Neither a Conscript Army nor an All-Volunteer Force: Emerging Recruiting Models

This article develops an analytical model of force composition that combines the advantages of conscription with those of an all-volunteer force. Using Israel as a hypothesis-generating case study, it argues that mandatory military service has undergone changes centered on five key organizing principles: selective conscription, early discharges, elongated lengths of service, forms of voluntary service and differing pay-scales, and other material and non-material incentives for conscripts. These principles are “grafted” onto conscription creating a hybrid, “volunteer-ized” model. The utility of the theoretical model lies in explaining how these principles facilitate mobilizing a needed number or recruits, providing an adequate level of military expertise, as well as maintaining the legitimacy of the armed forces by meeting domestic social, economic, and political expectations about its composition and the use of personnel at its disposal. The system is adaptive and flexible, as shown through the comparisons throughout the paper.

Povzetek Po drugi svetovni vojni so se oborožene sile ZDA popolnjevale z vpoklicem ali obveznim služenjem vojaškega roka za fante. Ta praksa se je končala leta 1973 z uvedbo prostovoljnega popolnjevanja (All-Volunteer Force – AVF). Uvedba AVF pa je prinesla več novih izzivov, vključno z ustreznim pridobivanjem in zadrževanjem vojaškega kadra. Sčasoma je bilo treba sprejeti več prosilcev, saj se je pridobivanje kadra zmanjšalo. Bilo je manj zainteresiranih in ustreznih prosilcev, od teh pa še manj tistih, ki so ustrezali standardom. Ob uvedbi sprememb v nacionalni obrambni politiki in zaradi sodelovanja ZDA v nedavnih bojnih operacijah večjega obsega je prišlo do pomanjkanja pripravljenosti na področju pridobivanja in zadrževanja kadra. Nezadovoljiva pripravljenost se je najbolj kazala v rezervni sestavi, na kar se v tem članku tudi osredotočamo. S pomočjo opisa teh dogodkov prikazujemo medsebojno povezanost med pridobivanjem in zadrževanjem kadra ter pripravljenostjo, pri čemer kažemo na potrebo po bolj preudarnem razmisleku o tem, kako se vsak izmed njih izvaja, še zlasti v okviru AVF. Teorija identitete ponuja načine za razumevanje in razvijanje takih vrst vojaškega kadra, ki je potreben za lažje pridobivanje, zadrževanje in pripravo kadra. Abstract After World War II “the draft”, or compulsory military service of young men, staffed U.S. forces. This practice ended in 1973 with the introduction of the All-Volunteer Force (AVF). However, staffing the AVF introduced several new challenges, including the adequate recruitment and retention of military personnel. Over time, more applicants had to be taken, as recruitment fell short. There were fewer interested and eligible applicants, and of these, even fewer who met the standards. A lack of readiness relating to both recruitment and retention became apparent as changes occurred in the national defense policy and the U.S.’s participation in recent large-scale combat operations. Inadequacies in readiness were most evident among the reserve forces – the focus of this paper. Through the description of these events, the inter-relationships between recruitment, retention, and readiness are demonstrated, pointing to the need for more deliberate thought with regard to how each is implemented, especially in the context of the AVF. Identity theory offers ways to understand and to develop the kinds of military personnel needed to better recruit, retain, and ready personnel. This article uses data from the National Longitudinal Survey of Youth to examine the relationship between service in the All Volunteer Force (AVF) military and educational attainment. Through the use of fixed-effects estimators, the author generated estimates of the effect of military service on the highest grade of school completed by men that are purged of the confounding effects of constant unmeasured household-specific and person-specific variables. He also implemented another series of controls for selectivity involving potential time-varying factors by comparing active-duty veterans to reserve-duty veterans and nonveterans who at some time indicated their intentions to enter the military. The results indicate that there is considerable diversity in the effect of military service among veterans according to such variables as education prior to service, score on the Armed Forces Qualification Test, branch of service, length of service, age at entry into the military, and race. Overall, however, veterans of the AVF receive less education than their civilian counterparts, and this educational gap tends to grow over time.

Research Question: This analysis arises from the decision of the current local council of Barcelona regarding the postponement of the sporting mega-event ‘World Roller Games’, due to a lack of a social and sportive implication in this event. This research tries to shed some light on the matter and give evidence to the local council to become the world capital of skating. The research question is to analyse whether non-economic impacts could be relevant enough to organise a mega-event.Research Methods: The methodology is based on the perception and experience of spectators and participants on four main impacts (social, economic, sports city image and sports practice) using a survey from a National Roller Skating Championship in Spain, considering that this profile of respondents have a better knowledge of the current situation of this sport.Results and Findings: There are positive expected future consequences of this mega-event to be held in Barcelona in social and sportive terms. We can also conclude that the local council must still introduce some social and sportive policies in the city in order to improve the chances of success in social, sports practice and sportive brand image development.Implications: It is demonstrated that a mega-event should not be seen purely from a perspective of business generation, especially with minority sports like roller skating. There is a clear opportunity to develop social and sportive practice initiatives that can push social cohesion throughout the city thanks to a mega-event such as this one.
