Cultural Heritage on China’s 21st-century Maritime Silk Road

This article suggests that Chinese scholars in Guangdong, through historical work endorsed or sponsored by their government, justify the inclusion of Southeast Asian nations in the 21st-century Maritime Silk Road (MSR) initiative. In doing so, they seek to add the MSR to the United Nations Educational, Scientific and Cultural Organization’s (UNESCO) World Heritage List. By exploring how historians and officials adhere to the expectations of the Chinese state and UNESCO in highlighting Guangdong’s role in the 21st-century MSR initiative, the article examines the production of cultural heritage at the local level in contemporary China.

AbstractInterculturalism (IC) is presently discussed as a foundational basis for local public policy aimed at managing migration-related diversity within ethno-culturally plural societies, especially at the local level. Despite its increased saliency over the last decade, IC is neither theoretically new nor was it always intended for mere application in strictly city contexts of diversity. Rather, it has a global origin as a political basis for international relations and negotiations. In discussing these origins, this article has two main interrelated aims. Firstly, it provides an overview of the multi-scale approach of IC, with the purpose of disentangling analytically the different empirical bases where it can frame the diversity agenda. Secondly, it explores whether a lack of appreciation and awareness of this multi-scale orientation may affect IC’s capacity to address the challenges of diversity governance at the local level. Methodologically, the article will undertake a textual analysis of a select number of leading documents framing its practice within the broader policy literature produced by the four main institutions that have advocated the intercultural approach within a global agenda. These are the United Nations Educational, Scientific and Cultural Organization (UNESCO) and United Nations University, on one hand, and the European Union and the Council of Europe on the other. The main findings show us the importance of a multi-scale thinking in diversity and IC studies, to avoid contributing to greater confusion in its applications.

Abstract This article examines the process of text-based negotiations surrounding the documents of the 1972 Convention Concerning the Protection of the World Cultural and Natural Heritage. It focuses on revisions to the Operational Guidelines of the Convention and utilizes ethnographic observation and textual examination to show how alternative, and often the most controversial, proposals are silenced through the practice of consensus. It expands anthropological perspectives on the inner workings of intergovernmental institutions and adds to the literature on heritage regimes by providing examples from United Nations Educational, Scientific and Cultural Organization’s (UNESCO) most prestigious intergovernmental committee. Ultimately, the article enhances our understanding of the political tensions and practical limitations of policymaking within intergovernmental organizations in the United Nations, including UNESCO.

The “One Belt One Road” strategy is the abbreviation of “Silk Road Economic Belt” and “21st Century Maritime Silk Road.” In September and October of 2013, Chinese President Xi Jinping proposed to build the cooperation initiative of “New Silk Road Economic Belt” and “The 21st Century Maritime Silk Road.” President Xi Jinping projected to establish the “21st Century Maritime Silk Road” during his visit in Indonesia in October 2013. Finally, the National Development and Reform Commission, the Ministry of Foreign Affairs, and the Ministry of Commerce cooperatively issued the “Vision and Action for Promoting the Construction of the Silk Road Economic Belt and the 21st Century Maritime Silk Road” on March 28, 2015. The “One Belt One Road” countries were key areas of cooperation in the context of China's policy in communication, road connectivity, smooth trade, currency circulation, people's mutual understanding, strategic coordination to strengthen bilateral and multilateral teamwork, and corresponding development.

In today's competitive global environment, cities are striving to stand out and be attractive to investors, visitors, and residents. City branding is an important tool to differentiate the city from its competitors and to be preferred by visitors. Every city has its own characteristics resulting from its historical development, the influence of its geography, and its social, cultural, and economic past. Therefore, the tangible and intangible cultural heritage of cities is vital for their promotion and branding. This study aims to show the importance of their cultural heritage, which is the most fundamental feature to differentiate themselves from their competitors in city branding. It is emphasized that the cultural events organized in cities or the assets specific to cities, most of which are on the UNESCO World Heritage List, have a significant impact on city branding. In addition, the chapter explains the impact of digitalization, which is one of the most important developments of our time, on city branding and cultural heritage.
