This study aims to develop a decision support system using the fuzzy method in order to assess the quality of education and training of prospective civil servants and highlight possible improvement considerations. The assessment consists of six criterias, namely coaches, lecturers, preachers, mentors, examiners, and administrators. Based on the evaluation result of the quality level of each criterion, it is obtained that the top two criterion are examiners and preachers, followed by coaches, lecturers, advisors, and the lowest is organizer. In addition, the quality of the civil servant class III training is better than the class II civil servant training. It also shows that the value of the organizers criterion has different level of satisfactions. Overall, the quality of the training (according to the participants' opinion) was very good with a score of 92.50 for training class II and 95.20 for training class III. Furthermore, it is necessary to conduct research to determine the quality of the training each year by looking at the achievements of the participants. The >system testing obtained an accuracy of 100%, whichs implies that the system can be used to assess the quality of education and training appropriately.

This paper reflects on the evolving experience of modern distance education (DE) as a field of practice for professionals and as a medium for student access to education and training. The writer’s 30 years in the field, as both teacher and student, has coincided with the five-stage evolution of DE delivery defined by Taylor (1995-2010). The author considers the perceived identity crisis and diverse theoretical frameworks of the field since the 1980s as well as the need for new levels of change management that will enable the tools, technologies, and emerging systems of DE to create the flexibility, responsiveness, and networking that the students require and that the teachers need to learn.

This paper developes the WWTP operation decision support system (ODSS) to simulate the dynamic behavior of the WWTP treatment process based on ASMs (activated sludge models) and WWTP experiential knowledge. The novel structure and functions of ODSS can offer more flexible and general instructions to the WWTP operations. The three independent sub-systems, namely expert system, simulation system and training system, can cooperate to achieve many more functions such as operation alert, fault diagnosis, process simulation and so forth. The expert system based on the dynamic simulation, an essential part of WWTP ODSS, has been proved to be feasible and effective by the implementation at Fang Zhuang WWTP. Our results indicated that the WWTP ODSS has significant potential for improving plant performance and reducing treatment costs by assisting the operators at the decision-making level.

In the decision-making system of sports assistant teaching and training, the performance of such system is not robust to different situations with a low accuracy. To solve the problems in the decision-making system, we proposed a decision-making method combining association rules and support vector machine (SVM) in this paper. First of all, we give a computer-aided decision support system for sports assistant learning and teaching training, which is fully elaborated from three aspects: virtual reality (VR) technology, VR based sports assistant learning and teaching and situational cognition, and VR based sports assistant learning and teaching mode. After that, the paper gives the feature extraction of sports auxiliary teaching training through association rules and the decision-making of the extracted association rules by SVM. We have done two different experiments for both association rules mining and SVM on both experiment group and control group of databases. Experimental results have shown that the training characteristics of sports auxiliary teaching very well. In the decision support of association rules, compared with the existing BP neural network, linear discriminant analysis and naive Bayes and other methods, the SVM method has better effect of action recognition in decision support system of sports assistant teaching and training. The robustness is the best for the application of SVM. We provide a new perspective for the decision support of sports auxiliary teaching training by using association rules and SVM. Through the method of this paper, we can obtain better decision-making effect and more robust process of sports auxiliary teaching and training.
