Historical Antecedents as Precedents for Nanotechnology Vocational Education Training and Workforce Development

In an attempt to inform how to approach nanotechnology vocational education training (nanoVET), this article briefly discusses the history of the development of vocational education training (VET) in the United States during the past century. The history of nanotechnology development and the current advances in this emerging field are discussed in the context of workforce development and the challenges it poses to human resource development (HRD) professionals. Concerned with the lack of educators and educational policy experts in the dialogue on nanotechnology and the need for multi-, trans-, and inter-disciplinary employability skills curricula for nanotechnology, this article argues for a different approach to VET that endorses the democratic ideals proposed by Dewey, in preparing students for challenges in nanotechnology careers. The article argues that the multi-, trans-, and inter-disciplinary nature of nanotechnology require that nanoVET should be guided by history and be modeled within the comprehensive democratic approach advanced by Dewey. The article concludes with a discussion on the implications for HRD practice, research, and theory.

Mauriac, and probably several thousand other Frenchmen, have remarked that what worried them most about the United States and Russia was not the respects in which these countries differed but rather that they were fundamentally so much alike. If Mauriac had studied the history of the land-grant colleges and universities, he might have concluded that they were both the most Russian-like and the most thoroughly American sector of our education. Where else could one find schools so materialistically oriented or so (almost) successfully Jacksonian? To look at their history and their impact on American economic life over the past century is to examine a roaringly optimistic and an almost frighteningly successful endeavor to create the men—and the women—for a mass economy.

Franz Rosenthal (1914-2003), one of the outstanding scholars of Semitic languages, Arabic and Islamic history of the past century, has described himself as an Orientalist, whose task is “to look beyond the culture in which one is rooted to other cultures whatever their geographical location with respect to Europe, in order to learn about and understand them and to try to spread the knowledge thus acquired”. This simple-sounding approach is qualified by a vast knowledge of the appropriate literary sources and a keen sense for the truly significant topic that characterize all of Rosenthal’s works. His memoir discusses these aspects, as well as the profile and outlook of Near Eastern Studies, particularly in relation to neighboring disciplines, and the roles of philology and language teaching. What is at least as interesting as this discussion is an autobiographical account of Rosenthal’s family, his school and university years in Berlin, of his emigration to the United States, and his career up to his arrival at Yale University – a memoir which illuminates his work and his convictions and which tells a story of “cruelly turbulent times” that changed the lives of many scholars and opened up new ways of scholarship.

My dissertation traces the invention and development of a new form of banking, body banking. Today, the body bank as an institution that collects, stores, processes, and distributes a human body product is a taken-for-granted aspect of medicine in the United States. We donate to blood banks, we cherish sperm bank babies, and we contemplate many sorts of banks, including cord blood banks, gene banks, and egg banks. Such institutions have existed for the past century in the metaphorical shadow of financial banks, and like those better-studied banks have stirred considerable controversy. The driving question behind my dissertation is simply, why banks? How did we come to use “bank” to apply to bodies as well as to dollars? More intriguingly, what does this analogy show us and what is it hiding?

Historical interpretation is subject to change, a process often described as revisionism. This chapter distinguishes between a basic form of revisionism that changes or erases the past with no respect for evidence and a “historical revisionism” that has developed over the past century to build on, revise, or challenge previous accounts of the past. Historical revisionism is discussed with reference to changing historiographical approaches. It has become central to research in the history of education, for example in the United States and Britain. A broad consensus has been established in the history of education to explore the relationship between education and social change, although this has itself led to fresh debates over the nature of this relationship. These general historiographical developments in the history of education have played themselves out in different nations and regions, albeit at their own pace and at different times.

The Problem In Brazilian business organizations, talent development (TD) programs are often based on models borrowed from Western countries. However, there are significant cultural barriers to successful implementation of such transplanted models. Research on TD in Brazil is scarce, especially, research on adoption of imported models and frameworks. The Solution This article is based on a case study of TD practices of a large Brazilian steel company that has a long history of human resource development (HRD) and a unique organizational culture. Our study suggests that this Brazilian company’s TD system is based on a combination of several well-known North American models. However, the implementation of the TD system that is based on meritocratic principles does not fully align with an organizational culture characterized by high power distance, paternalism, collectivism, and the emphasis on personal relationships over merit. We suggest ways of addressing the identified misalignments and point out the necessity of tropicalizing the implementation of TD models, which implies embracing Brazilian cultural traits and contexts. The Stakeholders The main audience for this article includes executives, managers, and HRD professionals executing TD strategies in organizations from emerging market economies and/or in firms doing business in emerging markets. In addition, the article will be of interest to scholars specializing in international HRD and talent development.

This review essay of Hendrik Hartog's (2012) Someday All This Will Be Yours undertakes a brief overview of some of the massive changes in middle‐class planning for old age and inheritance in the United States over the course of the past century, focusing on the increased role of the state as a source of funding and regulation, the rise of the elder law bar, and the resulting new tools and motives for the transfer of property in exchange for care in the age of Medicaid.

The East Ghor Canal was a Cold War–era irrigation project financed by the U.S. government in the Hashemite Kingdom of Jordan. By placing East Ghor in the context of previous land reform campaigns in the Jordan River valley during the Ottoman imperial and British mandatory periods, this article criticizes scholarly interpretations of Cold War modernization. Portraying U.S. overseas development policies as outgrowths of American liberalism ignores the ways in which the liberal tradition could be reconfigured when it encountered other reform legacies in Third World regions. The transnational study of postwar expertise neglects the distinct historical antecedents that prepared the ground for development programs in particular places. The article challenges the notion of American exceptionalism by reinterpreting East Ghor in a long-term regional context. Global and regional perspectives together are needed to understand the history of development, a point that underscores the need for greater collaboration between Cold War and area studies.

The system of democratic regulation of privately owned utilities that has evolved in the United States over the past century includes five main elements: participation; transparency; a standard of justice and reasonableness; protection against confiscation of utility assets; and prices that are related to costs. After setting these elements forth and explaining how they are balanced, we describe how the system failed in a series of relatively small but highly visible experiments with deregulation in California and elsewhere in the US. Finally, we outline the history of how democratic regulation evolved in the US and how democracy is reversing the failed experiment with deregulation in California.

Over the past century, the Red River of the North has been the least stationary river in the continental United States. In Canada, historical and paleoenvironmental evidence indicates severe floods were common during the early 1800s, with the record ce 1826 flood having an estimated peak discharge 50% higher than the second-most severe flood ever observed. Unfortunately, the recorded history of flooding upstream in the United States does not begin until seven decades after this event. If 1826 was an equally exceptional flood on American reach of the river, then current flood-frequency curves for the river underestimate significantly the risks posed by future flooding. Alternatively, if the American stretch did not produce a major flood in 1826, then the recent spate of flooding that has occurred over the past two decades is exceptional within the context of the past 200 years. Communities in the Fargo-Moorhead metropolitan area are building a 58-km long, $2.75 billion (USD) diversion channel that would redirect floodwaters westward around the two cities before returning it to the main channel. Because this and other infrastructure in North Dakota and Minnesota is intended to provide protection against low-probability, high-magnitude floods, new paleoflood investigations in the region would help local, state, and federal policy-makers better understand the true flood threats posed by the Red River of the North.

The Problem Today’s global workforce is rife with dual-earner couples. For dual-earner couples, finding a suitable balance between work and living is often difficult, creating a need for organizations globally to be aware of the similarities and dissimilarities that exist for dual-earner couples around the world. This article identifies the work–life issues of dual-earner couples and organizational practices in both the United States and India in an effort to help organizations effectively manage work–life policies affecting the gender role dynamics of today’s multicultural organizations. The Solution This article identifies themes within the work–life literature for dual-earner couples in India and the United States in an effort to inform human resource development (HRD) scholars and practitioners about the current state and work–life needs of dual-earner couples in both countries. It would be beneficial for HRD professionals to understand and appreciate better workplace demographics in terms of social, cultural, and legal requirements in the two countries to encourage the creation and implementation of work–life friendly policies and environments. The Stakeholders This research benefits HRD practitioners and scholars, employers, public policy officials, and dual-earner couples employed in the United States and India. It opens the door to a better understanding of the transferability of current research to practice.
