Proximities and the Intensity of Scientific Relations

Several types of proximity affect knowledge flows with different strength. Insufficient attention has been paid to the interrelations between such forms of proximity at the same time, each one assumed to facilitate the flow of goods, ideas, and spillovers on its own but not in relation to one another. Moreover, if decreasing returns have been conceptually attributed to proximity effects on the intensity of scientific cooperation and learning processes, empirical evidence about nonlinearities in different proximity effects has never been demonstrated. This article aims to fill these gaps. Results on all Nomenclature of Territorial Units for Statistics (NUTS2) regions of the 27 Countries of the European Union (EU27) point toward the existence and relevance of synergic effects between different types of proximity. In particular, while social proximity has a positive impact on scientific cooperation, with decreasing magnitude as spatial distance increases, results on cognitive and technological proximity suggest that some form of complementarity seems to exist with spatial distance. In fact, when spatial distance increases, in order to cooperate, regions must also be cognitively and technologically close.

Empirical evidence suggests an overall convergence in terms of GDP and per capita income occurring among the European Union (EU) Member States. Nevertheless, economic inequalities have been increasing at the regional level within European Union countries. Through the review of relevant literature, this study analyzes the increasing inequalities from an economical point of view, focusing on Italy and the UK as examples. First, a general overlook of the empirical evidence of the GDP and per capita income at national and sub-national levels will be presented. Second, an explanation of the possible causes of the results will be proposed through the use of economical and sociological theories. The findings of this research might uncover the relative inefficacy of EU Cohesion policies and point towards the necessity for deeper and more thoughtful measures to continue the convergence of Member States while preserving internal equilibria. This paper ends with discussions for the future directions of the EU.

The interplay among intergovernmental and supranational actors is a defining feature of the institutional life of the European Union (EU). Too often, however, these actors are considered independent of each other, and their autonomy is assessed in a vacuum. This is problematic because if there is such a thing as "endogenous preferences" in the EU, it appears exactly through this interdependence of intergovernmental and supranational actors. None of the institutionalist approaches to the EU has come to grips with this fact yet. Based on some very simple gametheoretic ideas, I offer in this article a rationale for "endogenous preferences" and discuss their impact on issues of delegations. Some cursory empirical evidence supports the claims that the preferences of supranational actors are related to those of the actors who select or appoint them. Similarly, the analyses presented here suggest that preferences over delegation to supranational actors are influenced by differences in policy views between principals and agents.

Despite the consensus that new firms have a significant economic and socioeconomic impact, there is very little empirical evidence to support this claim in the Pakistani context. In this paper, we start by looking at how new firm entry varies across districts in Punjab over time. We then look at how the establishment of different types of firms across these districts has affected district-level socioeconomic outcomes in the province. We find that firm entry has a positive impact on economic outcomes such as employment and enrollment, and that this impact can vary by the scale of the firms that enter.

This chapter discusses the special considerations that apply to identifying the relevant parties in competition litigation as well as the way that claimants may group together to commence collective proceedings. It first explains private actions in the High Court, with emphasis on the nature of claimant and defendant. It considers the category of claimant under Articles 101 and 102 of the Treaty on the Functioning of the European Union (TFEU) and under the Competition Act 1998, along with the concept of ‘undertaking’, parent companies, subsidiary companies, and sister companies in relation to the defendants. The chapter also examines representative actions in the High Court during group litigation, collective proceedings in the Competition Appeal Tribunal (CAT), and settlement of collective proceedings. Different types of collective settlement are highlighted.

This chapter explains the membership practices in international organizations (IOs). It focuses on criteria for membership, rights and obligations of membership, suspension, expulsion, and withdrawal. In addition to setting out the legal criteria in an international organization's constitutive treaty relating to membership, it also discusses how these criteria have been applied in practice and how decisions that are political in nature have been made within the established institutional and legal framework. The chapter focuses on three different types of IOs: the universal, represented by the United Nations (UN); the regional, such as the European Union (EU) and African Union (AU), where membership is restricted to countries from a particular geographic area; and the specialized agencies which, while fulfilling a limited and technical function, are often open to universal membership.

This article discusses how the right to free movement within the European Union is presented as a matter of obligation, a duty of the other EU member states, in the discourse of Romanian Presidents and Prime Ministers (2005–2015). An examination of speeches and other statements from these politicians illuminates Romanian political reactions during the period when Romania became an EU member state, and reflects perceptions of Europeanness and European agreements. These issues take on an additional contemporary significance in the context of the Brexit negotiations, and they also add to the broader debate on whether EU norms and obligations are seen as being both just and equally applied. By analysing different types of argumentative topoi, I examine the deontological (obligation-based) argumentation employed in the free movement context. Furthermore, I examine to what extent these arguments are invoked in support of the right to free movement and who this right applies to. I argue that for Romanian politicians, deontological free movement arguments are connected to other states’ compliance with European treaties and to demands for equal application of European rules without discrimination, or the delegation of responsibility to others. This manifested itself most frequently in the calls for the EU and its member states to do their duty by treating Romanians equally to other EU citizens.

Leadership in the European Union is an empirical phenomenon that has increasingly come to attract scholarly attention. While a call for leadership in the EU is often heard, not least in times of crisis, it is also accompanied with a general reluctance to centralize powers. This leadership paradox has historical roots and has resulted in a dispersed type of leadership governance at the EU level. Scholarly work varies from mainly descriptive accounts of leadership by particular individuals to more theory-testing approaches to leadership. The academic field of EU leadership studies contains variation along three primary dimensions: (1) how leadership is defined, (2) by which theories it is explained, and (3) through which empirical cases and approaches it is studied. First, there is a wide differentiation in the literature of how leadership is defined and approached as an object of study. Four leadership approaches can be distinguished in the literature, focusing on the role of individuals, an actor’s position, the process of leadership enactment, and the outcomes produced by leadership. Second, leadership in the EU has been theorized and explained in a variety of ways. Explaining leadership in the EU requires an understanding of what power resources different actors draw on, ranging from material to institutional and ideational powers. These sources often also translate into different types of leadership strategies. A substantial amount of research has departed from rational choice institutionalism, which highlights the importance of a formal position to exercise leadership. Sociological approaches have more recently attracted attention to conceptualize leadership as a social role based on the interaction between leaders and followers. Third, the empirical study of leadership in the EU encompasses a range of different approaches in terms of the type of actors studied, the issues covered, and the data and methods used. EU leadership studies include different types of leadership actors ranging from individuals to institutions, member states, and the EU itself as a global leadership actor. The empirical policy domains vary from issues relating to treaty amending processes, environment and climate policies, eurozone governance and crisis management, to foreign and security policy. Although comparative studies of leadership in the EU exist, the focus has predominantly been on single actors during particular policy processes. An increasing use of explicit comparative designs in the study of EU leadership could have the potential to further advance theory building in the scholarship of EU leadership.
