In an age where all major manufacturers are trying to get a better understanding of when an emergency response should be triggered, it becomes imperative to learn how humans respond to emergency events. If one can understand driver behavior, systems can be designed around the user to either assist drivers where they fail to perform well or completely eliminate them from the accident avoidance maneuver. In this study, 169 crash and near crash events from the SHRP2 dataset were analyzed. The response behavior of drivers was measured in events where the through drivers’ path was intruded upon by another vehicle perpendicular to its path. Overall, drivers responded significantly faster when the other vehicle failed to stop, and at intersection locations.

Two-lane rural roadways generate a disproportionate number of fatal and serious injury crashes. Many safety measures to date have reduced crash severity. As roadway design guides have evolved, they have incorporated changes that address safety needs. Advanced vehicle designs have incorporated features that protect occupants. Regulations have addressed risky driver behavior. Technological improvements have reduced emergency response times and transport times to trauma centers. To mitigate rural roadway departure issues, the engineering, education, enforcement, and emergency response (4E) approach has recently been implemented by some highway transportation agencies. Including nonengineering mitigation measures along with engineering mitigations, such as improved roadway and roadside design, and maintenance practices has had positive effects on rural roadway departure crashes. Improved vehicle designs have had positive effects on severity. Improved emergency response has had positive effects on survival rate. Education and enforcement efforts have had positive effects on driver behavior. The Moving Ahead for Progress in the 21st Century Act emphasizes an application of the 4E approach with full flexibility in the use of Highway Safety Improvement Program and Highway Safety Program funds. This paper advances a holistic analytical approach by coordinating the use of the 4Es and identifies the need for research to support and validate the proposed optimization approach. A data-driven model is presented for optimizing the allocation of 4E resources at the program level to address rural roadway departure crash issues. The same model can be applied at the project level.

When do causal attribution and counterfactual thinking facilitate one another, and when do the two responses overlap? Undergraduates (N = 78) both explained and undid, in each of two orders, events that were described either with their potential causes or not. The time to perform either response was recorded. Overall, mutation response times were shorter when performed after an attribution was made than before, while attribution response times did not vary as a consequence of sequence. Depending on whether the causes of the target events were described in the scenario or not, respondents undid the actor and assigned causality to another antecedent, or pointed to the actor for both responses. These findings suggest that counterfactual mutation is most likely to be facilitated by attribution, and that mutation and attribution responses are most likely to overlap when no information about potential causes of the event is provided.

ABSTRACTOne of the most striking facts about exchange errors in speech is that open class items are exchanged, but closed class items are not. This article argues that a pattern analogous to that in speech errors also appears in intrasentential code-switching. Intrasentential code-switching is the alternating use of two languages in a sentence by bilinguals. Studies of the spontaneous conversation of bilinguals have supported the claim that open class items may be codeswitched, but closed class items may not. This claim was tested by two sentence repetition experiments, one with Japanese/English bilinguals and the other with Spanish/English bilinguals. The results show that the switching of closed class items caused significantly longer response times and more errors than the switching of open class items.

Purpose The purpose of this paper is twofold: first, to identify occupational groups who can act as semi-professional first responders, in order to shorten the response times to frequent emergencies, and second, to identify related opportunities, challenges and needs of training, emergency supplies and information technology (IT) support. Design/methodology/approach A case study approach was taken, combining future workshops, focus groups and an exercise. Network governance was used as an analytical lens. Findings The identified potential groups are security guards, home care personnel, fire services day personnel and facility service personnel. The results show that semi-professionals have a large potential to complement professional resources by carrying out first response or supportive actions vital to the emergency, partly by using already existing cars and equipment. The identified needs include additional basic equipment such as fire extinguishers and first-aid kits, training in basic firefighting, first aid and risk assessment, as well as mobile phone application-based IT support to manage alarms. The major challenges are organisational, economic and juridical, including ambiguities in responsibilities and related insurances. The analysis recognises the new collaboration as a hybrid form of hierarchical government and network governance. Social implications The study suggests that using semi-professional resources can be one of many innovative solutions to recent public sector challenges that have put a huge strain on professional emergency response organisations. Originality/value The study provides a novel view of using semi-professional resources in emergency response, based on the joint perspectives of various occupational groups, and the fire services.

Emergency events affect human security and safety as well as the integrity of the local infrastructure. Emergency response officials are required to make decisions using limited information and time. During emergency events, people post updates to social media networks, such as tweets, containing information about their status, help requests, incident reports, and other useful information. In this research project, the Latent Dirichlet Allocation (LDA) model is used to automatically classify incident-related tweets and incident types using Twitter data. Unlike the previous social media information models proposed in the related literature, the LDA is an unsupervised learning model which can be utilized directly without prior knowledge and preparation for data in order to save time during emergencies. Twitter data including messages and geolocation information during two recent events in New York City, the Chelsea explosion and Hurricane Sandy, are used as two case studies to test the accuracy of the LDA model for extracting incident-related tweets and labeling them by incident type. Results showed that the model could extract emergency events and classify them for both small and large-scale events, and the model’s hyper-parameters can be shared in a similar language environment to save model training time. Furthermore, the list of keywords generated by the model can be used as prior knowledge for emergency event classification and training of supervised classification models such as support vector machine and recurrent neural network.

A review of: Shachaf, Pnina, and Sarah Horowitz. "Are Virtual Reference Services Color Blind?" Library & Information Science Research 28.4 (Sept. 2006): 501-20. Abstract Objective – To examine whether librarians provide equitable virtual reference services to diverse user groups. Design – Unobtrusive method of defined scenarios submitted via e-mail. Setting – Twenty-three Association of Research Libraries (ARL) member libraries from across the United States. All ARL member libraries were invited to participate, with the 23 acceptances providing 19% participation. Subjects – Anonymous librarians from the 23 participating libraries’ virtual e-mail reference services. Up to 6 librarians from each library may have been involved. Six fictitious personas were developed to represent particular ethnic or religious groups, whereby the ethnic or religious affiliation was only indicated by the name chosen for each user and the corresponding e-mail address. Names were selected from lists of names or baby names available online: Latoya Johnson (African-American), Rosa Manuz (Hispanic), Chang Su (Asian - Chinese), Mary Anderson (Caucasian/Christian), Ahmed Ibrahim (Muslim), and Moshe Cohen (Caucasian/Jewish). These personas were used to submit reference queries via e-mail to the virtual reference services taking part in the study. Methods – Five different types of reference queries were developed for use in this study. Three were based on prior published research as they were deemed to be answerable by the majority of libraries. They included a dissertation query, a sports team query, and a population query all designed to be tailored to the target institution. The other 2 queries were developed with participating institutions’ virtual reference guidelines in mind, and were thought to not be answered by the target institutions when submitted by unaffiliated users. They consisted of a subject query on a special collection topic that asked for copies of relevant articles to be sent out, and an article query requesting that a copy of a specific article be e-mailed to the patron. The study was conducted over a 6 week period beginning the second week of September, 2005. Each week, 1 fictitious persona was used to e-mail a reference query to the virtual reference service of each of the 23 participating institutions. Five of each type of query were sent by each persona. During September and October 2005, a total of 138 queries were sent. Each institution received a different query for each of the first 5 weeks, and in the sixth week they received a repeat of a previous request with details of title or years altered. All other text in every request sent was kept consistent. Each institution only received 1 request from each persona during the study. In order to eliminate any study bias caused by an informed decision regarding the order in which personas were used, they were randomly arranged (alphabetically by surname). Furthermore, to avoid suspicions from responding librarians, queries were e-mailed on different days of the week at different times. This created some limitations in interpretating response times as some queries were submitted on weekends. All queries were analysed by Nvivo software in order to identify attributes and patterns to aid qualitative analysis. Each transaction (a single query and any related responses) was classified according to 12 attributes and 59 categories based on various associations’ digital reference guidelines. Transactions were coded and then 10% re-coded by a different coder. This led to the clarification and refinement of the coding scheme, resulting in the number of categories used being reduced to 23. Coding was then performed in 3 iterations until 90% agreement between the 2 coders was reached. The final inter-coder reliability was 92%. The study did not support cross tabulation among user groups on most content categories due to the small sample size. Main results – Response times varied greatly between users. Moshe (Caucasian/Jewish) received an average turn-around of less than a day. At the other end of the spectrum, Ahmed’s (Muslim) responses took an average of 3.5 days. Both Ahmed and Latoya (African-American) sent queries which took over 18 days to receive a response. The length (number of words) of replies also indicated a differing level of service with Mary (Caucasian/Christian) and Moshe receiving far lengthier responses than the other 4 personas. Number of replies (including automatic replies) was examined in comparison with the number of replies which answered the question, and again indicated Mary and Moshe were receiving a better level of service. The way in which the user was addressed by the librarian was examined as another measure of service, i.e. first name, full name, honorific. This again mirrored the low level of service received by Ahmed. The professional endings used by librarians in their replies also reinforced the high quality of service received by Moshe across other categories. Results for Rosa (Latino) and Chang (Asian - Chinese) were average for most categories presented. Conclusion – In this study, a discriminatory pattern was clearly evident, with the African-American and Muslim users receiving poor levels of service from virtual reference librarians across all dimensions of quality evaluated. The Caucasian (Christian and Jewish) users also noticeably received the best level of service. It is noted, however, that the sample size of the study is not large enough for generalisations to be drawn and that future, more statistically significant studies are warranted. Many other questions are raised by the study for possible future research into racism exhibited by library staff and services.

RESUMENEl diseño visual de los cuestionarios puede afectar a la calidad de los datos obtenidos, especialmente cuando se formulan preguntas abiertas donde los encuestados responden con sus propias palabras. En este trabajo se analizan los efectos de manipular el tamaño del espacio proporcionado para la respuesta en un conjunto de preguntas abiertas incluidas en un cuestionario auto-administrado sobre opiniones hacia la administración de justicia en España. Para ello se recurrió a un experimento split-ballot, dividiendo la muestra (N = 100) en dos mitades equivalentes que recibieron dos cuestionarios con el mismo contenido, pero con diferentes tamaños de campo de respuesta (pequeño y grande) en 16 preguntas abiertas. Los resultados muestran que los participantes que recibieron campos de texto grandes escribieron un mayor número de palabras en sus respuestas. Sin embargo, la manipulación en el campo de texto no influyó en 1) el número de temas abordados; ni en 2) el tiempo empleado para cumplimentar los cuestionarios. For this, a split-ballot experiment was conducted dividing the sample (N = 100) into two equivalent halves. One half received questionnaires with small box sizes for the answers to the 16 open-ended questions while the other half received questionnaires with larger box sizes. The content on the questionnaires was the same. The results showed that those participants who received larger text boxes provided longer answers. However, manipulation of the text box did not influence 1) the number of issues addressed; or 2) response times. The results and their implications for questionnaire design are discussed.

AbstractIn this study, we sought to examine the effect of pain on memory. Subjects heard a series of words and made categorization decisions in two different contexts. One context included painful shocks administered just after presentation of some of the words; the other context involved no shocks. For the context that included painful stimulations, every other word was followed by a shock and subjects were informed to expect this pattern. Word lists were repeated three times within each context in randomized order, with different category judgments but consistent pain-word pairings. After a brief delay, recognition memory was assessed. Non-pain words from the pain context were less strongly encoded than non-pain words from the completely pain-free context. An important accompanying finding is that response times to repeated experimental items were slower for non-pain words from the pain context, compared to non-pain words from the completely pain-free context. This demonstrates that the effect of pain on memory may generalize to non-pain items experienced in the same experimental context.

SynopsisDifferences in response criterion and sensory sensitivity to visual flicker among major depressive patients, dysthymic patients, and normal controls were investigated. Also, signal detection confidence ratings and response times were compared. The results indicated that major depressive patients responded more conservatively (i.e. were less willing to respond ‘flicker’) than either of the other groups. The groups did not differ significantly on a criterion free measure of flicker sensitivity. The major conclusions are: (1) previously reported visual flicker differences between depressed patients and normal controls were probably due to the more conservative response criterion of the patients and not to flicker sensitivity differences between groups; and (2) confidence ratings and response times yield similar conclusions with respect to visual flicker sensitivity and response criterion. Therefore, interpretations concerning a sensory or perceptual deficit in depression must take into account the differences in response criterion between depressed patients and normal controls.
