Arrogant individuals are individuals who tend to position themselves in the center, both in their daily lives and in organizational life, and their relationships with others. While they exaggerate their importance, they tend to take over success in any case. Arrogance, which has the potential to adversely affect the organizational climate, can turn into an obstacle to the state of collective engagement and have a devastating effect on the science discipline, for example, in the academic community. In this context, this study aims to examine the arrogance orientations of academicians working in universities, which are higher education organizations. For this purpose, phenomenology, which is a qualitative research design, was used, and thirteen participants consisting of undergraduate and graduate students and graduates were reached with the maximum variation sampling method. The data obtained through focus group interviews using semi-structured questions were analyzed in terms of content using the Maxquda qualitative data analysis program. Findings obtained as a result of the analyses reveal that the arrogance orientations of academicians were gathered under the dimensions of individuality, comparison, contempt, and discrediting. Based on these results, it is possible to indicate that it affects the academic organization climate negatively and feeds on individuality. In this context, it can contribute to reducing the potentially destructive effects of arrogance by encouraging collective work in academic organizations.

As learner burnout and disengagement affect the functioning and performance of college learners and can also influence future career-related well-being, they can be an issue for higher education organizations. Conversely, the discipline of language education has experienced an emotional turn, primarily triggered by Positive Psychology, and the scholars and students have been affected by various emotions. One of the seldom mentioned constructive emotions concerning learners’ disengagement and burnout is enjoyment in learning a foreign language, as has been demonstrated by literature reviews. It is important to note that this review helps scholastic institutions and policymakers in the scholastic community to take into consideration the role of constructive emotions, specifically enjoyment, and their constructive influence on language education in diminishing learners’ challenges in the learning process.

Study was devoted to the assessment of indicators characterizing the number and structure of research and teaching staff at universities and other institutions of higher education in the regions of Russia. These indicators were the number of teachers working in higher education, per thousand residents and per hundred students, proportion of professors and associate professors in the whole number of teachers. Research used official statistical information for 82 regions of Russia. We used density functions of normal distribution as models. Study showed that on average, there was a little more than one teacher working in higher education organizations per thousand residents. It is proved that on average, every seventh teacher in all regions held the position of professor. Approximately two-thirds of all teachers held associate professor positions, there were five teachers per one hundred students.

Subject. I consider parameters of the condition of higher education organizations that are formed under the influence of institutional impact of the State, in the aspect of giving the former the status of a driver of innovative development. Objectives. The aim of the study is to review the institutional framework for regulating the innovation activity of higher education organizations. Methods. The study employs the method of dialectical cognition, as well as historical, structural-functional, systems research methods. Results. The paper presents an overview of institutional framework for regulating the innovation activity of universities, resulting from the growing importance of higher education organizations in the development of innovative economic relations at the present stage. It analyzes government initiatives aimed at achieving the goals based on national interests. The paper provides a list of councils and funds supporting and stimulating the development of innovative activity of educational organizations in Russia. Conclusions. The innovative development of the national economy as an essential condition for its competitiveness, which is implemented against the background of the growing role of educational organizations in this process, determines the urgency of permanent improvement of the institutional framework for regulating the innovative activity of educational organizations.

The aim of this study was to evaluate the specific values of the indices that describe the spread of higher education institutions in all regions of Russia and the number of their students in the total working-age population living in these regions. The initial empirical data were the results of official statistical surveys conducted on information on the development of higher education, as well as the number of working -age population in eighty-two regions of the Russian Federation for 2020. In the course of the research, four mathematical models were developed. The study showed that on average, there are almost 14.8 higher education organizations per million working-age residents in the regions. It is proved that every twenty-fourth person of working age in 2020 studied under higher education programs. The conducted analysis showed the presence of a significant differentiation of the values of the considered indicators by region. The regions with the maximum and minimum values of the considered indicators were identified. It is shown that higher education has received significant development in Russia.

AbstractHigher education interest groups remain somewhat understudied from a comparative theory-driven perspective. This is surprising because political decisions regarding higher education must increasingly be legitimized to students, taxpayers, the academic community and society. This article aims to advance our understanding of higher education stakeholders in post-communist Europe. In our view, the region deserves more attention, not least because students and academics were very instrumental in bringing down communism and institutionalizing democracy. First, we draw on Klemenčič’s (EJHE 2(1): 2–19, 2012; SHE 39(3):396–411, 2014) distinction between corporatist and pluralist as well as formalized and informal systems of representation in higher education. Looking at survey data from four countries—Poland, the Czech Republic, Hungary and Slovenia—we examine to what extent post-communist democracies have established corporatist institutions to facilitate the formal participation of various crucial stakeholder organizations, e.g. students’ unions, academic unions, rectors’ conferences, etc. Then we address whether higher education organizations enjoy privileged access to policy-makers compared to those from other policy areas, while engaging with the argument that higher education is a particular case of “stakeholder democracy” in a region otherwise characterized by weak civic participation and corporatism. To wrap up, we discuss different “mutations of higher education corporatism” in each country.

The allocation of scarce resources is a complex higher education decision problem, especially when it comes to budget constraints. Therefore, the authors propose a multicriteria web-based decision support system for resource allocation in higher education organizations. To do so, they define an MCDA/M resource allocation model, based on a project portfolio selection problem to set the percentage of the total budget that every alternative should receive. For the web-based DSS, they develop a database model to store and retrieve data, define the user's interface, and they use a web platform to transform the prototype into a web-based system. Also, they run an empirical analysis with an end-user to test the DSS. They show that the system can provide a clear vision of how the resource allocation system works; the mechanism as a whole becomes more transparent to those involved, enabling them to make efficient and reasonable decisions.
