‘Who governs’ Berlin’s metropolitan region—and how? The article addresses this question by inquiring into the way metropolitan space is being constituted in current economic development policies for Berlin–Brandenburg. It follows the hypothesis that no single-unitary understanding of metropolitan space exists in Berlin as expression of an explicit metropolitan project, but rather a heteronomy of policy practices which express diverse and possibly competing ‘implicit’ metropolitan issues and agendas. Accordingly, rescaling in the Berlin metropolitan region is not occurring in a comprehensive political–institutional form, as an ‘explicit project’. The more significant, however, is that rescaling is occurring—as an ‘implicit project’—through policy and governance practices which constitute a variety of understandings of metropolitan space. Metropolitan space appears therefore as an emerging construct defined by strategic-relational interplays between public and private actors and by the selective involvement of their interests and resources in the domain of specific spatial-economic development policies. Analyzing the construction of metropolitan space within specific policy arenas therefore offers a significant perspective on ‘who governs’ metropolitan development and on how this is possibly tied to the emergence of hegemonic understandings of scalar references for metropolitan policies.

This chapter examines a century of multilateral environmental agreements (MEAs) for acts of delegation to international organizations and to private actors. Theories of delegation suggest looking to the state as the likely engine of private authority. With more governing to do, states are enlisting others to help them through the delegation of authority. Drawing on a random sample of 152 multilateral environmental treaties, sampled from all extant multilateral treaties from 1857 to 2002, the chapter asks how often states delegate to private actors, and for what tasks. It shows that delegated authority in MEAs is indeed on the rise but not as a percentage of total governance activities. Instead, there is an overall increase in the amount of governance by both public and private actors. The data also show that states prefer to delegate specific policy functions: monitoring and implementation.

Abstract The complexity of the reality studied by geographical research requires applying such methods which allow describing the state of affairs and ongoing changes in the best possible way. This study aims to present a model of research on selected aspects of the dynamics and structure of socio-economic development. The idea was to determine whether we deal with the process of reducing or widening the differences in terms of individual features. The article primarily pursues a methodological goal, and to a lesser extent an empirical one. The methodological objective of the paper was to propose and verify a multi-aspect approach to the study of development processes. The analyses carried out reveal that in terms of the features taken into account in the set of 24 of the largest Polish cities the dominating processes are those increasing differences between cities, which are unfavourable in the context of the adopted development policies aiming at reducing the existing disparities. In relation to the methodological objective, the results of the conducted research confirm the rationale of the application of the measures of dynamics and the feature variance to determine the character (dynamics and structure) of the socio-economic development process of cities. Comparatively less effective, especially for interpretation, is the application of principal component analysis and a multivariate classification, which is mainly the result of differences in the variance of particular features.

Benjamin Armstrong’s article compares state economic development policies in Pittsburgh and Cleveland in the 1980s, the period of major regional economic restructuring. Armstrong argues that what separated Pittsburgh from Cleveland in the ensuring years was the state-mandated inclusion of the city’s universities as major economic development decision makers and the role that advanced technology played in Pittsburgh’s recovery—much more prominent than in Cleveland’s. The authors agree that the 1980s expanded stakeholders in the region’s traditional economic development strategies, but not to the extent that Armstrong argues, and that significant other factors have affected the two regions in recent decades. The authors also find that the divergence in economic trends between the two regions is not a strong as Armstrong suggests.

The most important phenomena attributable to the project of “global administrative law” (GAL) consists of rules, principles, practices, or procedures that have a more informal character and are generated from networks of public and private actors. The main characteristics of those rules is that they tend to be generated below the level of formal international treaties and that norm production occurs—at least in part—outside traditional formal modes of decision-making. However, some GAL norms including standards on products and services in particular, can have far reaching consequences as their factual weight is much more influential than domestic norms. GAL also develops new forms of procedure (e.g., voting) that are different from traditional international forms.

In this paper the nature and extent of local planning and evaluation practices and their impact on economic development policies are examined. Based on data from a survey of Canadian and US cities with populations over 10 000, several conclusions are drawn; (1) it appears that the extent of planning and evaluation of local economic development policies is limited in cities in both nations; (2) conditions which appear to be associated with planning and evaluation include expected growth in economic base, more land available for development, larger local budgets for economic development, and greater professionalism among economic development officials; and (3) although more planning and evaluation activity is related to an increased use of all types of economic development techniques, planning appears to interact with other local forces in a manner which may lead to more entrepreneurial, demand-side, or redistributive economic development policies.

The prevailing practice in new areal real estate development is for public and private actors to perform their duties by turns. Yet, the planning process could benefit from simultaneous contributions from society and developers and their designers. That, again, requires that the municipality selects the private partner consortia prior to completion of the local detailed plan through a competition in order to find the most potential actors and the best ideas for implementation of an urban structure of high quality. Candidates will be attracted by offering them the right to implement a residential/business block as a developer. The several blocks involved in an areal development project, and the laboriousness of producing competitive solutions, require a well planned selection process. A novel multi‐target competition process was developed which is presented in this paper with special emphasis on the allocation algorithms that allow selecting the most qualified competitors for parallel follow-up competitions from among a large group of registered candidates. The approach was tested in an actual real estate development project in the municipal district of Vuores which was the original reason for launching the study.
