ABSTRACTThe development of BUMDes in Indonesia occurred after the issuance of Law No. 4 of 2015. This development is not only judged by the units formed but the number of studies as well. The development of BUMDes research has occurred significantly, this brings new needs so that these developments can be communicated. Bibliometrics are used to communicate the development of a discipline for further research needs. This study aims to map the development of research related to BUMDes from 2015-2020. The summary of this research is expected to be the starting point for further research in BUMDes studies. The research method used is quasi qualitative with bibliometric analysis. The research data is in the form of articles collected from the crossref meta data from 2015-2020. Filtering articles using the keywords "bumdes" and "village owned enterprises" and journals must be indexed on SINTA or SCOPUS. The results of this study indicate that of the 223 articles collected, 105 articles have been indexed in SINTA and 2 research articles have been indexed by SCOPUS. Trends in accounting research topics (2015-2020) are finance and management, and the potential for further research is related to the study of effective governance for BUMDes.Keywords: Bibliometric; BUMDes; Research Opportunities; Research Trends; SINTA ABSTRAKPerkembangan BUMDes di Indonesia terjadi setelah dikeluarkannya UU No. 4 Tahun 2015. Perkembangan ini bukan hanya dinilai dari unit yang terbentuk melainkan jumlah penelitian juga. Perkembangan penelitian BUMDes terjadi secara signifikan, hal ini membawa kebutuhan baru agar perkembangan tersebut dapat dikomunikasikan. Bibliometrik digunakan untuk mengkomunikasikan perkembangan suatu disiplin ilmu untuk kebutuhan penelitian selanjutnya. Penelitian ini bertujuan untuk  memetakan perkembangan penelitian terkait dengan BUMDes dari tahun 2015-2020. Rangkuman penlitian ini diharapkan dapat menjadi pijakan awal untuk penelitian selanjutnya dalam kajian BUMDes. Metode penelitian yang digunakan yaitu kuasi kualitatif dengan analisis bibliometrik. Data penelitian berupa artikel yang dikumpulkan dari meta data Crossref dalam kurun waktu 2015-2020. Penyaringan artikel menggunakan keyword “bumdes” dan “village owned enterprice” serta jurnal harus terindeks di SINTA atau SCOPUS. Hasil dari penelitian ini menunjukan dari 223 artikel yang dikumpulkan terdapat 105 artikel yang sudah terindeks di SINTA dan 2 artikel penelitian terindeks SCOPUS. Tren topik penelitian akuntansi (2015-2020) adalah keuangan dan manajemen, dan potensi penelitian selanjutnya terkait dengan kajian tata kelola yang efektif untuk BUMDesKata kunci : Bibliometrik; BUMDes; Peluang Riset; SINTA; Tren Penelitian

In using King IV municipal supplement as a conceptual framework, this paper critically analyses the King IV supplement implementation and control system within the municipal sector. For the municipality to be trusted and accountable to the public, it needs to implement effective governance processes. The observance of municipal governance implementation framework poses a significant challenge for the municipalities. The prevalence of unsuccessful provision of essential services and unsuccessful audit is an indication of the failure by municipal boards that are charged with the implementation of effective governance practices. It is further indicative of the municipal board not to understanding their governance roles fully. The advent of King IV municipal supplement will give more impetus to the implementation of governance framework and effective control processes. The municipal supplement will serve as a guide to proper governance in the municipality and will push for all municipal stakeholders to be involved in the governance of the municipality. The implementation of the King IV municipal supplement will enable the municipality to fulfil the constitutional mandate and deliver on the essential services. It has also become evident that good governance in the municipality is beneficial for stakeholders as a well-governed organization inspires the confidence of the stakeholders and lowers the cost of its operations. Even though King IV is not law, the governance outcome that it can achieve are laudable. The adoption and implementation King IV code municipal supplements practices will become the criteria by which the required standard of care and appropriate standard of conduct of the council can measured.

AbstractGovernments have developed and implemented various policies and interventions to fight the COVID-19 pandemic. COVID-19 vaccines are now being produced and distributed globally. This study investigated the role of good governance and government effectiveness indicators in the acquisition and administration of COVID-19 vaccines at the population level. Data on six World Bank good governance indicators for 172 countries for 2019 and machine-learning methods (K-Means Method and Principal Component Analysis) were used to cluster countries based on these indicators and COVID-19 vaccination rates. XGBoost was used to classify countries based on their vaccination status and identify the relative contribution of each governance indicator to the vaccination rollout in each country. Countries with the highest COVID-19 vaccination rates (e.g., Israel, United Arab Emirates, United States) also have higher effective governance indicators. Regulatory Quality is the most important indicator in predicting COVID-19 vaccination status in a country, followed by Voice and Accountability, and Government Effectiveness. Our findings suggest that coordinated global efforts led by the World Health Organization and wealthier nations may be necessary to assist in the supply and distribution of vaccines to those countries that have less effective governance.

Abstract The Chinese Communist Party's (CCP) ideology, rooted in its foundational struggles, explicitly denounces “bureaucratism” (guanliaozhuyi) as an intrinsic ailment of bureaucracy. Yet while the revolutionary Party has blasted bureaucratism, its revolutionary regime has had to find a way to coexist with bureaucracy, which is a requisite for effective governance. An anti-bureaucratic ghost thus dwells in the machinery of China's bureaucratic state. We analyse the CCP's anti-bureaucratism through two steps. First, we perform a historical analysis of the Party's anti-bureaucratic ideology, teasing out its substance and emphasizing its roots in and departures from European Marxism and Leninism. Second, we trace both the continuity and evolution in the Party's anti-bureaucratic rhetoric, taking an interactive approach that combines close reading with computational analysis of the entire corpus of the People's Daily (1947–2020). We find striking endurance as well as subtle shifts in the substance of the CCP's anti-bureaucratic ideology. We show that bureaucratism is an umbrella term that expresses the revolutionary Party's anxiety about losing its popular legitimacy. Yet the substance of the Party's concern evolved from commandism and revisionism under Mao, to corruption and formalism during reform. The Party's ongoing critiques of bureaucratism and formalism unfold in parallel fashion with its efforts to standardize, regularize and institutionalize the state.

COVID-19 has had a severe impact on human health, as well as in social and economic terms, with implications for the management and governance of the water and sanitation sector. These implications are evident in Latin America and the Caribbean due to existing challenges the region faces in accessing water and sanitation services. In spite of significant advances, around 65 million people in the LAC region currently lack appropriate access to water and soap to wash their hands—one of the most basic measures to prevent the spread of disease. Furthermore, social and economic vulnerabilities have exacerbated the effects of the pandemic in the region, particularly among those living in poverty. The COVID-19 pandemic thus requires the mobilization of frameworks such as the human rights to water and sanitation, specifically considering the region’s realities. This paper provides a review of some of the challenges currently faced in the region and advances a series of recommendations for enhancing access to water, sanitation and hygiene. The importance of effective governance, management and communication strategies in the water provisioning sector is highlighted in the context of the pandemic, and the role of science and research for adequate decision making is emphasized.

The article overviews that international organizations play an important role in managing and reforming the security sector. These organizations provide expertise, advice, and knowledge enhancements on security issues; Trainings on financial capacity building issues; Programs and projects on important topics such as technical skills development, security sector management, oversight and conscientiousness. In recent times, a number of studies have been devoted to the prospects of NATO-Georgia relations and its deepening. There are always conversations about the reasons why Georgia needs to join Euro-Atlantic Alliance. However, in this regard, Georgia first needs to give NATO member states some important reasons why they would benefit from Georgia's membership in Euro-Atlantic Alliance. The main reason for this may be the fact that without a secure and stable Black Sea region, the security and stability of Europe is inconceivable. According to the author of the article, the process of rapprochement and eventual accession to NATO, in addition to guaranteeing security, promotes and improves the institutional framework of the economy, the rule of law, effective governance systems, corporate security, and the reduction of uncertainty and externalities, which, in turn, provides stability, reduces political risk, facilitates foreign direct investment and trade. Consequently, liberalizing the country's economy and shifting to market principles reduces social pressures, ensures increased prosperity and the accumulation of wealth. As a result, society becomes more protected and less vulnerable when it comes to various types of external and internal shocks.

Problems in the governance process are often caused by incorrect personnel policy and consist of different segments. Mobbing – is a tendency that is still neglected and it is not often mentioned. It is very significant to identify and timely eliminate the causes of mobbing among public servants in Georgian public institutions in order to administer the institution properly, and also to embark effectively on a career development path. Negative interactions between co-workers in public institutions and challenges within the team greatly affect not only the productivity and quality of work, but also the motivation and success of public servants. To make quality improvement and focus on the enhancement in the labor process is the main factor that is spent on aggression and dealing with the controversies within employees. The article depicts the factors that cause mobbing and how this is related to the organizational culture, career advancement and success of employees in the labour teams of Georgian public institutions. Besides, how the current situation impacts on the management process
