Paradigms in EU social policy: a critical account of Europe 2020

This article offers a critical account of the ‘social’ in the Europe 2020 strategy, focusing on the new poverty target and the European Platform against Poverty and Social Exclusion. The article reaches three main conclusions. First, while poverty is given a prominent place in the strategy and the recourse to targets is intended to harden up Member State and EU coordination in the field, the poverty target is loose and risks being rendered ineffective as an EU-wide target. Secondly, the social goals and philosophy of Europe 2020 are under-elaborated. While it is important that the poverty-related measures are treated on a similar basis to the other elements of Europe 2020, it is not made clear how growth will bring about the planned reduction in poverty. ‘Inclusive growth’ has little meaning in itself. This leads to the third conclusion which is that Europe 2020 lacks a coherent model of social development. Philosophically, it draws mainly from social investment and liberal approaches, neither of which has a strong orientation to addressing poverty.

The aim of this article is to provide a critical account for the ontological consequences of “new materialism” in sociology. The author explicates the context of the emergence of “new materialism”. In juxtaposition of materialism in mainstream sociology and social constructivism, “new materialism” significantly extends the sphere of materialistic analysis. It looks at the matter not as a pure container of the form, a pure passivity, but is rewarded with the features of energetism, vitalism and generative capacities. The author discloses the content of “new materialism” through reference to its three requirements: the processuality, eventfulness of the material world; the single nature-culture continuum; the extension of the capacity to act to non-human objects. In sum, all these requirements provide presuppositions for the “flat ontology” of assemblages that is opposed to mainstream sociology. The latter, with its principles of essentialism, reductionism and deontology of objects, postulates the existence of autonomous and self-sufficient sociality. In contrast, in new materialistic ontology none of the substances can be taken as an essence of the social, which entails the affirmation of the heterogeneity and multiplicity of the social. Heterogeneous assemblages appear as a primary ontological unit. Erosion of the social, its ontological devaluation as a separate sphere of reality, leads to the fact that notions of the social and social ontology become problematic. The article reveals ontological dead ends in the identification of assemblages and in the description of their social and materialistic content. The possibility of assemblage identification shows that ontologization of multiplicity can be only a new version of essentialism. The argument of the article is that there are three interpretations of assemblages, distinguished in terms of their material and social content. The first one allows the existence of matter out of social forms, but denies the possibility of its cognition and thus restores the dualism of matter-in-itself and matter-for-ourselves, of nature and society. The second one denies the existence of matter out of social forms, but thus becomes anthropocentric, which contradicts to the initial requirements of “new materialism”. The third interpretation is based on the idea of the independence of matter from social forms, but in such a version “new materialism” does not differ from mainstream sociology. The ontological dead ends of the “new materialism” bare the alternative between the disciplinary and post-disciplinary identities of sociology in the situation of a dynamic and relational social reality.

This article highlights the evolutionary trend of the associations and foundations in Romania in 1997 – 2015 period of time. We know that the NPO's activities come to cover the people's needs which cannot be supported by the state or by the private sector. More precisely, the major roles of the NPO sector are: supporting disadvantaged groups and the social causes, sustaining the role of "watchdog", and promoting the advocacy and public policy expertise. For this reason, we propose an econometric model that will be applied to establish the link between the number of the association and foundations, poverty rate, unemployment rate and the average monthly expenditure per household. We consider that the last three factors are relevant to the country’s social economy and, at the same time, they represent the main objectives of the EUROPE 2020 Strategy - a strategy for smart, sustainable and inclusive growth. The study is based on numerical data collected over a period of 12 years from 2003 to 2014. For the econometric model, we use IBM SPSS 22 software, in analyzing the collected data. After processing the data we will find a positive and significant relation between the number of associations and foundations (AF), the average monthly expenditure per household and the poverty rate. At the same time, we will find an insignificant relation between the number of associations and foundations and the unemployment rate.

Abstract This article inspects discursive shifts in the EU’s cultural policy and how these relate to the four ‘generations’ of EU cultural programmes: Raphaël, Ariane, Kaleidoscope; Culture 2000; Culture 2007; and the current Creative Europe programme. This paper therefore accounts for a ‘discursive journey’ that started in the 1970s and culminated with Article 128 in the Maastricht Treaty, which formally constituted the EU’s cultural policy. The article reveals that there can be detected certain shifts in discourses concerning the EU’s cultural programmes, but these shifts are aligned to older discourses within the cultural sector which, prior to the Maastricht Treaty, applied implicit cultural interventions. These therefore represented ‘camouflaged’ cultural understanding and appliances, which were instrumental and promoted economically and politically induced discourses. The major shift detected in the recent Creative Europe programme is a step away from discourses that facilitate the political construction of a ‘people’s Europe’, thereby utilising further discourses that promote aims which adhere to the Union’s Europe 2020 Strategy for smart, sustainable and inclusive growth.

This study proposes construction of a synthetic indicator to measure progress toward the objective of economic and social cohesion among the regions of Spain, Greece, Ireland and Portugal within the framework of European Community Regional Policy and the spatial disparities among these countries. Our aim is to integrate, in a single indicator, a large number of variables defined by the European Commission to monitor improvements in regional development, classified according to the objectives of the Europe 2020 Strategy to promote smart, sustainable and inclusive growth. To achieve this goal, we use the Pena distance method for the year 2013.

In European Union, human capital along with its basic expression education has been placed high on the policy agenda. This chapter aims to analyze the human capital in Greece, in order to provide an integrated overview on how well Greece is operating its human capital and education targets, under the terms of Europe 2020 strategy. Consequently, the achievement of the relevant ethnic targets is vital, for having a “smart, sustainable, inclusive growth” in Greece.

Within the welfare state literature, critics of social investment have argued that its economic logic replaces ‘social’ considerations (for example, focused on rights/needs) and that this could reinforce the marginalisation of vulnerable populations, as they are unattractive ‘human capital’. Against this background, this article focuses on the counterintuitive case of the social investment approach to homelessness promoted by the European Commission. Through the comparison with previous EU initiatives in the homelessness field, the analysis reveals that while social investment partially replaces values-based logics with the economic rationale, it involves the same ‘solutions’ as values-oriented approaches, that is, preventing/combating homelessness can be justified interchangeably following an ‘economic’ or a ‘social’ logic. To explain this paradoxical result, the article draws from the political economy literature, which shows how disadvantage can be transformed into an investment object. Overall, this study suggests understanding social investment as a paradigm that attempts to promote the ‘social’ through its economisation.
