Theoretical and Methodological Approaches to a Problem of Pedagogical and Administrative Staff Training for Higher Education Institutions

The analysis of requirements to the modern higher school teacher has been carried out. The need of higher education organizations’ teachers training on professional pedagogy chairs of the leading federal, classical and pedagogical universities has been justified. A model for higher education institutions’ teachers training in pedagogical master courses and postgraduate study has been offered. Theoretical and methodological aspects related to training for graduates of specialist’s and bachelor´s programs in the pedagogical master courses and postgraduate study are considered.

Urgency of the research. International practice demonstrates that competitive and integrative benchmarking competition gives way to cooperation that may eventually become the driving force in changing the philosophy of the modern system of higher education. Target setting. The study of theoretical and methodological approaches to maintaining effective competitive and integrative benchmarking along with carrying out applied projects facilitating its implementation into the operation of national HEIs seems timely and relevant. Actual scientific researches and issues analysis. A study of characteristics of benchmarking as a management tool in education was accomplished by such scholars as N. Jackson, H. Lund, M. Udam, M. Heidmets, Kuźmicz K., Schwarz S., Wersterheijden D. Uninvestigated parts of general matters defining. The scientists have not yet sufficiently developed the comprehensive analysis of the competitive and integrative benchmarking, including the Higher Eeducation Institutions. The research objective. The article aims to prove the feasibility of competitive and integrative benchmarking to ensure the competitiveness of Higher Education Institutions and their adaptation to market and institutional realia of the domestic economy. The statement of basic materials. The article justifies the feasibility of competitive and integrative benchmarking increasing the competitiveness of national universities. Toolkit of process-oriented approach of benchmarking is based on justification of the reference strategy by comparing competitive advantages in selected 4P-subsystems of benchmarking of management in top universities. Conclusions. The concept of the competitive and integrative benchmarking, developed by the authors as a marketing and management tool facilitating the capacity of Higher Education Institutions to build and maintain their competitive edge, is a synthesis of the competitive analysis mechanism and marketing interaction for the purpose of adapting the best practices by identifying benchmark organizations.

Forecasting changes in the external and internal parameters of the socio-economic development of higher education (HE) as an integral system, as well as the risks of its digitalization that reduce the quality of human capital suggest the expansion of contemporary methodological instruments for financing higher education institutions (HEIs). In the article the principles of project financing that combine system and process approaches have been suggested, and the need to introduce the axiological approach into the methodological basis of project financing of HE as a specific way of organizing and performing financial activities, obtaining and using its results with regard to certain values, and neutralizing the risks of digitalizing education along with improving the quality of human capital has been substantiated.

Over the last decade the institutional framework within which most universities in South Africa operate has undergone major transformation forcing the higher education sector to become more competitive in its approach to attracting and retaining quality students. Against this background, service quality has been put forward as a critical determinant of competitiveness. Higher Education Institutions are increasingly placing greater emphasis on meeting students’ expectations and needs. As institutions of higher learning become more student orientated, student perceptions of higher educational facilities and services are becoming more essential. It is clear that there is a need to measure students’ experience of service quality in order to develop innovative academic structures, facilities and services to retain and attract new students. Therefore, this study used a mixed research approach and a nonprobability sampling technique to identify the sample size. The purpose of this study was to investigate the students’ experience of service quality delivered by administrative staff at one site of a South African Comprehensive University. Underpinned by the Gap Model of service delivery and an adapted SERVQUAL instrument, this study sought to determine perceptions and expectations of service quality across five dimensions, namely: tangibles; reliability; responsiveness; assurance; and empathy. Questionnaires were used as data collection instrument to collect data from two hundred and sixty (260) registered students; twelve (12) academic departments, residence and library administrative staff members. Questionnaires were used to gather data from administrative staff of academic department, library and residence; and registered students in one comprehensive university in South Africa. Statistical Package for the Social Sciences (SPSS) version 24 was used to analyse the data. Statistical tools that include frequencies, mean scores and tabulations were utilized to present the data from findings. The Wilcoxon signed ranks test was also utilized to further analyse the significance of the gaps. Various gaps between students’ perceptions and expectations indicating dissatisfaction with administrative services particularly among the students were identified. The findings from the study indicated that, a negative service quality gap exists at selected site of Comprehensive University in SA. The findings further suggested that issues such as service quality planning and monitoring, establishing recovery mechanisms for service failures, and student- driven service design and standards need to be high on the agenda at higher education institutions to ensure service quality. All five dimensions of SERVQUAL indicated a negative score or quality gap suggesting that the administrators of selected departments need to urgently close the gaps that exist at their institution; key recommendations were thus made to improve the gaps identified. Frequent interaction between the administrators and the students is recommended for the university as it provides important information on student expectations and perceptions. Continuous employee training to improve the existing skills is also recommended for comprehensive university employees as it can have a good impact on meeting the students’ expectations of the service quality dimensions. The study therefore, concluded that the university needed urgent intervention in terms of developing proper academic support structures, facilities and quality services that would satisfy the needs of students.

The need to train highly qualified translators necessitates the need to train professional translation teachers in higher education institutions of Ukraine. The purpose of our work is to analyze the situation in the field of training translation teachers in higher education institutions of Ukraine and other countries, analyze the ways and methods of training translation teachers today and develop proposals for possible formats for training these specialists. In order to determine the requirements for translation teachers and determine the conceptual and categorical apparatus of our research we used a number of methods: analysis, synthesis, comparison and generalization of scientific and educational sources (Ukrainian and foreign ones), as well as observation, questionnaires and surveys to identify problems in the professional growth of translation teachers. It was revealed that today there is a situation when translation is taught either by the translators who do not have pedagogical education, or by the teachers of foreign languages who do not have translator’s diplomas and often do not have practical translation experience. Both categories require additional training that complements their education. The current system of short-term advanced training courses does not fully meet the task of filling gaps in the professional education of translation teachers. The author suggests the development and implementation of programs for retraining and training translation teachers that can be provided for different content depending on the previous experience of translation teachers. In both types of programs, the pedagogical and translation components of education will complement each other, so that graduates will be able to form the educational competencies necessary for a qualified translation teacher in higher education institutions. Special attention should be paid to translation didactics which has not yet been taught either in educational program for training translators, or in programs for training and advanced training of teachers. The prospects for further scientific research in this direction consist in designing and developing with taking into account modern achievements in science and practice of translating the content of the program and implementing it in higher education institutions that need such programs.Key words: translation teachers, educational program, translation, retraining program, advanced training, higher education institutions. Необхідність підготовки висококваліфікованих перекладачів диктує необхідність підготовки професійних викладачів перекладу в закладах вищої освіти України. Метою нашої роботи є аналіз ситуації у сфері підготовки викладачів перекладу у закладах вищої освіти України та інших країн, аналіз способів і методів підготовки викладачів перекладу сьогодні та вироблення пропозиції щодо можливих форматів підготовки цих фахівців. Задля визначення вимог до викладачів перекладу та поняттєво-кате-горіального апарату дослідження було використано низку методів, таких як аналіз, синтез, порівняння й узагальнення науково-освітніх джерел (вітчизняних і закордонних), а також спостереження, анкетування та опитування для виявлення проблем у професійному зростанні викладачів перекладу. Було виявлено, що сьогодні склалася ситуація, коли перекладу навчають або перекладачі, які не мають педагогічної освіти, або викладачі іноземних мов, які не мають диплома перекладача і часто не мають практичного досвіду перекладу. Обидві категорії потребують додаткової підготовки, яка доповнювала б їх освіту. Наявна система короткострокових курсів підвищення кваліфікації не зовсім відповідає завданню заповнення прогалин у професійній освіті викладачів перекладу. Автором пропонується розроблення та впровадження програм для перепідготовки та підготовки викладачів перекладу, що передбачає різне наповнення залежно від їхнього попереднього досвіду. В обох типах програм педагогічний і перекладацький компоненти освіти будуть доповнювати один одного, отже, випускники зможуть сформувати освітні компетентності, необхідні для кваліфікованого викладача перекладу у закладах вищої освіти. Особливу увагу необхідно зосередити на перекладацькій дидактиці, яка досі не викладалася ні в освітніх програмах підготовки перекладачів, ні в програмах підготовки та підвищення кваліфікації викладачів. Перспективи подальших наукових пошуків у цьому напрямі полягають у проєктуванні та розробленні з урахуванням сучасних досягнень у науці та практиці перекладу змістового наповнення такої програми та впровадження її у закладах вищої освіти, які цього потребують.Ключові слова: викладачі перекладу, освітня програма, переклад, програма перепідготовки, підвищення кваліфікації, заклади вищої освіти.

The article substantiates the need to study the methodological aspects of digital communication as a separate higher education institution and in the country as a whole. It is determined that one of the tools to increase the competitiveness of educational institutions is the development of communication policy and the use of modern digital technologies. And also that the formation of digital communication policy of higher education institutions is a key issue for the promotion of educational services at this stage of the country's development. The target audience of the market of educational services for the main users of the official site of the higher educational institution is outlined. The main tasks of information and social technologies in education, which provide general computerization of students and teachers, are listed. The author highlights the main components of educational sites and their general characteristics. The author also formed a complex analysis of the site using modern methods of analysis: general characteristics, design and description of the site; qualitative for quantitative analysis of the site; analysis of the site in accordance with the requirements for the sites of educational institutions at the legislative level regarding the disclosure of information; results of psychological verbal-communicative method of site research; SEO analysis (search engine promotion) of the site. The article presents the results of the application of the proposed comprehensive analysis on the example of a specific site of a higher education institution, namely the site of the State Dnipropetrovsk University of Internal Affairs, with a thorough explanation of the results. According to the results of the study, the author came to the conclusion that the development of communication policy using integrated marketing tools, namely site development, is achieved by successfully promoting higher education institutions in the market of educational services, image formation and competitiveness of educational institutions.
