André Martinet holds an important position in the history of linguistics in the twentieth century. For more than six decades he decisively influenced the development of linguistics in France and in the world. He is one of the spokespersons for French linguistic structuralism, the structuralisme fonctionnel. The article focuses on a description and critical appreciation of the interlinguistic part of Martinet’s work. The issue of auxiliary languages and hence interlinguistics had interested Martinet greatly from his youth and provoked him to examine the matter actively. From 1946 onwards he worked in New York as a professor at Columbia University and a research director of the International Auxiliary Language Association (IALA). From 1934 he was in contact with the Danish linguist and interlinguist Otto Jespersen (1860–1943). Martinet, who went back to Paris in 1955 to work as a professor at the École Pratique des Hautes Études (Sorbonne), increasingly developed into an expert in planned languages; for his whole life, he was committed to the world-wide use of a foreign language that can be learned equally easily by members of all ethnic groups; Esperanto, functioning since 1887, seemed a good option to him.

An appropriate institutional set up is essential for efficient transboundary flood management in the Rhine basin, particularly in view of future uncertainties like climate change. Flood management factors are identified based on a historical comparison in the Netherlands and Germany. They include differences in the perception of the problem and how to solve it; in the understanding of key items and how to address them; in administrative responsibilities and the political will to act. Suggestions are made to improve cooperation, in particular to generate a common problem perception and problem analysis, to develop a common vision for future flood strategies and to create a network of discussion platforms to promote social learning and to prepare, decide and implement flood management issues.

AbstractDigital transformation of the German public sector is embedded in a large-scale reform focussing on digitalisation and de-bureaucratisation of public services. By 2022, 575 public services will have been digitised. Digitalisation is, however, a contested topic in Germany: modernisation efforts have been stalled resulting in backlogs and the delay of IT consolidation of outdated legacy systems. At the same time, however, innovation pockets are emerging across all levels of government. The chapter first provides an overview of the legal basis of digital transformation, centralised and decentralised organisational embeddedness of administrative responsibilities and then highlights insights into selected implementation cases.

This chapter will place Fonagy’s work in institutional context, exploring his work as research director for the Anna Freud Centre in the 1990s, and attempting to characterize some features of his leadership of the Anna Freud Centre since 2003. The Centre has seen an incredible transformation in this time. We will seek to situate this transformation in relation to the challenges and opportunities of the wider social context. The chapter will close with an attempt to introduce some of the major collaborations from different eras of Fonagy’s work, introducing the dramatis personae for the rest of the book.
