Communicative competency is considered to be an indispensible part of general cultural training of a graduate of the higher professional education system. The author undertakes the analysis of the definitions of the cultural competences as results of mastering the main syllabi stipulated by the federal state educational standards of the third generation, the aim being to determine the definitions correspondence to the notion of a specialist of a new type and to establish the interpretation of the cultural competency concept by the educational standards. The hopes of getting over the shortcomings of the federal state educational standards of the 3 and 3+ generations regarding the definitions of the expected results of the educational activity are pinned to maximum realization of the potential of language education having cultural competency as a true object of the pedagogical process.

The paper presents arguments in support of competency-building approach as a methodic determinant of modern-level education in the light of globalization process; justifies, that competence should be considered as innovation standard in the Third Generation Federal State Educational Standard of Higher Professional Education. Also presented is a set of competencies stipulated by the FSES for the training direction 040400.62 �Social Work� (with the degree (qualification) of Bachelor). The author reveals her own views on how to draw out an exemplary map of proper blend composition of competencies for a Bachelor-degree social worker with further integrating this map in the educational process, as one of the ways to implement competencybuilding approach. Challenge areas in developing and assessing competencies and benchmarks for eradicating these shortcomings are suggested with respect to implementing Third-generation FSES of Higher Professional Education.

The article considers the problem of developing cultural competence of future primary school teachers during professional retraining (language teaching-learning). This problem is stated in the Federal State Educational Standards of Higher Professional Education. The author emphasizes that organizing work to develop cultural competence is a relevant pedagogical concern. Competency-based approach is a high-priority task. Its implementation is mandatory within the framework of new Federal State Educational Standards of Higher Professional Education that determine the training objectives in the form of competencies which are necessary for modern teachers in their professional activities. To address the problem the author suggests using historical documents and archives as additional methodological tools during the compulsory courses study (“Theoretical Bases and Technologies of Primary Language Education”, “Theoretical Bases of Primary Literary Education”) of the 44.03.01. Pedagogical Education (Primary Education) curriculum. According to the author, mastering linguistic disciplines will be successful, if there are vivid examples from regional texts illustrating how a language unit functions and evolves. As a result, it will lead to the developing cultural competence of future primary school teachers.

This publication is an integrative textbook covering pedagogical approaches to the formation of methodological competence of life safety teachers. The paper contains the author’s approach to the development of general competences passport as a result of mastering of secondary vocational education’s basic professional educational program in the aspect of new educational standards implementation. The role and functions of competencies passport have been revealed, the existing approaches to its design are analyzed, and also the author’s own experience related to the passport’s development has been presented. The competencies passport is understood as a reasonable set of requirements to the formation level of competencies which the higher education institution graduates should have after assimilation of main educational programs; it includes classifi cation of common competencies according to their goals, list of common competencies presented in the Third Generation Federal State Educational Standards related to secondary vocational education, as well as indicators and disciplines, which correspond to these competencies and have been focused on their formation.
