22.2 MCM in 2040 and its available water is projected to fall from 60 to 52 MCM per annum by the year 2040 from 2015. Water managers ought to allocate water based on the reliable water allocation which prioritizes domestic and environmental water demands, allocates 90% of industrial demand, 70% of irrigation and 60% of livestock demand. We recommend institutionalizing this model to guide water allocation in the Mubuku-Sebwe sub catchments. Water users should employ more efficient water use techniques to achieve high reliability and sustainable water resources management.

Throughout much of the tropics, human-wildlife conflict impedes local support for national parks. By channelling tourism revenue to local residents, conservationists hope to offset wildlife costs and improve local attitudes toward conservation. To date tourism revenue-sharing (TRS) programmes have met mixed success. Local conditions and national policies that shape the success of TRS programmes were identified by comparing the experiences of both implementers and beneficiaries of pilot TRS programmes at three parks in western Uganda. Between 1995 and 1998, communities around these parks used a total of US $83 000 of tourism revenue to build 21 schools, four clinics, one bridge, and one road. In 1996, the Ugandan parliament passed legislation that changed both the amount of money available for TRS and the institutions responsible for sharing the money. The programme was suspended at all three parks while the implementing agency (Uganda Wildlife Authority) struggled to design a programme that complied with the new legislation. TRS funds collected before 1996 were shared through 1998, but since then no revenue has been shared. However, a revised TRS programme is expected to resume in 2001. In semi-structured interviews, both implementers and beneficiaries evaluated local TRS programmes and compared them to other benefit-sharing projects, particularly those promoting sustainable use of non-timber products within park boundaries (n = 44). Both groups of respondents listed revenue-sharing as the most important advantage of living next to a national park. Seventy-two per cent of respondents indicated that they thought TRS had improved attitudes towards the protected areas, and 53% thought TRS was more important then sustainable use of non-timber forest products. Although respondents were generally positive about TRS, in informal discussions respondents repeatedly mentioned four potential obstacles to TRS success, namely poorly defined TRS policies and unsteady implementing institutions, corruption, inadequate funds, and numerous stakeholders with differing priorities. From this survey and literature from experiences in other African countries, there are four key components of successful revenue-sharing programmes: long-term institutional support, appropriate identification of the target community and project type, transparency and accountability, and adequate funding. With firm institutional support and realistic expectations, TRS can play an important role in improving local attitudes towards conservation.
