‘Drug dogs unleashed’: An historical and political account of drug detection dogs for street-level policing of illicit drugs in New South Wales, Australia

This article provides an historical and descriptive account of the introduction and development of the use of drug detection dogs as a tool for street-level illicit drugs policing in one Australian jurisdiction, NSW. Within this account, the legal and political context in which drug detection dogs emerged and gained prominence is described. The introduction of drug detection dogs was contingent on the political imperatives at work throughout the 1990s in NSW, and the increased salience of both policing and illicit drugs issues at this time. In documenting the emergence of the use of drug detection dogs from the early 2000s, and the associated legal challenges and rapid legislative responses, the role of third sector organisations and the media in generating debate is notable. Debates concerning the dogs’ effectiveness emerged in the mid- to late-2000s, giving rise to anomalies between policy and evidence. The more recent legislative developments and public and political debate about drug detection dogs from 2012 to 2014 can be seen in light of this history. By taking a different view which situates decisions and events in their historical and political context, we begin to see the dynamic processes and contingency involved in the development and implementation of particular illicit drugs policing policies over time. As debate about drug detection dogs continues to play out, generating new insights into drugs policing policy processes is imperative.

The article analyses the discussion of cannabis regulation in the Estonian media. In the past five years, there has been a noticeable shift in discussion of drug policies in some Western countries and regions (the US, Canada, Latin America, etc.) from a punitive focus towards a more liberal approach. The Global Commission on Drug Policy recommends that countries put an end to civil and criminal penalties for drug use and possession. In this context, the article examines how the Estonian press has reacted to the situation. Which approach to cannabis (continuing to ban it vs. advocating legalisation) prevails in opinion pieces? What are the main arguments both for and against its legalisation? The media could play a prominent role in determining public opinion about illicit drugs and shaping relevant public policies. Hence, the author looks also at how the coverage has changed over time. A content analysis of 57 opinion articles, editorials, comments, interviews, and summaries of public speeches was carried out to study the political debate surrounding cannabis in 2009 and 2015, both years in which it was high on the media agenda. The content analysis was complemented by the method of close reading. The findings indicate that press coverage of cannabis has become more tolerant towards ‘softer’ drug policies. The chorus of ‘voices’ has become more complex, which reflects development of the drug-politics discourse. While the 2009 debate was launched by pro-legalisation lawyers and the discussion involved various professional experts (among them medical doctors, lawyers, and specialists in drug prevention), cannabis more often made headlines in 2015 because of work by civil activists, columnists, writers, etc. A strong dichotomy between traditional law-enforcement discourse and cannabis-legalisation and harm-reduction discourses has emerged. The author expresses the opinion that a shift in the global drug-policy debate alongside softened media coverage may pave the way for changes in the national drug policy.

Within just over one month of coming into operation in May 2014, the new Bail Act 2013 (NSW), a product of long-term law reform consideration, was reviewed and then amended after talk-back radio ‘shock jock’ and tabloid newspaper outcry over three cases. This article examines the media triggers, the main arguments of the review conducted by former New South Wales (NSW) Attorney General John Hatzistergos, and the amendments, with our analysis of the judicial interpretation of the Act thus far providing relevant background. We argue that the amendments are premature, unnecessary, create complexity and confusion, and, quite possibly, will have unintended consequences: in short, they are a mess. The whole process of reversal is an example of law and order politics driven by the shock jocks and tabloid media, the views of which, are based on fundamental misconceptions of the purpose of bail and its place in the criminal process, resulting in a conflation of accusation, guilt and punishment. Other consequences of the review and amendments process recognised in this article include the denigration of judicial expertise and lack of concern with evidence and process; the disproportionate influence of the shock jocks, tabloids and Police Association of NSW on policy formation; the practice of using retired politicians to produce ‘quick fix’ reviews; and the political failure to understand and defend fundamental legal principles that benefit us all and are central to the maintenance of a democratic society and the rule of law. The article concludes with some discussion of ways in which media and political debate might be conducted to produce more balanced outcomes.

Abstract Background Sudden public health restrictions can be difficult to comprehend for people with cognitive deficits. However, these are even more important for them to adhere to due to their increased levels of vulnerability, particularly to COVID-19. With a lack of previous evidence, we explored the understanding and changes in adherence to COVID-19 public health restrictions over time in people living with dementia (PLWD). Methods Unpaid carers and PLWD were interviewed over the phone in April 2020, shortly after the nationwide UK lockdown, with a proportion followed up from 24th June to 10th July. Participants were recruited via social care and third sector organisations across the UK, and via social media. Findings A total of 70 interviews (50 baseline, 20 follow-up) were completed with unpaid carers and PLWD. Five themes emerged: Confusion and limited comprehension; Frustration and burden; Putting oneself in danger; Adherence to restrictions in wider society; (Un) changed perceptions. Most carers reported limited to no understanding of the public health measures in PLWD, causing distress and frustration for both the carer and the PLWD. Due to the lack of understanding, some PLWD put themselves in dangerous situations without adhering to the restrictions. PLWD with cognitive capacity who participated understood the measures and adhered to these. Discussion In light of the new second wave of the pandemic, public health measures need to be simpler for PLWD to avoid unwilful non-adherence. Society also needs to be more adaptive to the needs of people with cognitive disabilities more widely, as blanket rules cause distress to the lives of those affected by dementia.

With increases in average temperature and rainfall predicted, more households are expected to be at risk of flooding in the UK by 2050. Data and technologies are increasingly playing a critical role across public-, private- and third-sector organisations. However, barriers and constraints exist across organisations and industries that limit the sharing of data. We examine the international context for data sharing and variations between data-rich and data-sparse countries. We find that local politics and organisational structures influence data sharing. We focus on the case study of the UK, and on geospatial and flood resilience data in particular. We use a series of semi-structured interviews to evaluate data sharing limitations, with particular reference to geospatial and flood resilience data. We identify barriers and constraints when sharing data between organisations. We find technological, security, privacy, cultural and commercial barriers across different use cases and data points. Finally, we provide three long-term recommendations to improve the overall accessibility to flood data and enhance outcomes for organisations and communities.

The social impact bond (SIB) is defined as a form of payment-by-results scheme combining governmental payments with private investments. This paper explores the motivations and implications of three third sector organisations (TSOs) participating in SIBs in Continental Europe. It offers an understanding of the involvement of TSOs in this type of scheme; and it shares insights about a context that is different from the United Kingdom and the United States – the Netherlands – which presents the opportunity to expand our knowledge about SIBs.

In this chapter, we explore how the changing politics of the third sector under austerity problematises minority women’s intersectional social justice claims in Scotland, England and France. We begin by exploring the ‘governable terrain’ of the third sector in each country since the 1990s. As the principle of a ‘welfare mix’ becomes normalised in each country, the reality of having different welfare providers vying for state contracts seems to prompt isomorphic changes whereby third sector organisations refashion themselves in the image of the private sector as a necessity for survival. We then move on to discuss the impact these changes in the third sector are having on minority women’s activism. We analyse how the idea of enterprise has become entrenched within these organisations and how an enterprise culture is problematically reshaping the ways in which organisations think about their mission, practices and programmes of work—especially in relation to minority women. We conclude with a discussion about what the marketisation of the third sector means for minority women. We argue that political racelessness is enacted through enterprise as minority women’s interests are de-politicised and de-prioritised through the transformation of the third sector.

ObjectivesIn 2012, Australia was the first country in the world to introduce plain or standardised tobacco packaging, coupled with larger graphic health warnings. This policy was fiercely opposed by industry. Media coverage can be an influential contributor to public debate, and both public health advocates and industry sought media coverage for their positions. The aim of this study was to measure the print media coverage of Australian’s plain packaging laws, from inception to roll-out, in major Australian newspapers.MethodsThis study monitored mainstream Australian print media (17 newspapers) coverage of the plain packaging policy debate and implementation, over a 7-year period from January 2008 to December 2014. Articles (n=701) were coded for article type, opinion slant and topic(s).DesignContent analysis.ResultsCoverage of plain packaging was low during preimplementation phase (2008–2009), increasing sharply in the lead into legislative processes and diminished substantially after implementation. Articles covered policy rationale, policy progress and industry arguments. Of the news articles, 96% were neutrally framed. Of the editorials, 55% were supportive, 28% were opposing, 12% were neutral and 5% were mixed.ConclusionsProtracted political debate, reflected in the media, led to an implementation delay of plain packaging. While Australian media provided comprehensive coverage of industry arguments, news coverage was largely neutral, whereas editorials were mostly supportive or neutral of the policy. Countries seeking to implement plain packaging of tobacco should not be deterred by the volume of news coverage, but should actively promote the evidence for plain packaging in the media to counteract the arguments of the tobacco industry.

Purpose – The purpose of this paper is to examine a range of issues and methods in relation to measuring the impact of volunteer labour on the design and delivery of all types of library services. With the increasing use of volunteers to deliver library and information services in all sectors, managers need to assess their effectiveness and evaluate the impact of their use in relation to operational service design and delivery, and on the development of the profession and professional practice as a whole. Presented here is an initial scoping study, outlining a range of issues, methods and challenges for more detailed future investigation. Design/methodology/approach – A number of methodological challenges and perspectives are identifiable. Contemporary libraries exhibit increasing similarities with Third Sector organisations, namely a complex stakeholder community, and increasing use of volunteers to supplement or replace services delivered by professional staff. Therefore, a starting point for the research is a systematic review and analysis of the methodologies developed by the Third Sector Research Centre, and those studies in the ESRC contemporary Developing Impact Evaluation strand. As a rich picture is required, both quantitative and qualitative approaches are necessary, with the overall study adopting a mixed methods approach. Findings – This paper reports the findings of the preliminary documentary analysis, literature review and scoping aspects of a large-scale study. Originality/value – Research undertaken to date (June 2014) has failed to identify any published systematic review and examination of these issues.
