The organizational development literature has very largely ignored the role of trade unions, with the result that the traditional organizational change models are held to be unsuitable for analysing the establishment and maintenance of joint problem-solving structures. Accordingly in this article we draw on the mainstream industrial relations literature in order to develop a model which seeks to identify the relevant structural characteristics of plants that had voluntarily established joint health and safety commit tees. This model is tested by performing a multivariate analysis of data obtained from a survey of 970 establishments in the manufacturing sector in Britain.

This article examines the increasingly important issue of the role of statutory safety representatives and safety committees in helping to promote and protect the health, safety and welfare of the Australian workforce. It consists first of an examination of the development of statutory provision in this area in the United Kingdom, culminating in the passing of the Health and Safety at Work Act 1974 and the introduction of the far-reaching Safety Representatives and Safety Committees Regulations of 1977. It then describes and analyses the reception of these provisions, and the philosophy which underpins them, in Australia. Thirdly, it attempts to identify and discuss some of the more important legal and practical implications of this kind of statutory provision. There is reason to suppose that some of these issues have not been analysed in sufficient detail in either Britain or Australia, but overall it is clear that a properly structured system of statutory safety representatives/com mittees can play an important and constructive part in helping to promote a proper awareness of health and safety issues in this country.

Studies in several national jurisdictions have highlighted the limitations of joint health and safety committees and worker representatives in affecting change in working conditions. Using Canadian data, this article focuses on the argument that many health and safety committees and worker representatives have been captured or substantially controlled through the State’s promotion of an internal responsibility system framed around a technocratic partnership. The historical development of this framing is first understood within a political economic framework which highlights several major influences, followed by a field theory analysis which explains how these control relations are established by management within workplace settings.

A foundational understanding within education leadership literature is that education leaders are expected to guide reform efforts within school systems (e.g., Darling-Hammond, 2001; Evans, 1996; Fullan, 2001). This expectation mirrors organizational development literature that describes leaders as individuals who constructively institute change within their organizations (e.g., Northouse, 2004; Havelock & Zlotolow, 1995; Yukl & Lepsinger, 2005). Although leadership and change are portrayed as codependent and recursive phenomena within both educational and organizational development literature, no scholarship has linked change models with leadership theories (Herold, Fedor, Caldwell, & Liu, 2008). This article describes a multiple case study that explored the relationship between leadership behaviors and the change process through secondary school department chair stories of change. From the analysis of these stories of successful and unsuccessful change attempts, a clearer picture emerged that illustrates how leaders with little control over decisions implement change. Findings included distinct connections between CREATER change process stages (Havelock & Zlotolow, 1995) and specific leadership behaviors related to the Leadership Grid (Blake & McCanse, 1991; Yukl, Gordon, and Tabers, 2002), as well as change-leadership patterns that differentiate successful and unsuccessful change. Based on these findings, suggestions as to how education leaders should approach change attempts within their schools are discussed.

Results of studies that examine the relation between trade union presence and injury rates are often indeterminate and trade unions are sometimes apparently associated with danger not safety. The British WIRS data set has provided a unique resource whereby researchers may examine the relation between trade unions and injury rates as mediated through particular arrangements for health and safety. Yet here, too, most investigations have failed to find a negative relation. It is in this context that this article returns to the original data. Utilizing improved statistical techniques, it concludes that cases where trade unions have an input into health and safety committees and where there are representatives are to be preferred to those where there is no such trade union input or no representatives. It argues that considerable strengthening of regulatory provision is required on employee representation and consultation if health and safety is to be improved.

With the global financial crisis posing an ongoing threat to job security, more positive experiences of trade unions were often overshadowed in 2009. The passage and commencement of the Fair Work Act finally brought Work Choices to an end, or so it seemed until leadership change in the federal Liberal Party revived debate over individual contracts at the end of the year. The still difficult relationship between the unions and the Rudd federal government was in evidence throughout the year, and was underlined at the ACTU Congress. The return of Telstra and the major banks to the bargaining table with unions demonstrated a significant shift in the collective bargaining and industrial relations landscape in 2009. Occupational health and safety issues confronting unions included further developments concerning James Hardie and asbestos, workplace fatalities in the Pilbara and harmonization of occupational health and safety laws.
