Cocoa is commodities third largest foreign exchange earner after oil palm and rubber. In 2012 production totaled 833 310 tonnes of cocoa with an average growth of 1.56%. There are two major challenges in the development of the national cocoa industry, the increase in quantity (production and productivity) and quality. To support these efforts the role of research and development is needed to ensure that the procedures adopted are appropriate and fit. This study aims to study the role of research and development and other supporting factors in addressing the problems of the national cocoa. The study is in the form of survey respondents which are R&D institutes, universities and cocoa processing industry. The results show that there is a problem of national cocoa industry in all aspects, here the cultivation aspect is the biggest problem. The next aspects are mentoring, institutional, business scale, quality, policy, processing of intermediate products and processing of downstream products. The study also shows that there is still a lot of research results that can not be utilized by the cocoa industry, the rest has to be applied even if but only for a small scale so that the less significant. In the small and medium scale of cocoa enterprises, the equipment used is generally low capacity so inefficient. ABSTRAKKakao merupakan komoditas perkebunan penghasil devisa terbesar ketiga setelah kelapa sawit dan karet. Pada tahun 2012 produksi kakao tercatat sebesar 833.310 ton dengan rata-rata pertumbuhan sebesar 1,56%. Ada dua tantangan utama dalam pengembangan industri kakao nasional yaitu peningkatan kuantitas (produksi dan produktifitas) dan kualitas. Untuk mendukung usaha tersebut peran riset dan pengembangan (risetbang) sangat dibutuhkan untuk memastikan prosedur yang diterapkan sudah tepat dan sesuai.Studi ini bertujuan untuk mempelajari peran risetbang serta faktor pendukung lainnya dalam menjawab permasalahan kakao nasional. Studi ini berupa hasil survey terhadap responden (pelaku risetbang kakao) yaitu lembaga penelitian dan pengembangan, universitas serta industri pengolahan kakao. Hasil kajian menunjukkan bahwa permasalahan industri kakao nasional terdapat pada semua aspek, dimana aspek budidaya merupakan permasalahan terbesar. Aspek berikutnya adalah penyuluhan, kelembagaan, skala usaha, mutu, kebijakan, pengolahan produk antara dan pengolahan produk hilir. Studi juga menunjukkan bahwa masih banyak hasil riset yang tidak dapat dimanfaatkan oleh industri kakao skala besar, sisanya walaupun telah bersifat aplikatif tetapi hanya untuk skala kecil sehingga kurang signifikan. Pada industri usaha skala kecil dan menengah umumnya peralatan yang digunakan berkapasitas rendah sehingga tidak efisien.

The oil palm plant is one of the major important cash crops of the Nigerian economy and a significant contributor to the world market for vegetable oils. Unfortunately, infection with fungi has caused a decline in the productivity of oil palms and subsequently the palm oil industry. Hence the need to detect oil palm plant disease earlier before it affects it informed this research to develop a fuzzy inference model to predict the influence of fungal disease on the oil plant plant. Following extensive review of related works, the factors associated with the severity of fungal diseases in the oil palm plant were identified following validation by Botanist. Fuzzy triangular membership functions were used to formulate the input factors identified alongside the target variables for identifying the severity of fungal diseases affecting the oil palm plant. The rule base was formulated using IF-THEN statements to combine the values of the input factors with the respective values of the target severity of oil palm plant disease. The classification model for oil palm plant disease severity was simulated using the Fuzzy Logic Toolbox available in the MATLAB R2015b Software. The results showed that the developed inference system for oil palm plant was capable of classifying and predicting the degree of the fungal disease infection into four groups; no severity, low severity, moderate severity and high severity.

This paper presents the role of oil palm into national economy, especially into Gross Domestic Product, fiscal earnings, employment, and regional development. Thispaper also brings up research and development program of oil palm, in terms of technology and socio-economic, by considering governmental policy, especially Board of Agriculture Research and Development. "2003 oil palm production is Rp39.39 trillion, with the contribution to plantation, agriculture, and entire sector GDP are 84%, 13%, and 2%, respectively. Land tax (PBB) is Rp3.8 billion, income tax (PPh) Rp5.12 trillion, value added tax (PPn) Rp3.94 trillion, and export tax(PE) Rp731.85 billion. In the end of2003, area of oil palm is 5,247,171 hawith labor necessity is 35 people per 100 ha. There are 320 unit of oil mills,with total processing capacity is 13.521 ton fresh fruit bunches per hour.Each oil mill under 30 ton of FFB per hour processing capacity needs 136labor. More labor can be employed by downstream industry which provideraw material for oil palm. Plantation development also cover the development of physical infrastructure, i.e. road, bridge, school building, mosque, church, etc. Furthermore, it is followed by socio-economic development, i.e. commerce center, financial, education, health, sport, entertainment, etc. Technological innovation have been developed by Indonesian Oil Palm Research Institute through research and development program. Some technological package also have been produced, both upstream and downstream industries.

The settlement of the Anak Dalam tribe in Muara Medak - Jambi often experiences flood disasters later in each rainy season. This is the number of hills that have changed from forests to become oil palm plantations which are unable to absorb water. So that in the rainy season, this area which is a shallow swamp often gets runoff from the hills which causes flooding. MAN Insan Cendikia students try to find a home design solution for residents of the Anak Dalam Tribe at Muara Medak through R & D research with the topic: "Mahaban" Alternative Floating Houses in Handling Floods and Building for Tribal Children in the Village of Muaro Medak Jambi. The results of this study were then included in the Youth Scientific Writing competition (LKIR) organized by the Regional Research and Development Agency (Balitbangda) Jambi. To validate the design, the authors help provide assistance and consultation regarding their designs. This research uses a mix-method. After validation, the design needs to be revised. Then the results were made into a prototype and tested. As a result, this design won the Best Journal Award II and the Second Champion Award at the presentation of the work.
