An emerging body of work has critiqued the concept of climate adaptation, highlighting the structural constraints impeding marginalised communities across the Global South from being able to adapt. This article builds on such work through analysis of debt-bonded brick workers in Cambodia, formerly small farmers. It argues that the detrimental impacts of climate change experienced by farmers-turned-workers across the rural – urban divide is due to their precarity. In doing so, this article draws on a conceptualisation of precarity which recognises it as emerging from the specific political economy of Cambodia, and as something that is neither new, nor confined to conditions of labour alone. As such, in looking to precarity as a means of conceptualising the relations of power which shape impacts of climate change, we advance a ‘climate precarity’ lens as a means of understanding how adaptation to climate change is an issue of power, rooted in a specific geographical context, and mobile over the rural–urban divide.

Adaptation to climate change is being addressed in many domains. This means that there are multiple perspectives on adaptation; often with differing visions resulting in disconnected responses and outcomes. Combining singular perspectives into coherent, combined perspectives that include multiple needs and visions can help to deepen the understanding of various aspects of adaptation and provide more effective responses. Such combinations of perspectives can help to increase the range and variety of adaptation measures available for implementation or avoid maladaptation compared with adaptations derived from a singular perspective. The objective of this paper is to present and demonstrate a framework for structuring the local adaptation responses using the inputs from multiple perspectives. The adaptation response framing has been done by: (i) contextualizing climate change adaptation needs; (ii) analyzing drivers of change; (iii) characterizing measures of adaptation; and (iv) establishing links between the measures with a particular emphasis on taking account of multiple perspectives. This framework was demonstrated with reference to the management of flood risks in a case study Can Tho, Vietnam. The results from the case study show that multiple perspective framing of adaptation responses enhance the understanding of various aspects of adaptation measures, thereby leading to flexible implementation practices.

The study examined the viability of climate adaptation strategies of cassava-based farmers in Southern Nigeria. A total of 300 cassava-based farmers were randomly selected. Primary data were obtained through administration of questionnaire, interview schedule and Focus Group Discussion (FGD). Data were analysed using descriptive statistics which involved the use of percentages, mean and frequency distributions as well as OLS multiple regression model. The specific objectives include: to describe the socio-economic characteristics of the farmers, identify the climate change adaptation practices employed, ascertain the viability of the climate change adaptation practices and to determine the factors influencing the use of climate change adaptation strategies by the cassava-based farmers in the study area. Results show that majority of the cassava-based farmers were females, married, had a mean age of 46 years, 19 years farming experience, household size of 8 persons, and mean farm size of 1.23 hectares. Results further showed that the cassava farmers adopted various of adaptation strategies such as mixed cropping 24.3%, crop rotation 16.3%, change in planting date 36.6%, use of improved varieties 63.2%, minimum tillage 37%, early and late planting 35.3% and 13.5% respectively. These practices facilitated the adaptation to climate change by the farmers. However, farming experience, farm size, education, access to extension  services, credits and farm income influenced the viability of the climatic adaptation strategies of the cassava-based farmers in the area. Farmers are advised to take good advantage of seminars, workshops, symposiums, and conferences on climate change and its implications on agricultural production. This chapter focuses on the richness and wide variety of Sub-Saharan ecosystems particularly in the region of Tafilalet, Morocco. The Tafilalet ecosystems provide an extensive list of goods (see below) to the region, as well as “ecosystem services” for the inhabitants. However, in the last 30 years, these ecosystems are threatened by conjugated impacts of climate change and human overuse of the nature resources. The primary objective of this chapter is to evaluate both the damage inflicted on Tafilalet ecosystems and the associated ecosystem services due to climate change. Adaptation to climate change is of paramount importance to keep the survival of the diversity of Tafilalet ecosystems including agro-ecosystems, forests, and inland waters. Adaptation is a process to reduce the vulnerability of people to prevent displacement and conflict for scarce ecosystem services. The findings of this chapter show that a large number of ecosystem services of the region are limited by climatic conditions that affect the resilience of the whole oasis of Tafilalet.

The latest climate change adaptation strategies adopted by local governments in Japan are discussed. A nationwide survey demonstrates several significant findings. While some prefectures and major cities have already begun to prepare adaptation strategies, most municipalities have yet to consider such strategies. This gap must be considered when studying the climate adaptation strategies of local governments in Japan, as municipal governments are crucial to the implementation of climate adaptation strategies due to high diversity in climate impacts and geographical conditions among municipalities within each prefecture in Japan. Key challenges for local governments in preparing adaptation strategies are the lack of expert knowledge and experience in the field of climate change adaptation, and compartmentalization of government bureaus. To address these issues, an interview study of six model prefectures in the SI-CAT (Social Implementation Program on Climate Change Adaptation Technology) project by the MEXT (Ministry of Education, Culture, Sports, Science and Technology) was conducted in order to understand the details of challenges raised by adaptation among local governments in Japan. The survey results reveal that local government officials lack information regarding impact projections and tools for evaluating policy options, even though some of them recognize some of the impacts of climate change on rice crop, vegetable, and fruit production. In addition, different bureaus, such as agriculture, public health, and disaster prevention, focus on different outcomes of climate change due to their different missions. As this is the inherent nature of bureaucratic organizations, a new approach for encouraging collaboration among them is needed. The fact that most of the local governments in Japan have not yet assessed the local impacts of climate change, an effort that would lay the groundwork for preparing adaptation strategies, suggests the importance of cyclical co-design that facilitates the relationship between climatic technology such as climate models and impact assessment and local governments’ needs so that the technology developments clarify the needs of local government, while those needs in turn nurture the seeds of technology.

The session on adaptation to climate change was covered by four speakers who, in turn, addressed the topic by putting the case for using scenarios for climate adaptation, looking at climate change adaptation efforts by Victorian local governments, discovering what we have learned from Victorian Indigenous communities and an overview of current policy arrangements in response to climate change.

Socioeconomic pressures require forest management to address the impacts of climate change. However, we must ask, Are current forest policies sufficient to deal with the impacts of climate change? Here, we report on two surveys of forest stakeholders in Maine including woodlot owners and forestry professionals and discuss their perceptions of the barriers to climate change adaptation. We conclude with several policy directions including reevaluating existing policies, expanding incentive-based policies, integrating adaptation efforts into mitigation efforts, and increasing communication and outreach.

Climate change adaptation is the second arm of climate change action and seeks to ensure that all countries tackle the impacts of climate change by addressing both social and geographical vulnerabilities. The article discusses adaptation and its application at national and international levels. It also examines adaptation to climate change as a developmental challenge and how the principles of sustainable development can aid climate change action. The article analyses relevant aspects of national and international instruments relating to climate change adaptation and spotlights the commitment of Nigeria and South Africa to climate change adaptation. The article finds that integrating sustainable development into governance helps adaptation and increases resilience against the impacts of climate change. The article also emphasizes the necessity of good governance, particularly protection of human rights, climate finance and effective land use governance, to ensure climate change adaptation. The article argues that climate change adaptation should be viewed more as a developmental, rather than an environmental, challenge. It further asserts that coordinated action, especially in relation to land use governance and sustainable development is required to ensure sustainable climate action. This is particularly so given that citizens of many developing countries, including Nigeria and South Africa, depend on land and its resources  for social and economic development. AbstractCities around the world are confronted with the need to put in place climate adaptation policies to protect citizens and properties from climate change impacts. This article applies components of the framework developed by Moser and Ekström (2010) onto empirical qualitative data to diagnose institutional barriers to climate change adaptation in the Municipality of Beirut, Lebanon. Our approach reveals the presence of two vicious cycles influencing each other. In the first cycle, the root cause barrier is major political interference generating competing priorities and poor individual interest in climate change. A second vicious cycle is derived from feedbacks caused by the first and leading to the absence of a dedicated department where sector specific climate risk information is gathered and shared with other departments, limited knowledge and scientific understanding, as well as a distorted framing or vision, where climate change is considered unrelated to other issues and is to be dealt with at higher levels of government. The article also highlights the need to analyze interlinkages between barriers in order to suggest how to overcome them. The most common way to overcome barriers according to interviewees is through national and international support followed by the creation of a data bank. These opportunities could be explored by national and international policy-makers to break the deadlock in Beirut.

Although Indigenous peoples’ perspectives and concerns have not always been accommodated in climate change adaptation research and practice, a burgeoning literature is helping to reframe and decolonise climate adaptation in line with Indigenous peoples’ lived experiences. In this review, we bring together climate adaptation, decolonising and intersectional scholarship to chart the progress that has been made in better analysing and responding to climate change in Indigenous contexts. We identify a wealth of literature helping to decolonise climate adaptation scholarship and praxis by attending to colonial and neo-colonial injustices implicated in Indigenous peoples’ climate vulnerability, taking seriously Indigenous peoples’ relational ontologies, and promoting adaptation that draws on Indigenous capacities and aspirations for self-determination and cultural continuity. Despite calls to interrogate heterogenous experiences of climate change within Indigenous communities, the decolonising climate and adaptation scholarship has made limited advances in this area. We examine the small body of research that takes an intersectional approach to climate adaptation and explores how the multiple subjectivities and identities that Indigenous peoples occupy produce unique vulnerabilities, capacities and encounters with adaptation policy. We suggest the field might be expanded by drawing on related studies from Indigenous development, natural resource management, conservation, feminism, health and food sovereignty. Greater engagement with intersectionality works to drive innovation in decolonising climate adaptation scholarship and practice. It can mitigate the risk of maladaptation, avoid entrenchment of inequitable power dynamics, and ensures that even the most marginal groups within Indigenous communities benefit from adaptation policies and programmes.
