Biomass logistics: Mythistory and sociotechnical imaginary in trans-Atlantic wood pellet assemblage

The paper focuses on the role of mythistory and the sociotechnical imaginary in stabilizing the links of a particular biomass supply chain running from the forests of Georgia in the US Southeast to diffuse markets across the European Union. Trans-Atlantic wood pellet assemblage demonstrates how mythistories and sociotechnical imaginaries are deployed to opportunistically frame wood as nature, agriculture, and energy as part of governance strategies to coordinate and operationalize the “multiple, spontaneous spatial strategies” that the biomass industry requires. I use assemblage theory to explore how Georgia’s mythistory and the European sociotechnical imaginary form the abstract machine that conditions relationships for the functionality and maintenance of the wood pellet supply chain. I then chart the concrete assemblage of the trans-Atlantic biomass supply chain, which requires the collaboration of a broad network of state and non-state actors. The case helps to ground the current global energy transition period in material and political practices that are contingent, opportunistic, and likely also transitional, even though the sector involves deep capital and political investment throughout the supply chain.

This article explores different ways to keep carbon emissions to minimum. The pressure of meeting environmental and energy security concerns while also satisfying growing demand requires the current generation to increase, diversify, and optimize the use of energy sources. The alternative to pre-combustion capture approaches, which generally lead to high hydrogen combustion, is to capture the carbon after combustion. Combusting biomass is another approach to achieve low net carbon emissions. Recently, significant interest has emerged in algae as a biomass supply. Some species of algae grow at phenomenal rates, providing a new option for biomass supply. Continued development of advanced combustion methods, materials, and process controls might be expected to increase the potential to follow the load. However, the relative contributions of load following and energy storage are expected to depend on the specific combination of renewable power and fossil fuel backup. Major programs from the US Department of Energy, the European Union, China, India, and other countries are underway, in addition to internal programs at many of the largest energy and petrochemical companies in the world.

This analysis estimates the cost of selected oil and biomass supply shocks for producers and consumers in the light-duty vehicle fuel market under various supply chain configurations using a mathematical programing model, BioTrans. The supply chain configurations differ by whether they include selected flexibility levers: multi-feedstock biorefineries; advanced biomass logistics; and the ability to adjust ethanol content of low-ethanol fuel blends, from E10 to E15 or E05. The simulated scenarios explore market responses to supply shocks including substitution between gasoline and ethanol, substitution between different sources of ethanol supply, biorefinery capacity additions or idling, and price adjustments. Welfare effects for the various market participants represented in BioTrans are summarized into a net shock cost measure. As oil accounts for a larger fraction of fuel by volume, its supply shocks are costlier than biomass supply shocks. Corn availability and the high cost of adding biorefinery capacity limit increases in ethanol use during gasoline price spikes. During shocks that imply sudden decreases in the price of gasoline, the renewable fuel standard (RFS) biofuel blending mandate limits the extent to which flexibility can be exercised to reduce ethanol use. The selected flexibility levers are most useful in response to cellulosic biomass supply shocks.

Abstract Implementation of the European Union Renewable Energy Directive has triggered exponential growth in trading of pelletized wood fibers. Over 18 million tons of wood pellets were traded by EU member countries in 2018 of which a third were imported from the US. Concerns exist about negative impacts on US forests but systematic assessments are currently lacking. We assessed variability in fundamental attributes for timberland structure and carbon stocks within 123 procurement landscapes of wood pellet mills derived from over 38 thousand forest inventory plots in the eastern US from 2005 to 2017. We found more carbon stocks in live trees, but a fewer number of standing-dead trees, associated with the annual operation of large-scale wood pellet mills. In the US coastal southeast—where US pellet exports to the EU originate—there were fewer live and growing-stock trees and less carbon in soils with every year of milling operation than in the rest of the eastern US—which supplies the domestic market. Greater overlap of mills’ procurement areas exhibited discernible increments across selected carbon stocks. These trends likely reflect more intensive land management practices. Localized forest impacts associated with the wood pellet industry should continue to be monitored.

Even though biomass is characterised as renewable energy, it produces anthropogenic greenhouse gas (GHG) emissions, especially from biomass logistics. Lifecycle assessment (LCA) is used as a tool to quantify the GHG emissions from logistics but in the past the majority of LCAs have been steady-state and linear, when in reality, non-linear and temporal aspects (such as weather conditions, seasonal biomass demand, storage capacity, etc.) also have an important role to play. Thus, the objective of this paper was to optimise the environmental sustainability of forest biomass logistics (in terms of GHG emissions) by introducing the dynamic aspects of the supply chain and using the geographical information system (GIS) and agent-based modelling (ABM). The use of the GIS and ABM adds local conditions to the assessment in order to make the study more relevant. In this study, GIS was used to investigate biomass availability, biomass supply points and the road network around a large-scale combined heat and power plant in Naantali, Finland. Furthermore, the temporal aspects of the supply chain (e.g., seasonal biomass demand and storage capacity) were added using ABM to make the assessment dynamic. Based on the outcomes of the GIS and ABM, a gate-to-gate LCA of the forest biomass supply chain was conducted in order to calculate GHG emissions. In addition to the domestic biomass, we added imported biomass from Riga, Latvia to the fuel mixture in order to investigate the effect of sea transportation on overall GHG emissions. Finally, as a sensitivity check, we studied the real-time measurement of biomass quality and its potential impact on overall logistical GHG emissions. According to the results, biomass logistics incurred GHG emissions ranging from 2.72 to 3.46 kg CO2-eq per MWh, depending on the type of biomass and its origin. On the other hand, having 7% imported biomass in the fuel mixture resulted in a 13% increase in GHG emissions. Finally, the real-time monitoring of biomass quality helped save 2% of the GHG emissions from the overall supply chain. The incorporation of the GIS and ABM helped in assessing the environmental impacts of the forest biomass supply chain in local conditions, and the combined approach looks promising for developing LCAs that are inclusive of the temporal aspects of the supply chain for any specific location.

Currently, self-consumption and distributed energy facilities are considered as viable and sustainable solutions in the energy transition scenario within the European Union. In a low carbon society, the exploitation of renewables for self-consumption is closely tied to the energy market at the territorial level, in search of a compromise between competitiveness and the sustainable exploitation of resources. Investments in these facilities are highly sensitive to the existence of favourable conditions at the territorial level, and the energy policies adopted in the European Union have contributed positively to the distributed renewables development and the reduction of their costs in the last decade. However, the number of the installed facilities is uneven in the European Countries and those factors that are more determinant for the investments in self-consumption are still under investigation. In this scenario, this paper presents the main results obtained through the analysis of the determinants in self-consumption investments from a case study in Spain, where the penetration of this type of facilities is being less relevant than in other countries. As a novelty of this study, the main influential drivers and barriers in self-consumption are classified and analysed from the installers' perspective. On the basis of the information obtained from the installers involved in the installation of these facilities, incentives and barriers are analysed within the existing legal framework and the potential specific lines of the promotion for the effective deployment of self-consumption in an energy transition scenario.

Recently, the Nigerian Senate passed the Bankruptcy and Insolvency (Repeal and Re-enactment) Bill. This is no doubt a welcome development following the continued demand by insolvency practitioners, academics and other stakeholders for such legislation. The call has not only been for the enactment of just about any legislation, but (consistent with the economic challenges faced by businesses in the country), one that is favourably disposed to the successful restructuring of financially distressed businesses, allowing them to weather the storm of (impending) insolvency, emerge from it and continue to operate within the economy. This article seeks to situate this draft legislative instrument within the present wave of preventive restructuring ably espoused in the European Union Recommendation on New Approaches to Business Rescue and to Give Entrepreneurs a Second Chance (2014), which itself draws largely from Chapter 11 of the US Bankruptcy Code. The article draws a parallel between the economic crisis that gave rise to the preventive restructuring approach of the Recommendation and the present economic situation in Nigeria; it then examines the chances of such restructuring under the Nigerian draft bankruptcy and insolvency legislation. It argues in the final analysis that the draft legislation does not provide for a prophylactic recourse regime for financially distressed businesses. Consequently, a case is made for such an approach.

Recent elections in the advanced Western democracies have undermined the basic foundations of political systems that had previously beaten back all challenges—from both the Left and the Right. The election of Donald Trump to the US presidency, only months after the United Kingdom voted to leave the European Union, signaled a dramatic shift in the politics of the rich democracies. This book traces the evolution of this shift and argues that it is a long-term result of abandoning the postwar model of egalitarian capitalism in the 1970s. That shift entailed weakening the democratic process in favor of an opaque, technocratic form of governance that allows voters little opportunity to influence policy. With the financial crisis of the late 2000s, these arrangements became unsustainable, as incumbent politicians were unable to provide solutions to economic hardship. Electorates demanded change, and it had to come from outside the system. Using a comparative approach, the text explains why different kinds of anti-system politics emerge in different countries and how political and economic factors impact the degree of electoral instability that emerges. Finally, it discusses the implications of these changes, arguing that the only way for mainstream political forces to survive is for them to embrace a more activist role for government in protecting societies from economic turbulence.

The epilogue sketches a few scenarios on potential geopolitical consequences of the global paradigm shift toward multiple online platform “spheres.” Currently, the neoliberal US-based platform ecosystem dominates. This ecosystem revolves around the promotion of individualism and minimal state interference, leaving checks and balances to the market. On the other end of the ideological spectrum is the Chinese ecosystem, in which the autocratic regime controls the platform ecosystem via regulated censorship of tech corporations. Squeezed between the US and the Chinese models is the European Union, whose member states neither own nor operate any major platforms in either ecosystem. For European democracies to survive in the information age, its cities, national governments, and supranational legislature need to collaborate on a blueprint for a common digital strategy toward markets and public sectors.

Secrecy and informality rather than transparency traditionally reign trade negotiations at the bilateral, regional, and multilateral levels. Yet, transparency ranks among the most basic desiderata in the grammar of global governance and has been regarded as positively related to legitimacy. In the EU’s case, transparent trade diplomacy is quintessential for constitutional—but also for broader political—reasons. First, even if trade matters fall within the EU’s exclusive competence, the EU executive is bound by the Treaty on the Functioning of the European Union (TFEU) to inform the European Parliament, the EU co-legislator, in regular intervals. Second, transparency at an early stage is important to address public reluctance, suspicion, or even opposition regarding a particular trade deal. This chapter chronicles the quest for and turning moments relating to transparency during the EU trade negotiations with Canada (CETA); the US (TTIP), and various WTO members on services (TiSA).

Under the Trump administration, a transatlantic trade conflict has been escalating step by step. First, it was about tariffs on steel and aluminium, then about retaliation for the French digital tax, which is suspended until the end of the year. Most recently, the US administration threatened the European Union with tariffs on cars and car parts because of Canadian seafood being subject to lower import duties. As simulations with NiGEM show, a further escalation of the transatlantic trade conflict has the potential to slow down economic growth significantly in the countries involved. This is a considerable risk given the fact that the countries have to cope with the enormous negative effects of the pandemic shock. Furthermore, the damage caused by the trade conflict depends on the extent to which the affected countries use fiscal policy to stabilise their economies.
