In Poland, the problem of air pollution has not been given due attention for a long time. As a consequence, Poland is classified as one of the countries with the highest level of air pollution in Europe. Due to the fact that the problem is of a transboundary nature, air quality policy constitutes an important element of the EU’s supranational policy. The aim of the article is to analyze the impact of the EU policy on counteracting the problem of air pollution by Poland and to assess whether the problem can be effectively solved thanks to the implementation of the new growth strategy – the European Green Deal. The research results show that Poland’s membership in the EU has had the greatest impact on the process of building public awareness of the threat posed by air pollution. Despite the generally low effectiveness of the policy pursued so far, the new EU growth strategy (together with the financial instruments supporting its implementation) offers a real opportunity to significantly reduce the level of air pollution in Poland.

One of the main requirements for obtaining high-quality raw materials for production is a clear formulation of the necessary parameters that the manufacturer of materials must comply with in the production of raw materials. The very observance of these parameters in the future will reduce the number of production of unsuitable products and plastic cards with defects. Parameter control is carried out for each separate batch of materials. The sample during inspection should be at least 0.1 % of the total amount of material, the deviation from the parameters should be included in the tolerance. The tasks of the stage of product quality control should ensure the implementation of the quality policy, as well as the general economic policy of the enterprise. Control is an integral part of the activities of any enterprise, a regulator of factors that form quality at all stages of the production process and ensure the release of quality products. Based on the analysis and experimental studies, the main parameters that need to be monitored were determined: geometric dimensions, color, thickness, density, surface tension, tensile strength, uniformity of paint application, shrinkage during sheet sintering

In this essay I argue that the need to motivate bureaucrats to invest in high quality policy implementation alters the appeal of executive unilateralism. If executive orders are less durable than legislation, then the bureaucracy will have weaker incentives to invest in policymaking. This affects presidents’ willingness to compromise and work with Congress to pass legislation, rather than pursue unilateral action. Unilateralism becomes less attractive as bureaucratic capacity increases and as the relative durability of executive orders decreases. I formalize this logic in a simple formal model and discuss fruitful extensions for future work.

We develop a theory of policymaking between an agent and an overseer, with a principal whose welfare is affected by agent-overseer interactions. The agent can increase the quality of policy outcomes through costly capacity investments. Oversight and agent bias jointly determine optimal agent capacity investments. We show that when oversight improves agent investment incentives the principal always benefits from an agent with biases opposite the overseer. Competing agent-overseer biases translate into higher quality policy outcomes than the principal could induce were she monitoring the agent. Effective oversight is necessary for these incentive effects. The results imply that political principals ought to consider the nature of the broader policymaking environment when appointing agents to make policy on their behalf and when designing managerial strategies aimed at motivating agents.

The Vision, Mission, Goals and Quality Policy serve as concrete guides for the future of Camarines Sur Polytechnic Colleges. This descriptive survey research determined the means of promoting and disseminating the VMG and QP, and the extent of awareness, acceptability and internalization of the stakeholders on the institution’s VMG and QP. Data were gathered through questionnaire distributed personally to 1,033 respondents. Finding showed that there are various means of promoting and disseminating the VMG and QP. The respondents show that their perceptions along VMG and QP are highly aware, highly acceptable and highly internalized. Also, result shows that there is no relationship between the respondents’ level of awareness and level of acceptability, and there is a difference between the perception of internal and external stakeholders in terms of awareness, acceptability and internalization. Measures to enhance/sustain the level of awareness, acceptability and internalization of VMG and QP is to intensify dissemination through various modes: print and non-print media.

Abstract The article is one of a series of articles (Molenda, 2020) in which the results of studies on the assessment of the quality policy in industrial enterprises operating in Poland have been described. When carrying out the surveys in the years 2015-2019, in addition to the quality policy, the type of organizational culture of enterprises was identified, among other things. This allowed to divide enterprises into 4 groups, depending on the dominant type of organizational culture identified according to the Cameron-Quinn methodology (Cameron K., Quinn R. 2003). This study compares the quality policies of these enterprises in terms of their orientation towards improvement characteristic of the TQM philosophy. The first part of the article describes the issue of the quality policy in the context of organizational culture. The body of the article contains the results of studies conducted among 166 enterprises. A preliminary statistical analysis of the results allowed to answer the question of what is the level of orientation of the implemented quality policy towards improvement and whether this level varies depending on the organizational culture.
