Transparency in Spanish archive and library websites: A comparative study

Transparency is a principle that has attracted a good deal of international attention in recent years, especially in connection with combatting corruption and building open, participatory governments accountable to their citizens. Public libraries and archives are not only information suppliers, but also public bodies obliged to provide the citizenry with information about their own governance and activities. Those obligations are laid down in Spanish Act 19/2013 of 29 December on Transparency, Access to Public Information and Good Governance (Spanish initials LTAIPBG). This article describes the results of applying a transparency measuring tool, TransPa_BA, to 106 regionally administered national historic archives and national public libraries. The tool, in turn the result of a research project, includes 20 indicators to measure active public disclosure by public libraries and 22 by archives in keeping with the provisions of the aforementioned Act. The indicators and their respective parameters (visibility, content, form, accessibility, reusability, dating and currency) provide guidelines to enable these institutions to comply with transparency and accountability requirements by furnishing society in general and their stakeholders in particular with information on their activities and performance in key areas. Further to the findings, the target institutions have made hesitant attempts to enhance transparency with respect to earlier inquiries. Public libraries are observed to be more active than archives, although the transparency scores obtained are low due to the failure to provide information on some indicators as well as on parameters such as dating and reusability. Both types of institution have a long road ahead in the pursuit of greater transparency.

Growth, progress, and prosperity of any country depend highly on the corporate governance mechanism of that country. Good governance of a country helps it to sustainable growth and consistency in progress. The good governance should contribute towards the improvement in transparency, ethics, morality, and disclosure. The principles of good governance stand on honesty, trust, integrity, openness, and performance orientation. Our honorable Prime Minister Narendra bhai Modi had given the three E for good governance during his speech on Independence Day i.e. Effective Governance, Electronic Governance, and Ethical Governance. The fundamental concern of corporate governance mechanism is to ensure the protection of minority shareholders/owners of specific firms. Mechanism of a corporate governance specifies the relations among the shareholders, board of directors, and managers. The present paper is an attempt to evaluate the effectiveness of the board by calculating the corporate governance score. The mandatory and non-mandatory guidelines have been considered while assigning points to specific parameters of the corporate governance.

Information Public Disclosure is one of the regulation that has purpose to encourage good governance for public service and citizen participation in national development. The enactment of Act No.14/2008 (UU KIP) has been strengthen the mandate to enforce the necessity of information disclosure in actualizing transparency and accountability in resource management and budget uses. It also become the primary instrument to prevent corruption, monopolistic competition and information disputes. However, there are certain provinces has not yet established information committee nor when it will be as entrusted by the regulation. Meanwhile, the remedies in term of jail duration and fines, arguably, it could not create deterrent effect to the perpetrator. Furthermore, the concern from ministry and public institution also in question in regard their roles of responsibility, lack of cooperation and continuous support. Thus, human resource, technology infrastructure, public participation, supervision and socialization become crucial factor to increase the awareness and satisfaction towards this regulatory compliance. This study is a qualitative research to evaluate the implementation of this Act by observing its consideration, background, principles and relevant article verses as primary sources through content analysis based on number of legal experts.

One important element in public information disclosure is the Information Commission. the information commission has a function in conducting mediation and adjudication. The Cirebon Regency Regional Information Commission is one of the commissions authorized to resolve information disputes in Cirebon Regency. the important thing in carrying out its duties is the Cirebon Regency Regional Information Commission's performance. The performance will be related to human resource competencies. The formulation of research is the competence and performance of the Secretariat and the Regional Information Commission of Cirebon Regency in resolving information disputes. The purpose of the study was to determine the competence and performance of the Secretariat and the Regional Information Commission of Cirebon Regency in resolving information disputes. This study uses a quantitative approach. The research data was taken through a questionnaire with a total sampling method from the secretariat elements and commissioners. The results obtained that human resource competencies secretariat unit  and commissioner have very good competence in resolve information disputes. the performance of the secretariat and commissioners based on statistical calculations is stated to be very good.

This is an attempt to compare three different shunt configured RF MEMS switches which offers a choice for applications in satellite and antennas. Advanced RF communication domain demands for design and modeling of RF MEMS switch which provides extremely reduced pull-in voltage, better isolation, low insertion loss, and with greater reliability. The proposed work manages with comparison of design modeling and performance of three different shunt configured RF MEMS switches. The proposed shunt configured RF MEMS switches are designed with different dimensions with different meandering techniques with perforations on beam structure helps in reducing the amount of voltage required for actuation of switch which is known as pull-in voltage. Comparative study of three different RF MEMS switches which involves in conducting electromechanical analysis are carried out using COMSOL multi physics tool and electromagnetic analysis are carried out using HFSS tool. Moreover the comparative study involves in comparing the values of pull-in voltage, switching time and capacitance, stress, insertion loss, return loss and isolation of three different RF MEMS switches. Proposed first switch model derives pull-in voltage of 16.9v with the switching time of 1.2µs, isolation of 47.70 dB at 5GHz and insertion loss of 0.0865 dB and return loss of 41.55 dB. Proposed second switch model derives pull-in voltage of 18.5v with the switching time of 2.5µs, isolation of 37.20 dB at 8GHz and insertion loss of 0.1177 dB and return loss of 38.60 dB. Proposed third switch model delivers pull-in voltage of 18.75v with the switching time of 2.56µs, isolation of 44.1552 dB at 8GHz and insertion loss of 0.0985 dB and return loss of 42.1004 dB.
