FEATURES OF EU AGRICULTURAL POLICY: OPPORTUNITIES FOR UKRAINE

The need for constant monitoring of existing practices to improve the efficiency of the agricultural sector and identify important guidelines for further development of this area.Using modern experience of EU countries to increase the efficiency of the national agricultural sector.Practical and theoretical issues of development of the agricultural sector and the use of existing practical experience in this field were considered by O. Borodin, O. Bublienko, V. Granovska, N. Karaseva, I. Klymenko, R. Kosodiy, M. Skoryk and others.Active development of economic processes in the agricultural sector requires current research on the existing practical experience of developed countries.Analysis of practical experience in ensuring the effective functioning of the agricultural sector of the EU.An effective direction of the transition to sustainable development of rural areas is organic production (regulatory principles are reflected in the Common Agricultural Policy of the EU). The institutional norms of the CAP EU act as a guarantor of positive transformations and a "substitute" for the interests of producers in conditions of market competition. In practice, the Council and the EU Commission are responsible for implementing the common policy. European policy for the development of the agricultural sector is funded by the European Agrarian Fund for Rural Development. EU countries use various mechanisms (subsidies, grants, state loan guarantees, etc.) for the development of the agricultural sector. The best results in the direction of sustainable development of the agricultural sector were achieved by countries that took radical steps quickly, decisively, comprehensively. The experience of the EU countries shows that it is also justified to limit government intervention in this sector, or to implement it through market-type mechanisms

ВИМІРЮВАННЯ ТРАНСАКЦІЙНИХ ВИТРАТ В УКРАЇНСЬКІЙ ЕКОНОМІЦІ

Актуальність теми дослідження. В економіці більшості країн, і в України зокрема, питома вага трансакційних витрат зростає з кожним роком. Окрім цього, стрімко збільшується кількість галузей, які надають послуги, в тому числі і трансакційні. Ці об’єктивні обставини суспільного розвитку призвели до формування окремого сектора сучасної економіки – трансакційного. Постановка проблеми. Збільшення розміру трансакційних витрат як на рівні народного господарства в цілому, так і в окремих його галузях, обумовлює важливість опрацювання методологічних та методичних засад дослідження та оцінювання трансакційного сектора економіки. Аналіз останніх досліджень і публікацій. На питаннях оцінки та аналізу трансакційних витрат в економіці зосереджували увагу зарубіжні та вітчизняні вчені, а саме: Коуз Р., Норт Д., Уільямсон О., Еггертссон Т., Ерроу К., Далман К., Менар К., Аллен Д., Девід Р., Клейн С., Окслі Дж., Уоллис Дж., Архієрєєв С., Малахов С., Литвінцева Г., Попов Є., Шастітко А., Нестеренко А., Капелюшніков Р., Юдкевич М., Аузан А., Тамбовцев В. та ін. Виділення недосліджених частин загальної проблеми. Незважаючи на значну кількість наукових досліджень з питань оцінки трансакційних витрат й отримані вченими результати, однозначної методики розрахунку розміру цих витрат в економіці на теперішній час не розроблено. Постановка завдання. Розвиток теоретичних підходів щодо вимірювання трансакційних витрат із врахуванням особливостей вітчизняної економіки. Виклад основного матеріалу. Розглянуто й проаналізовано підходи до оцінки трансакційних витрат. Адаптовано підхід Норта-Уолліса щодо вимірювання рівня трансакційних витрат, на основі якого здійснено оцінку трансакційного сектора економіки України. Визначено основні проблеми вимірювання трансакційних витрат у вітчизняній економіці. Висновки. Результати проведеного вимірювання свідчать про те, що трансакційний сектор економіки України знаходиться на відповідному умовам глобального суспільства рівні.

THEORETICAL FUNDAMENTALS OF FORMATION OF THE MOTIVATION SYSTEM AT ENTERPRISE

In modern conditions of aggravation of competition the question of creation of effective system of motivation of the personnel at the enterprise acquires extreme urgency. The level of employees’thirst for work depends on the chosen system of motivation. That is why company executives need to rationally combine tangible and intangible methods of staff motivation. Foreign experience proves that intangible and tangible methods of motivation play an equally important role in organizing the work of subordinates. That is why the study of the process of choosing a method of staff motivation in the enterprise is becoming increasingly important, which confirms the relevance of the chosen to research topic.The article investigates the theoretical foundations of the formation of an effective system of motivation in the enterprise.The main motives that underliemotivation are highlighted. Motivation theories are outlined and analyzed. The analysis of the main components of the motivation system: tangible and intangible. The factors contributing to the formation of an effective system of motivation in the enterprise are revealed. Possibilities of combination of tangible and intangible types of motivation at the enterprise are substantiated. It has been proven that motivation has a significant impact on the life of every person and is a driving force in any economic activity.Everyone is an individual, so the goal of company leaders is to choose motivational factors in accordance with the individual qualities of employees. РОЛЬ ТА ФУНКЦІЇ ЦЕНТРАЛЬНОГО БАНКУ У ФІНАНСОВІЙ СИСТЕМІ

Актуальність теми дослідження. У посткризовий період актуалізуються питання збалансованості елементів фінансової системи, розвитку фінансового сектору, що змінює підходи до визначення ролі та цілей центральних банків, які орієнтуються у своїй політиці не лише на забезпечення стабільності цін, а й на збереження фінансової стабільності. Постановка проблеми. Важливим є дослідження особливостей трансформації ролі та місця центрального банку у сучасній фінансовій системі. Аналіз останніх досліджень і публікацій. Теоретичні аспекти сутності центрального банку, функцій та ролі даної інституції у фінансовій системі досліджували вітчизняні та зарубіжні науковці, зокрема А. М. Мороз, М. І. Савлук, Флоренсе Даф, Ульріх Волц, Науменкова С. В., Міщенко В. І. та інші. Виділення недосліджених частин загальної проблеми. Дослідження потребує питання активізації ролі та актуалізації функцій сучасного центрального банку в забезпеченні стабільності фінансової системи. Постановка завдання. Метою статті є аналіз функцій центрального банку та особливостей функціонування в умовах розвитку фінансової системи. Викладення основного матеріалу. Стаття присвячена узагальненню теоретичних основ визначення функцій центрального банку, дослідженню особливостей трансформації ролі центральних банків в умовах сучасної фінансової системи. Висновки. Функції центральних банків країн світу орієнтовані не тільки на забезпечення макроекономічної стабілізації, а й на забезпечення стабільності фінансової системи. Розширення функцій центральних банків, трансформація ролі у кризовий та посткризовий період реалізується через впровадження макропруденційної політики, спрямованої на забезпечення стабільності фінансової системи та використання нетрадиційних інструментів, напрямів їх діяльності, а саме: захист споживачів та фінансова грамотність населення, забезпечення сприятливого регуляторного середовища, екологізація фінансової системи.

INTERNATIONALIZATION AND COOPERATION OF THE HIGHER EDUCATION SYSTEM OF UKRAINE IN THE CONDITIONS OF GLOBAL CHALLENGES

Modern higher education takes an important role in facilitating mobility, including youth, innovation, economic growth, capitalization of human potential. Given the instability and severe challenges of today, there is an increasing need to strengthen partnerships between higher education institutions at both the national and international levels, conducting a common educational policy, forecasting and planning activities for sustainable development and strengthening competitive positions in the market of educational services. This highlights show the need for theoretical and methodological rethinking of the features of new forms and approaches to ensure the effectiveness of internationalization of higher education in Ukraine and cooperation of partner institutions, which should become effective mechanisms for achieving goals and solving complex problems, including access to education, quality and efficiency, capitalization of human potential. In addition, with the beginning of quarantine measures, significant changes are taking place in the direction of internationalization of higher education. It has been proven that internationalization and cooperation in higher education, international learning, including joint online learning, internships, student mobility as tools of interaction has significant potential for involving a significant number of people in intercultural learning on a global scale. The need for effective internationalization is associated with significant opportunities for universities with limited resources to implement their intentions. Finding a compromise will promote transnational cooperation partnerships both inside the country and internationally, and the main features of internationalization should be sustainability, interdisciplinarity, creativity, openness. Achieving these components will have a positive effect not only for the higher education sector, but also for society as a whole.

ENVIRONMENTAL POLLUTION AS A COMPONENT OF THE GLOBAL ECOLOGICAL CRISIS: NATIONAL LEVEL

The problem of environmental pollution is exacerbated every year and is undoubtedly a global problem. However, the effectiveness of its solution depends on the efforts of individual countries, their awareness of the impending threat, responsible and systematic control, continuous monitoring and study of trends. Given the urgency and scale of coverage, the impact on health and quality of life, interdependence and interdependence globally, environmental pollution needs to be addressed gradually and simultaneously in each country, ultimately ensuring a synergistic global impact. Numerous modern studies on this issue have significantly supplemented the theoretical and practical basis of environmental and economic sciences, formed not only the conceptual apparatus, but also added analytical tools, but the world continues to grow, the world's population grows, consumption increases, production scale and, consequently, pollution environment, which is an integral part of the anthropogenic impact of society. That is why the analysis, identification of trends, modeling of pollution processes and possible consequences remains relevant today. The main task of this study is to monitor the environment of Ukraine in terms of pollution of its main components, identify major sources and trends, build trends to further predict the development of the situation, which will be an information base for management decisions aimed at leveling the negative consequences for our country and its population, and for the global ecological system. The analysis conducted in the work revealed unfavorable trends in environmental pollution in Ukraine and the problem of insufficient funding for environmental measures, especially in terms of environmental investment. The attention of the state, taking into account the requirements of the outside world, the degree of interdependence of countries on each other's behavior in the environmental sphere, should be focused on solving this problem.

FINANCING OF STATE SOCIAL PROGRAMS: NEW APPROACHES AND TOOLS

A characteristic feature of the current stage of development of society is the socialization of economic systems and the subordination of the economic function of the state to social goals. State social programs play an important role in achieving them. The current state of their implementation in Ukraine significantly raises issues related to the formation of an effective system of financial support for state targeted social programs. The limited traditional sources of funding for state targeted programs actualizes the search for alternative forms and ways of their financial support. Attention to this issue was paid in the works of such researchers: L. Alekseenko, L. Barannyk, A. Barrientos, A. Boyko, V. Danylyshyn, O. Danyliuk, I. Yevdokimova, V. Zayats, V. Zyuzina, L. Lysyak, E. Libanova, O. Luta, O. Malinowska, N. Morel, J. Palme, N. Pigul, O. Ponomarenko, I. Prikhno, O. Staff, O. Tulai, B. Shulyuk and others. Today's realities require new approaches to solving the problems of financial support of state targeted social programs. The task of this study is to develop theoretical and methodological foundations for the formation and use of state social programs, to identify problematic issues in the financing of social programs in Ukraine and to develop recommendations for their solution. The article proposes directions for modernization of the financial system of implementation of these programs using the latest approaches and tools. Among the wide range of new forms and methods of financing state social programs, it is recommended to focus on public-private partnerships, public social procurement; financial investment in social projects; financial instruments of social orientation, fiscal incentives.

MODERN ASPECTS OF FINANCIAL SUPPORT OF INVESTMENT ACTIVITY ON THE PRINCIPLE OF PUBLIC-PRIVATE PARTNERSHIP

The article considers modern aspects of financial support of investment activities on the basis of public-private partnership. The expediency of using one of the key forms of public-private partnership -concessions in the process of financial support of investment activities of state and communal economic entities is substantiated. The existence of a significant impact of the mechanism of transformation of the movement of financial resources as a result of concession relations, the practical implementationof which allows to obtain a significant economic effect for the national economy and the state budget. Financial support of their investment and innovation development. The extremely important role of the state in the process of financialsupport of investment activities on the basis of public-private partnership is emphasized. Taking into account the existing approaches of scientists and practitioners to the interpretation of the essence of the categories "state regulation", "state regulation of innovation development" the author's interpretation of the definition "state regulation of innovative development of concession activity" is proposed as a component of concession management system. Increasing financial and economic security.The necessity to singleout among the main tasks of the mechanism of state regulation of financial support of investment and innovation development of concession activity such tasks as: development of financial and economic relations of concession subjects is substantiated; providing practical orientation of research works; innovative renewal of production facilities of concession facilities.The existence of a systemic impact of financial support of investment activities on the basis of public-private partnership on the trajectory of future socio-economic development of the country is proved.

ФОРМУВАННЯ ПРОДУКТОВОЇ СТРАТЕГІЇ ПІДПРИЄМСТВ ГОТЕЛЬНОГО БІЗНЕСУ В УМОВАХ РИНКОВИХ ЗМІН

Актуальність теми дослідження. В умовах швидких змін на ринку готельних послуг формування адаптивної продуктової стратегії та вибір відповідних інструментів її реалізації є необхідною передумовою виживання та забезпечення довгострокової конкурентоспроможності підприємства готельної індустрії. Постановка проблеми. Дослідження теоретичних підходів до формування та реалізації продуктової стратегії підприємства готельного бізнесу в умовах ринкових змін має теоретичне та прикладне значення. Аналіз останніх досліджень і публікацій. Досліджено наукові підходи до проблем адаптивності стратегічного правління підприємствами готельного бізнесу та процесів формування продуктових стратегій. Виділення недосліджених частин загальної проблеми. В науковій літературі недостатньо дослідженими залишаються питання розробки та адаптації продуктових стратегій готелю в умовах ринкових змін. Постановка завдання. Завдання полягає у визначенні сутності та підходів до формування продуктової стратегії готельного підприємства в умовах ринкових змін. Виклад основного матеріалу. Досліджено підходи до визначення продуктової стратегії, уточнено сутність поняття продуктова стратегія підприємства готельного бізнесу, систематизовано види продуктової стратегії готельних підприємств, обґрунтовано методичні підходи до процесу її формування та інструментів забезпечення адаптивності в сучасних умовах. Висновки. Проведені дослідження дозволяють зробити висновки щодо напрямків удосконалення процесу формування продуктової стратегії готельного підприємства, який запропоновано здійснювати у три етапи (вибір стратегічної зони господарювання, визначення типу продуктової стратегії та розстановка акцентів), кожний з яких дозволяє окреслити основні напрямки забезпечення конкурентних переваг із врахуванням змін у ринковому середовищі.

Therefore, realistic country investment potential evaluation is vitally important for respective government institutions within their policies getting done. At the same time, insufficient scientific works cover approaches to assessing investment potential of Ukraine, based on latest research results of foreign scientists within current topic. Current socio-economic determinants of foreign direct investment need to be studied. The research objective is to identify key determinants of foreign direct investment inflow in the economy of Ukraine. The statement of basic materials. The article have considered determinants of foreign direct investment inflows, which are related to country socio-economic development and state institutions indicators. Conclusions. Studies of statistics of groups in transition economies have shown that the simultaneous adoption indicators of socio-economic development and quality of public institutions into the model of country investment potential evaluation allows to evaluate the elasticity of foreign direct investment to changes in each of the determinants.
