The grow-your-own approach to teacher preparation: A conversation with Amaya Garcia

Amaya Garcia of New America talks with Kappan about grow-your-own programs, in which school districts partner with teacher preparation programs to recruit and prepare community members, often current students or school staff, to teach in local schools. A recent 50-state scan shows that there is a great deal of variety in how these programs are designed and implemented, and data on the effectiveness of these programs to address teacher shortages is still emerging. Garcia discusses some specific programs that appear especially promising.

Highly qualified teachers with strong STEM backgrounds are needed to teach children, particularly in high-need school districts. One university's teacher preparation program used a constructivist approach to build candidates' technological, pedagogical, and content knowledge to enhance their preparation to teach in classrooms where they are expected to utilize instructional technology effectively. Teacher preparation programs prepare candidates to a certain degree, however, beginning teachers continue to need support. This chapter reports on how prepared these new STEM teachers were to teach and the challenges they faced in high-need school districts. This chapter also discusses the instructional technology provided to these teachers from a federal grant to address some of these challenges. The chapter concludes that beginning STEM teachers benefit from induction supports that 1) provide university-based mentoring, 2) allow them to continue to use strategies and technologies they had access to during their teacher preparation program, and 3) continue to develop themselves as professionals.

Enrollment in teacher education programs has been in decline, and school districts are receiving fewer applications for open teaching positions. PDK CEO Josh Starr considers how to stem this decline by presenting teaching as just one part of a pathway into changing the world through education. Although many students enter teacher preparation programs because they envision themselves making a career in the classroom, others tend to be activists who are looking for a way to serve their community. Teacher preparation programs might be able to draw more of these activist students into the profession by treating the classroom as one step in a larger education profession.

We compare teacher preparation programs in Missouri based on the effectiveness of their graduates in the classroom. The differences in effectiveness between teachers from different preparation programs are much smaller than has been suggested in previous work. In fact, virtually all of the variation in teacher effectiveness comes from within-program differences between teachers. Prior research has overstated differences in teacher performance across preparation programs by failing to properly account for teacher sampling.

Educators struggle with “value-added” teacher evaluation models based on high-stakes student assessments. Despite validity and reliability threats, these models evaluate university-based teacher preparation programs (TPPs), and play a role in state and professional accreditation. This study reports a more rational value-added evaluation model linking student performance to teacher candidates’ lessons during Practicum and Student Teaching. Results indicate that K-12 students showed learning gains on these lessons, with mixed findings on comparisons of part-time to full-time internships, academic and functional lessons, and candidates’ grade point averages (GPAs). Results indicated that teacher candidates’ lessons are a viable value-added model (VAM) alternative for TPPs.
